“Introduction to Language,”as the core course of the English major,mainly reveals the basic laws of language,enabling the students to have the ability to apply linguistic theories to explain language phenomena and solve specific language *** course is highly theoretical and has a certain degree of *** evaluation of student grades has always been based on examination reform,but several problems have been encountered during the implementation *** article analyzes the current situation of the reform and implementation of the“Introduction to Language”course examination in applied universities and puts forth suggestions and specific measures to improve the assessment of the course,aiming to enhance the teaching effectiveness of the course and scientifically and comprehensively evaluate students’abilities.

A multi-level evaluation index system is established with farmland protection as the target layer,farmland quantity,farmland quality andfarmland sustainable development as the criterion *** the index layer includes the quantity change of farmland,per capita farmland area,multiple cropping index,total grain yield,unit grain yield,per capita grain security coefficient,and unit machinery dynamical *** expert eval-uation method and factor analysis method are used to determine the weight of *** to the data in farmland area,grain yield and eco-nomic development in Urumqi-Changji Economic Zone in the years 1996-2007,a comprehensive evaluation model of intensive farmland use inUrumqi-Changji Economic Zone is established after data *** overall implementation effect of farmland protection policy is ana-lyzed by integrating the farmland quantity,farmland quality and sustainable *** shows that implementation effect of farmland pro-tection shows an upward trend in general in Urumqi-Changji Economic Zone in the years 1996-2007,with a fluctuation in the years 2000-2003and a stable rising phase from 2004 till *** maximum value is 0.779 in the year 2007;the minimum value is 0.242 in the year 1996;and themean value in the years 1996-2007 is *** protection at first strictly controls the farmland quantity,then pays attention to farmlandquality,and finally focuses on the sustainable use of farmland.

Objective: By the end of 2021, the aging rate of China’s population is 18.9%, and the prevalence rate of chronic diseases in the elderly population is increasing year by year, and chronic diseases have become the main causes of death and health threats of Chinese residents. Therefore, how to manage this huge group well is crucial. This paper analyzes the value of health education in the process of health management for patients with chronic diseases. Methods: 102 patients with chronic diseases treated from January 2021 to December 2021 were divided into control group and experimental group by random number table method. The control group was given routine health management while the experimental group was given health education based on the control group, and the implementation effect was analyzed. Results: After management, the scores of chronic disease knowledge in the experimental group were significantly higher than those in the control group, and the dimensions of ESCA were higher than those in the control group, and P implementation of health education in the process of chronic disease health management is helpful to improve patients’ self-care ability and better control disease progression.

The evaluation of the implementation effect of the power substation project can find out the problems of the project more comprehensively,which has important practical significance for the further development of the power substation *** ensure accuracy and real-time evaluation,this paper proposes a novel hybrid intelligent evaluation and prediction model based on improved TOPSIS and Long Short-Term Memory(LSTM)optimized by a Sperm Whale Algorithm(SWA).Firstly,under the background of considering the development of new energy,the influencing factors of power substation project implementation effect are analyzed from three aspects of technology,economy and ***,an evaluation model based on improved TOPSIS is ***,an intelligent prediction model based on SWA optimized LSTM is ***,the scientificity and accuracy of the proposed model are verified by empirical analysis,and the important factors affecting the implementation effect of power substation projects are pointed out.

大数据、人工智能等新兴数字技术对推进绿色消费行为的监管产生了变革性影响，这种影响不仅体现在技术层面的监管效能提升上，还体现在监管工具设计创新上，以响应数字时代绿色消费方式和消费场景的改变。文章立足数字时代背景提出信息嵌入式监管工具范畴，基于“工具—机制—效果”的分析框架，通过模拟在线绿色购买场景、设计监管工具的组间随机控制实验，检验信息嵌入式监管工具（包括自我受益信息、环境受益信息两类信息，分别嵌入经济激励型、命令控制型两类监管工具）的推进效应。研究发现，单一经济激励型（命令控制型）监管工具的推进效应不如信息嵌入式监管工具，且不同信息嵌入组合有不同的推进效应。信息嵌入放大了经济激励的效果，也缓释了命令控制的负面影响，且信息嵌入会改变消费者的信息处理路径。在此基础上，进一步分析了嵌入式监管工具产生效果的内在原因及其作用机制，并运用因果中介分析方法进行了检验。文章构建了信息嵌入式监管工具的启动—决策机制模型，打开了监管工具的作用机制黑箱。为数字时代推进线上绿色消费行为的监管工具设计提供了实证研究基础，也为推进线上绿色消费行为的监管工具效果研究提供了全新的解释框架。

公建（办）民营的发展有利于提升养老机构的运营效率和服务水平。本文基于产权理论评价公建（办）民营养老机构的运营模式，发现该模式存在承接主体产权描述不清晰、新增投入资产产权界定不规范的问题。进一步地，运用目标达成模式法，使用2016年北京市460家养老机构普查数据评价公建（办）民营模式的实施效果。结果显示，北京市公建（办）民营养老机构已具有一定规模，且医疗资源的获取渠道多元化，其整体效能较高，资源优化改进空间大。建议同等重视公建（办）民营养老机构发展的内生因素和外生因素，从提升养老机构人力资本水平、改善养老服务质量、提高管理水平、规范组织登记类型、优化选址、增加培训支持等方面进行改进，促进养老机构精准布局、高效运营及可持续发展。

对国家人才战略规划实施效果的评估关系到我国人才强国战略目标的实现。当前，在国家中长期人才发展规划各项重大措施全面启动实施之际，建立相关实施效果评估机制具有重要的理论和实践意义。本文在对政策评估、公共项目评估相关研究进行回顾的基础上，分析了课题组前期开展的国家人才规划实施一周年实证评估工作的经验及不足，结合相关理论研究提出了建立国家人才战略规划评估机制框架，探讨了评估的重点内容及基本路径，提出了相关对策建议，以期对推动我国人才战略规划评估工作有所借鉴。

农地抵押贷款促进农户创业决策了吗？

本文从土地流转效应、劳动力配置效应、资产配置效应和收入增长效应四个方面阐释了农地抵押贷款影响农户创业决策的机理，并依据陕西、宁夏农村承包土地的经营权抵押融资改革典型和一般试点地区1325户农户调查数据，运用倾向得分匹配法(PSM)，实证探究了农地抵押贷款对农户创业决策的影响效应及其作用路径，验证了农地抵押贷款政策预期与执行效果的一致性。研究结果表明：农地抵押贷款政策执行效果未偏离政策预期，即农地抵押贷款显著促进了农户创业尤其是农业创业，农地抵押贷款参与促使农户创业概率和农业创业概率平均提高15.63%和11.10%；且农地抵押贷款对受教育程度为高中及以上、兼业型、规模经营农户创业尤其是农业创业的影响效应更明显。研究还证实，农地抵押贷款参与可通过显著促进创业农户土地流转决策、推动长短期劳动力雇佣和生产环节外包、提升年周转现金持有量、增加创业毛收入和纯收入进而影响农户创业决策实施。
