The provision of decent accommodation is a major challenge to government in the developing nations. It is a common phenomenon in the urban centres of the developing nations where most houses are in deplorable conditions. The houses are overcrowded with little or no air space between them. There is no basic sanitation in the urban centres as they lack flush toilet, some of the few available flush toilets are piped into seasonal streams, most houses lack defined kitchen areas and healthy sewage disposal method. The cities lack good access roads and functional drainage system with a common practice of environmentally-unfriendly solid waste management methods that create various health challenges to urban dwellers. The aim of the study is to show how in-situ Housing method of slum rehabilitation can be applied through public/private Partnership to upgrade houses within a major slum area in Yenagoa. This shall be done with an agreement between the property owners, Real Estate investors and the state government. Basic Research Methodology was applied using questionnaire, direct observation and personal interview techniques to collect data. Both qualitative and quantitative techniques were applied to analyse data through the use of tables and charts. The findings in the study showed that poor housing condition seriously degrade the environmental quality of the study area. The standard of living in the area is very poor as the people lack access to decent accommodation, basic sanitation and social amenities.

This commentary discusses the emergence of a new paradigm to address the health policy issues through public-private Participation (PPP).The discussion provides a detailed literature review of PPPs by presenting an initial overview of the ideological shift from state to market intervention,then identifying arguments in support of or against public-private approaches and finally exploring the emergence of this new paradigm of PPP or its hybrid *** then discusses the contextual realities of public-private Participation in health care,and whether an optimal balance is possible with better government stewardship and private ***,the premise of stewardship in governance is that it is possible to create not only efficient but also effective *** ideas may find a receptive audience in many countries,especially in the emerging economies with improving *** East Asian societies,the concept of stewardship bears a strong resemblance to Confucian ideals of morality in government,with social expectations of those who govern to be principled and ***,a pragmatic theory of development seems to apply in public-private,similarly,through it is expected,that public-private participation in the healthcare system should also achieve the goal of Universal Health Coverage through good governance.

In view of the lack of financial aid and the migration of industries,the role of local governments shifted from social reproduction to development and production,which made the development of the local economy their main *** local governments hence have to face challenges in their management in regards to the arising changes and *** Taipei Central Bus Station Build Operate Transfer(BOT)project of urban formation and development is not only a trend in countries around the globe;it is also an area the Taiwan Residents governments are actively involved *** the impact of urbanization,the size of highly functional cities has surpassed core city administrative regions;therefore,this has generated various planning,administrative and policy *** study examines the public-private partnership(PPP)views on urban development;the research methodology will be designed to focus on qualitative research,the following conclusions were made:(1)The basic goal of global city competitiveness of Taipei was promoted by implementing“qlubarnization”,a spatial development strategy dependent on intercalary abilities.(2)Taipei is located in the hub of Asia,linking China's Mainland and Taiwan,facing the world,peaceful and stable,rich and diverse in culture,such that adopting the“hybrid or mixed-use development model”will allow“the national gate of the country program—Central Station,Central Park”to become an international city brand.(3)Taking the“Taipei Main Station PPPs model development of the Taipei Central Bus Station BOT project of nine precincts specific land development projects”as a key success indicator,the government took privatization or PPP into consideration,loosened the monopoly on urban infrastructure,created infrastructure services and a maintenance market,positioned the city as a“supranational”entity in terms of capital flow,and sought a coherent land policy.

This study evaluates the simultaneous impact of public and private investments on economic growth in the CEMAC zone between 1984 and *** attain this aim,we use the Vector Error Correction Model(VECM)to test the direction of causality between the three variables above at the level of each *** find that the direction of causality is not the same in all the countries both in the short as in *** then develop an ideal model going from the Cobb Douglas production function which we quantitatively validate using panel data estimation through the method of Pool Mean Group which takes into account individual *** arises that contrary to economic theory,private sector investments have positive and significant effects in ***,the impact of public investments is negative and *** the long-run,the effects are reversed and call on the authorities of the CEMAC zone to reinforce the political risk to strengthen the public-private partnership in the process of sustainable growth.

Background: Effective ART with low viral loads and absence of STIs significantly reduce chances of sexual transmission of HIV. ART is therefore a key pillar in HIV prevention. Appropriate support is however essential for optimum treatment outcome, patient safety and HIV prevention benefit. The scale-up of ART continues to strain the already overstretched human resources in public facilities, impacts on the quality of care, and contributes to loss to follow-up. Task shifting is therefore a strategy to augment the limited human resources. Methodology: In partnership with the Livingstone General Hospital (LGH) and four private pharmacists, the COH III Project through Howard University is promoting quality HIV care by engaging the pharmacists in adherence counselling and treatment monitoring. The LGH ART pharmacist allocates consenting stable ART clients to pharmacies based on willingness to be referred and patient preference. Patients are given schedule of visits to pharmacies where the pharmacists provide medication/adherence counselling and monitor side effects. Patients with medication/treatment issues are referred back to the LGH ART clinic for follow-up. Results: Between October 2012 and August 2013, 280 patients were enrolled and followed up by the four pharmacists. 69% of patients visited the pharmacy at least once, 25% at least twice and 13% at least thrice. The 33 client referrals by pharmacists to LGH were related to adverse drug reactions, suspected treatment failure, pregnancy, and treatment monitoring. The intervention has reduced workload for the ART pharmacist;improved communication of treatment challenges and identification of patients with medication related problems, and reduced travel distances and waiting times. This has resulted in improved adherence and better patient outcomes. Based on research on a number of judicial decisions regarding concession and public-private Partnership(PPP)agreements,this paper demonstrates the problems and dilemmas of China's current PPP dispute resolution mechanism and clarifies three fundamental issues:concessiont^PPP;concession agreement工administrative agreement;and disputes related to administrative agreements administrative *** the grounds of these conclusions,the paper argues that the logical chain of China's existing PPP and concession dispute resolution mechanism is *** logic of the current mechanism starts from the definition of an administrative agreement;it then classifies concession agreement as administrative agreement;and finally subjects the disputes over concession agreements to administrative ***,this starting point is problematic because the definition of administrative agreement and the distinction between public and private law attributes are difficult to determine precisely,as they lack the necessary theoretical clarity and ***,the current legal situation of PPP in China is far from being satisfactory because a statutory law on PPP is absent,the existing laws and regulations on administrative agreements are primitive,and the judicial practice has not yet established unified and clear *** this backdrop,this paper proposes a possible way ***,we should critically reflect on the current administrative agreement and PPP agreement ***,we should apply the method of legal fact research,adopt doctrinal tools of the legal relationship theory and contract construction theory,and eventually establish a multiple dispute resolution mechanism to resolve disputes effectively.

While public-private partnerships(PPPs)have surged worldwide since the 1990s,they have been met with growing skepticism during the last years.A recent revision of Germany's constitutional rules on motorway construction and observations on the use of PPPs published by both the German and the European Courts of Auditors illustrate this new *** two examples fit into a general trend towards a revival of the public sector,which can be summarized under the cross-level umbrella term"publicization."It would,however,be remiss to replace the uncritical euphoria that once surrounded privatization with a similarly undifferentiated euphoria regarding ***,it is crucial to identify the most appropriate solution for the fulfilment of each public task from the"toolbox"of publicization on the one hand and privatization on the other hand in order to ensure the most effective completion of public functions.

public-private partnerships(PPPs) have reshaped the institutional structure of global *** have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Rather than a powershift or abdication of responsibilities by the state, there is rather a tendency of deliberate diffusion of power by donors toward hybrid structures.
