Under the public utilities franchise system,the executive branch may transfer the task of providing public utilities services for the common good to a private *** should undertake to regulate and prevent the private party from pursuing its own interests to the detriment of public interest while discharging its duty under the public utilities *** any public interest must be enjoyed by all individuals,we can say that the obligations owed under administrative regulations aim at the ultimate goal of increasing individual *** the public utilities franchise system,regulations of this kind can be divided into six different categories:maintaining and promoting necessary market competition,ensuring the continuity of public utilities services,ensuring non-discriminatory provision of public utilities services,ensuring the quality of public utilities services,ensuring reasonable charges for public utilities services,and ensuring the conservation of energy and protection of the environment while providing public utilities *** absence of governmental regulation of the provision of public utilities and of reforms in such services in China has harmed both public interest and the rights and interests of *** of the problems caused include chaotic market access for public utilities,no guarantee of the sustainability of public utilities,the failure of the universality of public utilities,declining quality of public utilities,sharp rise in the prices of public utilities,insufficient regulations on the conservation of energy and environmental protection,and so *** order to achieve the effective implementation of the administrative regulations and obligations therein with respect to public utilities and the maximization of public interest,the Chinese government should enhance its consciousness of regulating public utilities,improve the legal system to regulate public utilities,perfect the regulatory system for public utilities,and establish a

The purpose of this study is to collect data from the owners of food cart *** study benefits the franchisors in a way of learning the importance of the support,brand recognition,and retention of a franchise *** may also convince young or future entrepreneurs to consider that franchising is a starting business amidst *** research is used in the *** main instrument used of gathering data was *** this study,the Pearson’s correlation shows that the dependent and independent variables are highly correlated in which the brand recognition and perceived franchise support have an effect to the intention of retaining the franchise system positively and ***,franchisor considers the opinion of the franchisee that they care about the general satisfaction and does not take advantage of the *** brand recognition is strong,as well as respected and considered it as an asset of the franchise *** study also shows that the franchisee has the intention of retaining the franchise system and consider of introducing the franchise system to others as they consider it as their first priority.

franchise is hailed as the mainstream economic pattern of 21 century by western economists. Under the serious circumstance of the worldwide economic and financial crisis and excessive domestic liquidity, franchise is more suitable for consolidating and expanding market share. Gasoline stations are the vehicle by which product oil is sold, and Sinopec has smashed up market barrier and shortened distribution cycle through developing franchise to gain high profits. However, many franchise stations in poor condition have been transferred to chain stores during the past five years. Taking this phenomenon as the point of penetration, this dissertation retrospects the Sinopec’s franchise progress and analyzes the problems during its development. By using the PEST to analyze the macro–environment, using the Porter’s Five Forces Model to analyze its competitive environment and referring to some materials to analyze its inner environment, the essay conducts the SWOT matrix to make some strategic analysis and selection so as to perfect. Sinopec’s mechanism of management and supervision by raising some proposals in the end.
