Building national people-centered early warning systems(EWS) is strongly recommended by the United Nations International Strategy for Disaster Reduction(UNISDR). Most of the scientific literature is critical of the conventional view of EWS as a linear model with a topdown approach, in which technological features are given more attention than human factors. It is argued that EWS should be people-centered, and used for risk prevention,with an emphasis on resilience, rather than only being triggered when a hazard occurs. However, both the UNISDR and the literature fail to say how a people-centered EWS should be built, and what steps are needed to put EWS into effect. This article examines the obstacles and measures required to promote people-centered EWS,with a focus on the situation in Brazil. After assessing the institutional vulnerability of EWS, we analyze some measures that can be taken to reduce institutional vulnerability,based on experiences with a participatory citizen science educational project that involved high school *** guidelines are developed for adopting a bottom-up approach towards achieving the four elements of EWS—risk knowledge, monitoring, communication of warnings,and response capability—with the help of school curricula.

citizen science is a participatory research design that utilizes both non-professional researchers and professional researchers to collect, analyze, and disperse data. citizen scientists seek to discover answers and draw solutions to scientific questions. The Hofmann Open Water Laboratory (HOWL) project, established in 2016, focuses its collaborative-based efforts in eastern North Carolina. HOWL citizen scientists monitor water quality, and quantity, that flows on and off the Hofmann Forest. HOWL provides opportunities to citizen scientists and gathers data to meet the project outcomes, which include understanding the importance of Hofmann Forest in the inner coastal plain of North Carolina, building science education skills for citizen science participants, and enhancing community relationships between the forest and citizens. This article outlines several approaches for developing citizen science projects in a forest context, drawing on experiences from HOWL. The paradigm can be used to meet the needs of any forest landscape’s research and management goals, while employing a participatory research approach. The guidelines present suggestions for productive and enduring processes for citizen engagement and project sustainability. Each project will need participants to set goals, build a diverse collaboration, and establish on-going evaluation processes to determine successful and failed components that ensures the project moves forward effectively. The citizen science efforts near the Hofmann Forest in Eastern North Carolina provided an excellent case study of the development of citizen science on the forest and adjacent lands. HOWL attempts to meet participant and socio-ecological outcomes, such as encouraging public action in natural resource and forest management, as well as enhancing scientific knowledge and skills. The project helps synthesize our experiences in this effort and the social science literature, providing reasonable guidelines for those seeking to

The past ten years have witnessed the development of citizen Science from an emerging concept into a mode of an Internet enabled mass participation and online ***,due to the diversity of the subjects of citizen science projects,the universality and heterogeneity of the participants,the complexity and dynamics of the implementation process,there are still numerous open issues less addressed in its operation mechanism and management *** on the two dimensions of scientific crowdsourcing type and citizen science development environment,this study asserts that the business model of citizen science projects can be effectively constructed and *** drive,manage and maintain the development of citizen science projects with the idea of"institutional view",joining the entity of third-party organization can reconstruct the operation mode of citizen science *** on the Library and Information Science,citizen science projects of digital humanities can be explored in depth,and the follow-up work can be carried out from aspects such as the utilization of special collections,the construction of digital humanities platforms,the management and protection of scientific research data,as well as the user motivation and training.

民族国家是近代中国国家建构的基本目标。通过创造性地将西方citizen和citizenship概念译成"国民",晚清和民国初年的知识分子想象了不同的国家建构路径和民族国家图景。清季部分知识分子从"国家主义"的角度翻译和创造"国民"语义,尽管在一定程度上改造了传统的国民性和催生了现代公民意识,但其真正的目标在于建立强大的现代主权国家,国权高于民权。在反思清季国家建构方略的基础上,民初部分知识分子从"个人主义"的角度翻译和创造"国民"语义,企图从个性主义和功利主义的角度更加彻底地催生个体的"个人主义"思想,建立类似于西方自由主义国家的民族国家。清季民初"国民"概念的移译表明了现代社会转型过程中的"翻译现代性"现象,即重要术语翻译的过程同时也是现代性生成的过程,它参与了社会转型过程中权力、思想和政治发展前景的重构。

"公民"是英文"citizen"的汉语对译词。在西方不同的历史阶段,"citizen"具有不同的内涵,其身份直到17、18世纪才以法律的形式确立下来,被赋予明确的近代色彩。18世纪中期,"citizen"一词最早被丁韪良翻译为"人民",其内涵与古汉语义相去甚远,不仅指平民、百姓,君主、官员也属"人民"之列。"人民"不仅是承当义务的主体,同时也拥有广泛的权利。丁韪良译定之"人民"为知识界普遍接受。此后,又出现了多个表达"citizen"含义的汉语词汇,其中以"国民"、"公民"较为常见,它们在康有为、梁启超等学者的著述中获得新的诠释和透彻阐述。"citizen"的引入及其传播、翻新,对于近代中国人的主体意识的觉醒,对于厘清个人、民族、国家之间的关系起了相当重要的推动作用。
