AIM: To study the feasibility and oncological outcomesfollowing laparoscopic total mesorectal excision(LTME) in patients who have received Neo-adjuvant long course chemo-radiotherapy(LCRT). METHODS: A protocol driven systematic review of published literature was undertaken to assess the feasibility and oncological outcomes following LTME in patients receiving LCRT. The feasibility was assessed using peri-operative outcomes and short term results. The oncological outcomes were assessed using local recurrence, disease free survival and overall ***: Only 8 studies-1 randomized controlled trial, 4 Case Matched/Controlled Studies and 3 Case Series were identified matching the search criteria. The conversion rate was low(1.2% to 28.1%), anastomotic leak rates were similar to open total mesorectal excision(0%-4.1% vs 0%-8.3%). Only 3 studies reported on local recurrence rates(5.2%-7.6%) at median 34 mo follow-up. A single study described disease free survival and overall survival at 3 years as 78.8% and 92.1% respectively. CONCLUSION: LTME following LCRT is feasible in experienced hands, with acceptable short term surgical outcomes and with the usual benefits associated with minimally invasive procedures. The long term oncological outcomes of LTME after LCRT appear to be comparable to open procedures but need further investigation.

On the basis of the 12-year author’s practice of bank investment supervision developed methodology significant construction projects risks have been identified and measured: risks of the highest impact values and risks of the biggest likelihood appearance. The research has been recorded in 400-450 reports of 42 investment projects in advanced manufacturing, commercial, residential, hotels and apartment housing sectors. At least one risk of the highest measured level of significance has been highlighted at each phase of investment process: design, construction and maintenance. A reasonable level of risks significance has been determined which stands for not more than 1/3 of possible significance in “risks monitoring” strategy. EPCM (engineering, project and construction management) approach to investment process and solid, consequent, regular construction projects monitoring executed by professional BSI (banking supervision inspector) makes possible to minimise any faults of inappropriate financing of construction projects.

Based on the present situation and problems concerning ginseng cultivation as well as soilless cultivation features,we analyze the growth indicators and input-output ratio of different ginseng cultivation patterns,and conform that the soilless cultivation technology for organic ginseng is feasible. And this technology provides theoretical basis and technological feasibility for the sustainable development of ginseng industry.

In the economic new normal,production of hybrid rice seed in foreign countries is the necessity for reducing farmland area occupied by seed production,for ensuring national grain security,realizing cost reducing and quality improving of hybrid rice seed,strengthening competitive power at international market,guiding seed industry of China to go out,building transnational seed groups with core competitive power,establishing close relationship with developing countries,promoting the construction of One Belt One Road strategy,serving overall situation of diplomacy,and setting up excellent international image. It is feasible to produce hybrid seed in foreign countries considering( i) high overall national strength of China,( ii) rapid and healthy growth of China's seed industry and increasingly mature hybrid rice seed production technologies,( iii) excellent climatic conditions of foreign host countries of seed production,and( iv) low land and labor price of foreign host countries of seed production. However,there are social and policy risks,technology and trade barrier risks,market,production,and other risks for production of hybrid rice seed in foreign countries. In view of these,it came up with recommendations,including allowing delivering parent seeds of hybrid rice to foreign countries,allowing delivering hybrid rice seed to China,solving the problem of " opening in protection,and protection in opening",and formulating a package of support policies.
