The need to balance economic growth and its environmental impact continues to be a serious issue in *** environmental regulation in China increases in importance,it is critical to understand how it impacts economic growth drivers such as outward foreign direct investment(OFDI)to formulate effective *** consideration should be the hidden economy,which can weaken the effects of environmental regulation on *** study investigates the scale of the hidden economy in 30 provinces and province-level municipalities in China in the period 2004 to *** study uses the multiple indicators and multiple causes(MIMIC)model and the systematic generalized method of moments(GMM)test to analyze the impact of environmental regulation and the hidden economy on China's *** results show that stronger environmental regulation promotes ***,the hidden economy inhibits China's OFDI,as the positive effects of environmental regulation that drive OFDI are *** a regional perspective,stronger environmental regulation promotes OFDI as well,while the hidden economy inhibits *** interaction between environmental regulation and the hidden economy also inhibits it significantly.

As a growing number of countries, including both developed and developing countries, have in recent yearstaken environmental regulation at different levels, a question of great concern has been raised: can the regulation alterthe existing trade volume and trade pattern, and ultimately drive pollution-intensive industries to countries with low-levelregulations or even those without regulations at all? Starting from the three different propositions concerning therelationship between environmental regulation and trade pattern, this paper applies cointegration analysis and errorcorrection model to empirically testing the relationship between environmental regulation and trade in China during theperiod of 1985-2005. Our empirical results indicate that in the short run the collection of pollution discharge fees bearsa positive impact on the export share of clean products of total exports. Thus, higher pollution discharge fees raise theratio of clean products exports to total exports. This further indicates that more stringent environmental regulationpromotes the exports of clean products. In the long run pollution discharge fees are positively correlated with the exportshare of clean products but negatively associated with their import share. Such correlations imply that environmentalregulation tends to facilitate the international specialization in line with comparative advantages.

Given the vital importance of global value chains(GVCs)position for a country's international competitiveness,this paper tries to investigate the impacts of environmental regulation on the GVCs position of China's industrial *** the latest value-added decomposition method,we first measure the GVCs position of China's industrial sector from 2003 to ***,both two-stage least squares(2 SLS)method with panel data and mediating effect model are employed to empirically examine the effects of environmental regulation on China's position in *** results indicate that environmental regulation has significantly upgraded the GVCs position of China's industrial sector,and the effect is more evident for the sub-sectors with originally lower GVCs *** mediation effect test shows that increasing R&D investment is an important channel through which environmental regulation affects the GVCs position of China's industrial sector,which verifies the existence of the Porter *** analysis finds that the enhancement of GVCs position of China's industrial sector caused by environmental regulation is mainly achieved through reducing the backward GVCs position.

When pursuing regional pollution control through environmental regulation in China, the region may face new problems such as the relocation of polluting industrial facilities and redirection of investment to other fi elds. In order to test the effectiveness of relevant regulatory measures, this paper examines the relationship between environmental regulation and green technological innovation based on provincial panel data. A major fi nding is that collecting pollutant discharge fees and increasing government spending on environmental protection are more effective than meting out environmental administrative punishment and promulgating local environmental rules and regulations. Therefore, the key to promote green technological innovation through environmental regulation lies in the choice of regulatory tools. Generally, fi nancial instruments, taxes, fees and other market-based environmental regulation tools are more suitable for the specifi c conditions in China. Test of the mediating effect shows that pollutant discharge fees and government spending on environmental protection can force enterprises to step up R&D efforts, and thus boost green technological innovation, and that the role of these two tools in pushing for green technological innovation exhibits a threshold effect as their influence grows from weak to strong and from insignificant to significant. It is noteworthy that severe environmental administrative punishment hinders green technological innovation and that local environmental rules and regulations have no significant impact on green technological innovation regardless of their intensity. In order to strengthen environmental governance and promote green technological innovation, it is necessary to build a market-based environmental regulation system, lay stress on relevant top-level design, and appropriately increase the intensity of environmental regulation.

