On a Class of Generalized Sampling Functions

In this note, we discuss a class of so-called generalized sampling functions. These functions are defined to be the inverse Fourier transform.of a family of piecewise constant functions that are either square integrable or Lebegue integrable on the real number line. They are in fact the generalization of the classic sinc function. Two approaches of constructing the generalized sampling functions are reviewed. Their properties such as cardinality, orthogonality, and decaying properties are discussed. The interactions of those functions and hilbert transform.r are also discussed.

This paper presents newly developed techniques for characterizing typhoon-induced non-stationary wind speed and identifying structural properties from measured structural responses to strong typhoons. A non-stationary wind speed model is first proposed in conjunction with the empirical mode decomposition (EMD) and applied to wind data recorded at the top of Di Wang Building during Typhoon York and at the site of Tsing Ma Bridge during Typhoon Victor. The EMD is then combined with the hilbert transform.(HT), called the EMD+HT method, to identify dynamic characteristics of a structure from measured structural responses to strong typhoons. The EMD+HT method is finally applied to the measured dynamic responses of Di Wang Building during Typhoon York and Tsing Ma Bridge during Typhoon Victor to examine their natural frequencies and modal damping ratios. The results show that the proposed non-stationary wind speed model is more appropriate than the traditional method for characterizing typhoon-induced wind speed, and the EMD+HT method is more suitable for identifying dynamic properties of large civil engineering structures under strong typhoons.
