Establishing the fair allocation of international aviation carbon emission rights

To identify potentially unfair use of international aviation carbon emission rights in different countries, this paper presents a carbon Lorenz curve and Gini coefficient, constructed on the basis of historical cumulative international aviation CO2 emissions per capita. The study follows a methodology adapted from the research into fair income allocation. The results of these calculations show that there has been vast unfairness surrounding international aviation carbon emissions in the past, and that this unfairness has been partially hidden by a delay in accumulative start dates. A solution to this problem, allowing fair allocation of carbon emissions, is the key to building a mechanism for the reduction of global international aviation emissions. This study proposes a fair method for allocating emission rights, based on a responsibility-capacity index.Taking a goal of carbon-neutral growth by 2020 as an example, the degree of carbon emission reduction expected from different countries by2021 is calculated using the proposed method.

Throughput Servicing Time allocation of Hybrid Storage System Based on Client Grouping Mechanism

The fair division theory has emerged as a promising approach for the throughput allocation of hybrid storage system. While most of them cause the unfair allocation of the throughput servicing time due to taking no consideration of clients’ request IO latencies. We propose one Servicing time allocation method based on the client grouping mechanism(STCG), STCG establishes fair allocation policies based on clients’ workload weights,which can achieve a fair throughput servicing time allocation, and can maximize the resource utilization. The experimental result shows that STCG’s allocation enjoys fair properties in each client group, and compared with the method proposd recently, STCG can improve the resource utilization about 12%–330%.

QoS-aware dynamic bandwidth allocation algorithm for Gigabit-capable PONS

The Gigabit-capable passive optical network(GPON)technology is being considered as a promising solution for the next-generation broadband access network.Since the network topology of the GPON is point-to-multipoint,a media access control called dynamic bandwidth allocation(DBA)algorithm is an important factor for determining the performance of the GPON.In this paper,we propose a new DBA algorithm to effectively and fairly allocate bandwidths among end users.This DBA algorithm supports differentiated services-a crucial requirement for a converged broadband access network with heterogeneous traffic.In this article we first reviewed the signaling and configuration of the DBA,and then proposed a new DBA scheme that implemented QoS-based priority for this need to maximally satisfy the requirements of all optical network units(ONUs)and provide differentiated services.Analyses and simulation results show that the new algorithm can improve the bandwidth utilization and realize the fairness for both different ONUs and services.