To obtain precise information about enterprises’ pollution control and take corresponding environmental protection measures is the key to preventing and controlling industrial *** the lead–acid battery industry as an example, this paper employs data from the environmental Enforcement Action to analyze the urban–rural and inter-provincial distributions of pollution-intensive enterprises and to quantitatively verify the spatial differences in China’s environmental regulation on industrial pollution. The study finds that lead–acid battery manufacturing enterprises are mainly located in rural areas instead of urban areas; most pollution-intensive firms located in industrial parks, especially those approved by governments below the provincial level. The multivariate logistic model analysis finds that environmental regulation in urban districts is more strict than that in towns and villages, while the suburban areas are the laxest; environmental regulation in national-level development zones is more strict than that in provincial-level development zones, while zones below the provincial level are the laxest. In general, the environmental regulation is stricter in urban areas than in rural areas, and stricter in clustered space than in scattered space, while most inter-provincial environmental regulations have no significant differences. Local governments should effectively allocate conventional environmental law enforcement resources and shift the focus of law enforcement downwards to parks below the provincial level, and on suburbs and townships.

Most studies on environmental policy and total factor productivity(TFP)growth under the heterogeneity framework tend to ignore the distance to the technical frontier,while research that investigates TFP growth based on technical distances does not tend to consider environmental *** fill this research gap,this study investigates the impact of environmental regulation on the total factor productivity of heterogeneous firms,based on technical *** addition to theoretical analysis,we apply a two-direction fixed effects model to test the impact using firm-level data selected from the CSMAR database and environmental regulation data of 287 Chinese cities between 2007 and *** report two major findings from our ***,environmental regulation increasingly enhances(or hinders)TFP growth,as firms get closer to(or further away from)the country-industry technology frontier,ceteris ***,grouped regression further highlights that environmental regulation affects TFP growth for heterogeneous *** proximal-type firms,environmental regulation promotes the growth of TFP through innovation and imitation mechanisms,while only the imitation mechanism works for middle-type *** mechanism,however,applies to distal-type firms,for whom environmental regulation hinders TFP *** conclusions provide a theoretical and practical basis for environmental policy,suggesting that the focus should be directed toward improving exit mechanisms for distal-type firms,creating a favorable market environment to accelerate the convergence of middle-type firms to the frontier,and encouraging proximal-type firms to innovate to catch up with or surpass the global frontier.

The Impact of environmental regulation on FDI Spiilover Effects： A Cross-Provincial Study

With the introduction of the "green" development concept,the relationship between government environmental regulation and corporate environmental protection investment has become a link to promote healthy economic *** paper takes A-share listed companies that disclose environmental protection investment in 2012-2017 as the research object,and empirically studies the impact of environmental regulation on corporate environmental protection investment and the difference of this influence in different *** research results show that there is a "U" relationship between government environmental regulation and corporate environmental protection *** the impact of environmental regulation’s influences,there are industry differences in corporate environmental protection *** research conclusions of this paper reveal the "dual role" of environmental regulation on corporate environmental protection investment and the difference of perceived environmental regulation intensity in different *** provides a reference for the government to formulate environmental regulation policies according to different industry attributes.

Using correlated data from thirty Chinese provinces for the years between 2000-2009, this paper examines the impact of FDI spillover and environmental regulation on the progress of industrial technology in China as well as the impact of environmental regulation on the marginal effect of FDI. Empirical results show that while FDI spillover has a negative effect, enhanced environmental regulation has a positive effect. environmental regulation also has a significant impact on the marginal effect of FDI spillover on industrial technology development. Separate studies on state-owned and private enterprises suggest that environmental regulation has a heterogeneous effect on industrial technology progress and the marginal effect of FDI spillover on industrial technology progress.

Whether environmental regulation can increase employment is still controversial in academic circles around the *** important reason lies in the validity of an empirical *** China’s inter-provincial panel data from 2003 to 2015 and the synthetic control method(SCM),this paper focuses on a test that was carried out on the basis of a quasi-natural experiment of the 2007 Emission Trading Pilot(ETP)*** test results show that the ETP policy has increased the average employment level by 3.25 percentage points and passed a robustness *** robustness test using the regression control method(RCM)shows that the average employment level has risen by 3.21 percentage *** means that the ETP policy has significantly increased *** paper also puts forward three policy recommendations:optimizing the trading system for emissions rights,encouraging companies to carry out cleaner production and innovation,and incorporating environmental performance assessments.
