Premier Li Keqiang has stressed that the ＂Made in China 2025＂ strategy should comply with the concept of ＂Internet Plus＂. Fie made the remarl~ at a March 25 State Council meeting, at which it was agreed that the implementation of the ＂Made in China 2025＂ strategy, aimed at upgrading the manufacturing sector, would be stepped up. The manufacturing sector is seen as a key support for accelerated industrialization. Informatization and industrialization will be unified and priority given to the development of ten particular fields, including information technology, new materials and agricultural machinery. On March 5, Premier Li said in his government work report that China will implement the ＂Made in China 2025＂ strategy in tandem with an ＂Internet Plus＂ plan.

一、滚滚而来的Internet网络潮根据中国互联网信息中心1999年1月发布的报告:截止1998年末,国内上网人数为210万人,比上半年的统计数据增加了接近一倍(1998年6月的统计数据为117.5万人)。信息产业部预计,1999年我国上网用户数还将增加150万,到2000年底上网用户将超过450万。1999年被人们称为“政府上网年”。1999年1月22日,由中国电信和国家经贸委经济信息中心联合40多家部委共同倡议发起的“政府上网工程”宣布正式启动,其目标是力争在2000年实现80％的政府部门上网。根据《电脑产业年鉴》最新公布的一份名叫《1990——2005网际网路用户展望》

For the virtual environment (VE) to control remote robots through Internet, this paper proposes an operational idea based on virtual guides (VGs). The VGs consist of three types, line VG, plane VG, and body VG, which can greatly enhance the safety and flexibility of the man-machine system. Through the analysis of several common cases, the idea of the VGs are first introduced and described. Second, detailed descriptions of the three VGs are given, and then a uniform representation of all VGs is given. Finally, a typical experiment is designed and implemented according to the modes of video feedback, video&VE feedback, and video&VE&VG feedback. Experimental results show that the operation based on VEs and VGs have significant advantages over that based on video feedback, and VGs can greatly improve the ability of the VE to control remote robots, thus obtaining high and efficient man-machine cooperation.
