Through a comprehensive review of PetroChina overseas oil and gas exploration of more than 20 years,we systematically summarize the development history,development status and application results of the overseas oil and gas exploration theory and technology.overseas oil and gas exploration has experienced four stages,exploratory exploration,progressive exploration,risk exploration and efficient exploration.The overseas exploration theory and technology have also gone through the initially direct borrow of domestic mature technology to the integrated application,and then to the research innovation based on overseas features.A series of overseas oil and gas exploration theories and technologies represented by theories and technologies for passive rift basins,salt basins and foreland basin slopes,and global oil and gas geology and resource evaluation have been established.On the basis of deep analysis of the future overseas exploration development demand for the technology,and combined with the domestic and overseas future development trend of theory and technology,this paper systematically discusses the overseas exploration difficulties,technical requirements and the main development directions and aims of exploration theory and technology in the future:(1)Develop conventional onshore oil and gas exploration techniques continuously for the overseas exploration and keep them at an internationally advanced level.(2)Develop the global oil and gas resources and assets integrated optimization evaluation technology and its information system construction project innovatively to reach the international leading level.(3)Develop the deep water exploration technology integratively and narrow the gap with the world’s advanced level.

Chinese Oil Companies(COCs)have made fruitful achievements in their overseas oil and gas activities in multiple key fields worldwide over the past 29 years.In 2021,the overseas equity production of oil and gas totaled 1.61×10^(8) tons of oil equivalent top three COCs(CNPC,Sinopec,and CNOOC).To achieve carbon peaking and carbon neutrality,as well as national energy security,it is vital to acquire all the more overseas oil and gas resources;meanwhile,there are plenty of challenges ahead,such as complex geopolitics,shrinking exploration blocks,limited remaining reserves,the fast natural decline of annual production,difficult asset optimization,and weakness in deep-water technologies.By benchmarking with the major international oil companies(IOCs),this paper puts forward a series of solutions,such as building large-scale production areas at a faster pace,stepping up efforts in acquiring new projects,particularly in countries along the Belt and Road,prudently evaluating and participating in unconventional projects,actively handling marginal assets,and synergizing efforts to tackle critical engineering technological problems.Looking ahead,COCs should follow the philosophy of high-quality development,safeguard national energy security and keep green and low-carbon development to progress in the“going global”activities and overseas oil and gas exploration.

In 1993,responding to the national call,Chinese Oil Companies(COCs)started their“Going global”.In this paper,the overseas oil and gas exploration and development activities carried out by COCs in the past 29 years have been divided into four stages:initiation,growth,expansion,and optimization.Nowadays,COCs are operating(including onshore,deep-water,conventional and unconventional resources)all over the world,especially in six oil and gas cooperation regions,becoming as vital players in the international petroleum sector.During overseas operations,COCs acquired a number of large oil and gas fields through M&As and consolidated China’s reserve base as a response to the Belt and Road Initiative.overseas oil and gas exploration and development of COCs has become an important safeguard for China’s national energy security in the context of rising dependence on foreign oil and gas.Nevertheless,COCs need to summarize the experience and lessons of“Going global”,and improve their overseas oil and gas operations depending on the latest global situation,so as to realize a longer-term development.

From July to August,2022,under the guidance of the Bureau of International Exchanges and Cooperation of the Ministry of Culture and Tourism and the International Cooperation Department of the National Radio and Television Administration,the event“China's Grand Canal overseas Tourism Promotion Season 2022”was launched overseas by the Network of International Culturalink Entities and Departments(Bureaus)of Culture and Tourism of eight provinces and municipalities along the canal,including Beijing,Tianjin,Hebei,Jiangsu,Zhejiang,Anhui,Shandong and Henan,as well as overseas China Cultural Centers and China National Tourist Offices.As series of activities oriented at people overseas,the event aimed at spreading the Grand Canal culture,exploring the spiritual connotation and value of times of the Grand Canal,telling the stories of China and spreading the voice of China well,and promoting world-level tourist products with the theme of the Grand Canal to the world.

Introduction:With the large-scale roll-out of the coronavirus disease 2019(COVID-19)booster vaccination effort(a vaccine dose given 6 months after completing primary vaccination)in China,we explore when and how China could lift non-pharmacological interventions(NPIs)against COVID-19 in 2022.Methods:Using a modified susceptible-infectiousrecovered(SIR)mathematical model,we projected the COVID-19 epidemic situation and required medical resources in Guangdong Province,China.Results:If the number of people entering from overseas recovers to 20%of the number in 2019,the epidemic in 2022 could be controlled at a low level by a containment(215 local cases)or suppression strategy(1,397 local cases).A mitigation strategy would lead to 21,722 local cases.A coexistence strategy would lead to a large epidemic with 6,850,083 local cases that would overwhelm Guangdong’s medical system.With 50%or 100%recovery of the 2019 level of travelers from overseas,the epidemic could also be controlled with containment or suppression,but enormous resources,including more hotel rooms for border quarantine,will be required.However,coexistence would lead to an uncontrollable epidemic with 12,922,032 local cases.Discussion:With booster vaccinations,the number of travelers from overseas could increase slightly in 2022,but a suppression strategy would need to be maintained to ensure a controllable epidemic.

The impact of accounting standards convergence on Chinese firms’ overseas mergers and acquisitions

This paper investigates how accounting standards(AS) convergence influences Chinese firms’ overseas mergers and acquisitions(M&As) and shows that this convergence significantly promotes Chinese firms’ overseas M&As.Specifically, we find that both the probability of success and the value of transactions increases significantly in countries that implemented International Financial Reporting Standards(IFRS) prior to 2007.These results suggest that accounting standards(AS) convergence can improve the comparability of accounting information between China and other countries that have adopted IFRS.Moreover, we find that the impact of accounting standards(AS) convergence on state-owned enterprise(SOE) acquirers is weak.These findings demonstrate that accounting standards(AS) convergence can facilitate Chinese firms’ overseas M&As by improving the comparability of accounting information between China and target countries.
