Synthesize dual goals:A study on China's ecological poverty alleviation system

How to break the vicious cycle of poverty and ecological degradation is widely concerned and *** the poverty alleviation practices in China,ecological poverty alleviation(EPA)is regarded as an important way to synthesize the dual goals of poverty reduction and environmental protection and to achieve the win-win *** Chinese researchers have fruitful research achievements on EPA yet they do not recognize that EPA is not a simple combination of various policies,but a complex system involving multiple policy instruments,governmental agencies,social forces,and ***,few studies abroad illustrate EPA in *** focus more on specific components of EPA such as payment for ecosystem services while overlooking the integral concept of EPA and practices from *** on field research in Guizhou Province,China,this paper proposes a framework of EPA with an effective multi-agent and co-government system,for demonstrating the concept and practice of *** case analysis,we illustrate key elements in this system and their relationships,and how they play a vital role in pursuing win-win outcomes in environmental protection and poverty *** three dimensions of this EPA system have been *** first is to strengthen the interaction among the *** efforts should be made for establishing an efficient communication routine and a stable relationship among their *** second is to reinforce the connection between diverse elements in each policy subsystem,such as the systematization and coordination of the ecological industry development,the systematization of the links before,during,and after the relocation of ecological immigrants,*** third is to promote the interactions between the three subsystems,so that ecological enhancement,ecological compensation,and industrial development,and migration and relocation can promote each other,and ultimately promote the coordination of poverty alleviation and ecological protec

Questions persist on the relationship between tourism dependence and economic growth in ethnic tourism *** study addresses such gaps by constructing a threshold regression model based on socio-economic data from 2006 to 2019 for nine sites in Enshi Prefecture of central *** GIS and other open-source data were also used to visualize changing tourism resources in the *** suggest that tourism dependence(the ratio of tourism-based GDP to overall GDP)significantly promotes economic growth in ethnic minority ***,the positive influence of tourism dependence on economic growth appears dynamic and non-linear–rising at first before falling when tourism dependence exceeded a threshold of 34%,with effects varying by site and *** and findings make crucial theoretical contributions to understanding tourism dependence and poverty alleviation *** paper also highlights the importance of political support and balanced investment in diverse industries to minimize decreasing returns beyond tourism dependence thresholds in destinations worldwide.

Two phenomena in the history of China's economic growth during the last four decades are the increase in the share of offfarm employment and the progress in poverty alleviation in rural *** both of them have been well documented in the literature,less is known about the linkage between the *** better understand the role that off-farm employment has played in poverty alleviation in rural China is critically important not only for China but also for those countries that are trying to reduce ***,we examine the impact of off-farm employment on poverty alleviation in rural *** the data from two nationally representative household panel surveys(China National Rural Survey and China Rural Development Survey),this paper provides supporting evidence that off-farm employment contributes to poverty alleviation in rural ***,if household participation in off-farm employment increases by 10 percentage points,the likelihood for a nonpoor household to fall into poverty will decrease by 0.88 percentage point whereas the likelihood for a poor household to climb out of poverty will increase by 3.5 percentage *** a word,off-employment can not only prevent rural residents to fall into poverty but also help those already in poverty climb out of it.

The development of ice-and-snow tourism (IST) has great potential for poverty alleviation and is of great significance for promoting the sustainable development of alpine areas. However, little attention has been given to evaluating the suitability and potential of ice-and-snow tourism in poverty-stricken areas. Taking 832 poverty-stricken counties in China as samples, this study proposed an integrity suitability index (ISI) based on natural and socioeconomic factors to evaluate the suitability and potential of developing ice-and-snow tourism in poverty-stricken counties. The results showed that there are significant differences between the spatial distributions of the suitability of glacier- and ski-related tourism. The former is mainly distributed in the Qinghai‒Tibet Plateau, while the latter is distributed in low-altitude mountainous areas. Additionally, 36.0% of the total number of poverty-stricken counties have the potential to match medium-to high-level ISIs of ice-and-snow tourism, of which 2.5%, 32.9% and 0.2% are suitable for glacier excursions, ski sports and both, respectively. Furthermore, climate change and environmental protection are the main constraints on the development of ice-and-snow tourism and corresponding development strategies are proposed. This study can provide references for scientific planning and policy making regarding the sustainable development in poverty-stricken areas.

