With the increasing number of quantitative models available to forecast the volatility of crude oil prices, the assessment of the relative performance of competing models becomes a critical task. Our survey of the literature revealed that most studies tend to use several performance criteria to evaluate the performance of competing forecasting models;however, models are compared to each other using a single criterion at a time, which often leads to different rankings for different criteria—A situation where one cannot make an informed decision as to which model performs best when taking all criteria into account. In order to overcome this methodological problem, Xu and Ouenniche [1] proposed a multidimensional framework based on an input-oriented radial super-efficiency Data Envelopment Analysis (DEA) model to rank order competing forecasting models of crude oil prices’ volatility. However, their approach suffers from a number of issues. In this paper, we overcome such issues by proposing an alternative framework.

Short-Term Electricity Price Forecasting Using a Combination of Neural Networks and Fuzzy Inference

This paper presents an artificial neural network, ANN, based approach for estimating short-term wholesale electricity prices using past price and demand data. The objective is to utilize the piecewise continuous na-ture of electricity prices on the time domain by clustering the input data into time ranges where the variation trends are maintained. Due to the imprecise nature of cluster boundaries a fuzzy inference technique is em-ployed to handle data that lies at the intersections. As a necessary step in forecasting prices the anticipated electricity demand at the target time is estimated first using a separate ANN. The Australian New-South Wales electricity market data was used to test the system. The developed system shows considerable im-provement in performance compared with approaches that regard price data as a single continuous time se-ries, achieving MAPE of less than 2% for hours with steady prices and 8% for the clusters covering time pe-riods with price spikes.

The comprehensive promotion of the B&R has promised improved regional cooperation between Chinese oil and gas enterprises and Central Asia.Based on the cooperation patterns of Chinese oil and gas enterprises in Central Asia,this paper focuses on the business cooperation patterns,points out the strategic significance of such patterns in particular geography,and analyzes the prospects of such cooperation.Innovative optimization designs are developed,and innovative cooperation patterns are put forth based on the existing operation and cooperation patterns.By leveraging on the B&R,China's strategies concerning the energy of Central Asian areas shall be elevated,and an increasing number of energy enterprises will cooperate with Central Asia.

The experiments of large consumers direct power trading is conducting in china nationwide, and it’s important to the reform of electricity market. To compensated efficiencies in security correction of large consumers direct power trading, a novel security correction method based on DC power transfer distribution factor was proposed. Using the presented method to comply security correction, all the transactions that satisfy the specific requirements of maximizing social welfare are able to enter security correction process, and when the power of transmission line is out of limit, this method avoid the transaction which causes this problem is abandoned directly by introducing supplement transactions. The simulation has shown that the proposed security correction method of large consumers direct power trading based on DC power transfer distribution factor is effective.

Grid computing has emerged as an effective mechanism for allocating globally available surplus computational capacity to applications whose requirements exceed local capacity. It is often viewed as a commodity exchange with additional grid computing specific constraints that may arise due to requirements on multiple resources (e.g., disk space) in addition to computing power. These constraints are related to complementarity and substitution effects among resources, and significantly alter the assumptions typically used for demonstrating the existence of market equilibrium. However, prior work in grid computing has simply assumed that market equilibria exist. Our work fills this gap by studying the existence of market equilibrium under the grid computing environment. To do so, we first establish an economic framework that incorporates the grid computing specific constraints into a commodity market. We next derive some intuitive necessary conditions based on the computing requirements of individual agents. We finally establish the existence of regular markets as a competitive equilibrium, given that these necessary conditions are met and that the agents’ utility functions satisfy some minimal requirements. In the process, we also show existence of competitive equilibrium for the special case of grid computing as a pure exchange economy.
