The historical glance at social governing model,as well as conceptual analysis of which indicates that public management theory has already taken shape in hope of getting better social governance under the macro-background of New public management,particularly in administrative reform of China with respect to the construction of Service-oriented *** being a brand new social governance model in the theory mentioned above,public management is but a Service-oriented social governance model based on service spirit and its principle,which is featured with trust-cooperation mechanism and equipped with integrative relationship pattern described as "Service,Trust,and Cooperation".

The Evaluation of Human Resources in Modern public management in the Countries of South East Europe

Nowadays, the public sector plays an important role when it comes to economic development and growth of a country. The most important chapter is ＂the evaluation of public servants＂. The analysis for the evaluation and subsequently the personal development and career planning of human resources based on both academic theories and their practical implementation. The new model is based on proportionality and administrative Europeanization, which creates formal and informal rules, modern processes of public policy that will shape common beliefs and values incorporated in the specific national policies. Performance appraisal is the process by which organizations evaluate job performance. The aim of this paper is to provide a comprehensive narration for the performance management in modem public sector, to explain the uses of performance appraisals, to describe the methods of the evaluation and to analyze the role of evaluation.

Challenges of public management to Consolidate the Gulf of Morrosquillo as a Competitive Tourism Destination

The theoretical discourse focuses on unscrambling the differences between public management and private management, while new tools and techniques have been provided by recent trends in public management. This paper centers on a critical analysis and what the purpose of the government＇s management is; which refers to consolidate the Gulf of Morrosquillo （Colombia） as a competitive tourism destination for it to be as relevant as any other tourism destinations. Even though public management never stops, it is imperative for the governance to delineate the appropriate development path of a region to guarantee the correct conditions for it to be promoted properly. Methodologically speaking, this paper was started with the revision of the literature about the macro-environment related to touristic activities and an instrument was used to collect the information, which was designed to gather data about the lodging establishments. It is necessary to raise the awareness of the public management of the different municipalities that form the Gulf of Morrosquillo for them to acknowledge their weaknesses so that they will be able to formulate the appropriate programs to improve the estate of the destination.

Towards a public management Paradigm for Global Governance： An Analysis Based on an Issue-Actor-Mechanism Framework

The concept of global governance first appeared in research on international political governance in the early 1990s. At the time much of the theoretical research on global governance was to some extent isolated from the realities of world development, but since the beginning of the 21th century, global governance research has been turning to real world issues, We propose the construction, from a public management perspective, of a governance ＂issue-actor-mechanism＂ framework. This sees postwar global governance practice as the old paradigm. The paper points out that the rapid global development after the end of the Cold War has had a crucial impact on the traditional governance paradigm, followed by the emergence of new global governance issues and changes in new governance actors resulting from the changing world of the last twenty or thirty years which have led to the failure of traditional governance mechanisms. These ＂issue-actor-mechanism＂ changes are closely interlocked, and hence require a new global governance paradigm that can reflect the complex interconnections of governance issues, actors and mechanisms. We thus need to reexamine and refresh our perceptions of the world and open up a new research agenda.

Perfect and efficient public management system both can assure the healthy urban development and quality control improvement. Thus, preceded from the final objective of urban development and management, framing an efficient public management system appears to be the subject of the 21th century China urban development and management study. Considering Shanghai’s practical situation, with the concept of public satisfaction, embarking on the system, frame and legislation of urban management, this article concentrates on discussing upgrading public satisfaction target index, ceaselessly improving urban public management and upgrading public management quality’s idea and method.

Since World War II, the founding of several international institutions intended to oversee the processes of globalization. Along with the ongoing advancement of globalization, these international institutions play an increasing significant role on international affairs and a nation’s public management, at the same time, the proposition of governance theory makes great contribution to the legitimization the of global governance. However, globalization is a double edged-sword, which throws great challenge on public management. Hence, a "blueprint" of international institutions and a government co-governance is made. So this kind of management will not change the initial configuration, that is, the government is regarded as principle and the international institutions are the assistant. Someone argue that a world government will be created which can regulate the relationships among governments and guarantees the rights arising from social and economic globalization, but it’s unrealistic. From one aspect, global governance provides a new development on public management with the selection of governance subject and mode.

Developing industrial clusters can promote the whole competitive power of the region. Government plays an important role in the process of formation and development of industrial clusters. At the same time the appropriate policy is also very necessary for informing industrial clusters. Only when the governments make right positioning and improve the mode of public management, industrial clusters could be pushed to develop. In the process of formation and development, the system innovation mainly embodies the following: pay attention to system establishment and eliminate the system barriers of industrial clusters;check and repair the gap in order to assist to perfect the feeble part;provide public goods and meet the common demand of industrial clusters;create suitable development atmosphere of industrial clusters.

“人的因素”是组织管理中一个不容回避的问题，也是公共管理研究中的一个重要议题。在其最近的研究中，刘太刚教授试图把公共管理学者对人的因素的关注扩展为心灵治理这样一个研究领域，并在理论上对由此涉及的许多问题给出了独到的解释。刘教授的开拓性努力是有价值的，同时，他对心灵治理的论证也存在一些可商榷之处。本文在心灵治理是否一个公共管理问题以及心灵治理的范围与方式上给出了一种不同的论证，以期从公共管理的学科角度进一步认识这一问题。