poverty alleviation is one of the greatest challenges faced by low-income and middle-income ***,which had the largest rural poverty-stricken population,has made tremendous efforts in alleviating poverty especially since the implementation of the targeted poverty alleviation(TPA)policy in 2014,and by 2020,all national poverty-stricken counties(NPCs)have been out of *** study combines deep learning with multiple satellite datasets to estimate county-level economic develop-ment from 2008 to 2019 and assess the effect of the TPA policy for 592 national poverty-stricken counties(NPCs)at country,provincial and county *** capita gross domestic product(GDP)is used to measure the affluence *** 2014 through 2019,the 592 NPCs experience an average growth rate of per capita GDP at 7.6%±0.4%,higher than the average growth rate of 310 adjacent non-NPC counties(7.3%±0.4%)and of the whole country(6.3%).We also reveal 42 counties with weak growth recently and that the average affluence level of the NPCs in 2019 is still much lower than the national or provincial *** inexpensive,timely and accurate method proposed here can be applied to other low-income and middle-income countries for affluence assessment.

poverty-stricken areas in China have the dual task of alleviating poverty and safeguarding national ecological *** on statistical surveys and satellite remote sensing data,we construct a staggered difference-in-difference model to empirically analyze the dual impact of poverty alleviation on the economic development and eco-environment of povertystricken *** study also examines viable pathways for economic development in poor areas in the context of ecological *** results show that the poverty eradication campaign under the leadership of the Communist Party of China has significantly improved the rate of economic growth in poverty-stricken areas while also significantly improving the quality of the local *** analysis shows that ecological projects and ecological compensation make the greatest contribution to promoting the conversion of ecological resources into economic output in poverty-stricken ***'s successful experience in green poverty alleviation can not only provide important policy enlightenment for the nation's continuation of its comprehensive revitalization drive in rural areas,but also provide new options for other developing countries to achieve their green take-off.

Elimination of poverty is an important part to achieve a comprehensive well-off in China,and financial means and tools play an important role on *** paper tries to show the problems in current financial poverty alleviation practice,such as the lack of unified organization,high cost,poor sustainability,uncertain effects,etc.,and illustrates that internet finance,based on new information technologies which enable more comprehensive information collection of poverty population and employ future-oriented valuation method,can help the poor households accumulate credit capital and play a greater role in the process of poverty *** paper also puts forward some policy recommendations to support internet finance in poverty alleviation.

To promote rural revitalization on the basis of consolidating and expanding the achievements in poverty alleviation after fulfillment of the objectives and tasks of poverty alleviation,it requires not only a smooth transformation of the working system,but a the transfer and continuity of micro *** the local practice shows,since the focus of the“tri-agriculture”work has shifted,the local governments have carefully implemented the decisions and deployments of the Central Committee of the Communist Party of China(CPC).In terms of the leadership system,system design,institutional teams,assessment mechanism and financial support,they have registered positive progress in the effective linkage of consolidating and expanding the achievements in poverty alleviation with rural ***,they have been confronted in practice with the problems and difficulties of inadequate cognition of the effective linkage of the two strategies,incompatibilities of the responsibilities and capabilities of the departments at all levels,insufficient consideration of regional discrepancies,weak program guidance and assessmenting and openness to optimization of the poverty-alleviating assets management and *** is advised to further deepen the cognition of linkage promotion,clarify the leadership system and assignment of responsibilities,differentiate the tempo and direction of linkage,strengthen the planning leadership and assessment application,and optimize the poverty-alleviating assets management and utilization mechanism to implement the effective linkage of the two strategies.
