The scientific view of development with the emphasis on entirety,balance,coordination and innovation is our guideline for transform development of resource-based *** it is an important and frontier issue to carry out the mode of scientific outlook of development,as to achieve total transformation including ecology,economy,*** on new background of the times,the author systematically summarizes main problems of resource-based cities,then brings up the main transformation paths and many countermeasures accordingly under the background of urban-rural planning,as to come up with references and suggestions.
