Practice and Exploration of the delimitation and Implementation of Urban Development Boundary in Hangzhou

The urban development boundary is an institutional arrangement of overall planning and regulations of regional urban-rural space and ecological space, an important public policy which ensures the healthy and orderly development of urbanization, and one of the key contents that deepens the reform of the economic system. The delimitation of the urban development boundary is considered as a significant content for urban master plan revision and a fundamental basis for urban space layout and infrastructure layout in Hangzhou. As to the methods of delimitation, from the requirements of overall and long-term regional development, with the idea of "seeking the greatest common divisor," and in line with the layout requirements of population, facilities, and economic activities, the 18 space control elements sorted out according to the laws are integrated to form "one space map" that meets various requirements through interdepartmental negotiation and consultation. It should adhere to the principles including that it should follow related laws, should be implemented in space, should have multi-plan integration, and should be easy in operation. The Hangzhou Municipal Government formulates the Implementation Plan of the Hangzhou Urban Development Boundary, which, in line with the overall requirements of an intensive and highly efficient production space, a livable and moderate living space, and a pleasant and picturesque ecological space, classifies and disposes the present construction outside the urban development boundary, specifies the protection and utilization requirements for the space outside the urban development boundary, promotes the integration of functions inside and outside the urban development boundary, and establishes long-term management mechanisms including formulating regulations, dynamic monitoring, assessments of government performance, and social supervision.

To solve some unreasonable problems in the acceptance process of the delimitation project of grain production functional zones,the acceptance results of grain production functional zones in Fangzi District,Weifang City were elaborated from the aspects of the third party organization,inspectors,expert group,acceptance criteria,acceptance method,acceptance contents,etc.,and the overall performance of the project was *** problems that need to be rectified during the implementation of the project were put forward,and the irrationality of the acceptance and the places that need to be improved were pointed out,which would provide a better guiding value for the delimitation of grain production functional zone and the acceptance and performance evaluation of similar projects.

delimitation of Countries,Regions and Cities Which the Tropic of Cancer Traverses and Its Development Strategies

The central value 23°26′17″ of the Tropic of Cancer is used for delimiting the standard position of the Tropic of Cancer as well as countries, regions and cities which the Tropic of Cancer traverses. It is confirmed that the Tropic of Cancer runs through 19 countries and regions in the world, and it traverses Yunnan, Guangxi, Guangdong, Fujian （sea area） and Taiwan provinces in China. At the same time, regions which the Tropic of Cancer traverses are divided into three regions, namely the extensive Tropic of Cancer region, the Tropic of Cancer region and the core area of the Tropic of Cancer. The series of delimitation and division aims to explore ways of sustainable development under the restriction of resources and environment and build collaborative development areas of the Tropic of Cancer at all leaves, especially setting up the collaborative de- velopment zone of the Tropic of Cancer in China and international collaborative development circle of the Tropic of Cancer.

Hybridization and the species problem in conservation

Most biologists recognize the ＂species phenomenon＂ as a real pattern in nature： Biodiversity is characterized by dis- continuities between recognizable groups classified as species. Many conservation laws focus on preventing species extinction. However, species are not fixed. Discontinuities evolve gradually and sometimes disappear. Exactly how to define particular spe- cies is not always obvious. Hybridization between taxonomic species reminds us that species classification is not a perfect repre- sentation of nature. Classification is a model that is very useful, but not adequate in all cases. Conservationists often confront questions about how to apply species-based laws when hybridization confounds classification. Development of sophisticated techniques and nuanced interpretation of data in the basic study of species and speciation has exposed the need for deeper educa- tion in genetics and evolution for applied conservationists and decision makers. Here we offer a brief perspective on hybridiza- tion and the species problem in conservation. Our intended audience is conservation practitioners and decision-makers more than geneticists and evolutionary biologists. We wish to emphasize that the goals and premises of legislative classification are not identical to those of scientific classification. Sometimes legal classification is required when the best available science indicates that discrete classification is not an adequate model for the case. Establishing legal status and level of protection for hybrids and hybrid populations means choosing from a range of scientifically valid alternatives. Although we should not abandon species-based approaches to conservation, we must recognize their limitations and work to clarify the roles of science and values in ethical and legal decisions [Current Zoology 61 （1）： 206-216, 2015].

Zoning of Far Eastern Seas of Russia for Integrated Nature Management

On the Pacific coast of Russia implementation of the methodology of the integrated nature management has a number of peculiarities. On the one hand, these districts are characterized by severe hydrometeorological conditions. On the other hand, Russia has no applicable legislation on coastal issues. Thus, to prepare informational, theoretical and methodical bases for organization of sustained nature management in coastal zones of the Russian Federation, we developed hierarchy structure of delimitation of coastal areas and recommendations for their development on the basis of nature resource and social-economic zoning. Zoning of the Russian Far East is suggested to include two major directions：（1） planning of sustainable development of the region and （2） solving contradictions between fisheries and productions of oil and gas in the coastal zones.

Kick Off Maritime Boundary Disputes: Published Maps, Not Drawn With Agreement, Compatible to the International Law?

Issues concerning on the continental shelf and in the exclusive economic zone between Turkey and the Greek Cypriot Administration (GCA) have been more controversial. This study answers the following questions:(a) What is the main arguments of the Parties?(b) How the exclusive economic zone could be declared?(c) Does median line applicable to the delimitation law without taken the related circumstances in the Eastern Mediterranean?(d) Can any maps on claimed exclusive economic zone borders publish without maritime boundary delimitation agreements, officially? The main intent of the study is to evaluate the different perspectives of the Parties on maritime delimitation and to evaluate the boundaries of the exclusive economic zone bounded by the European Union on the European Asia and Europe Africa Interconnected Cable Network Projects maps in the Eastern Mediterranean.
