Bayesian network-based risk evaluation model for the operational requirements of the china railway express under the Belt and Road initiative

The operation of the china railway express features numerous links across several regions and countries. Effectively controlling therisks involved in the operation of the china railway express is crucial for ensuring safety and efficiency and promoting the sustainabledevelopment of the china railway express. The Bayesian network-based risk-management model was built corresponding to theactual operation of the china railway express;the model used an advanced risk-management theory. The sensitivity analysis of riskfactors and Bayesian network inference were realized using the expectation-maximization and clique-tree propagation *** the risk-checklistmethod, 17 risk-related factors were analysed on 17 nodes of the Bayesian network fromthree perspectives—safety, efficiency and effectiveness—based on expert opinions and the actual operating conditions of the china railway *** from a sensitivity analysis and evidence inference of the Bayesian network model indicated that the sensitivity coefficients ofnodes N01, N04, N07, N08 and N17 of the network were high. Moreover, the risk-occurrence probabilities for nodes N01, N04, N06,N07 and N09 were higher in the case of reverse inference. Our results revealed the crucial factors influencing the risk. The identifiedrisk factors included the stability of the political environment in countries along the route, conditions of station infrastructures andthe complexity of the process of changing rails and reloading. Further, risk-management suggestions were provided. By establishinga sound risk-management framework, reliable assessment and management could be realized in accordance with changes in theoperating conditions of the china railway express.

Can Trade Facilitation Prevent the Formation of Zombie Firms?Evidence from the china railway express

Using data on firms listed on Chinese A-share markets from 2009 to 2017,this paperapplies the difference-in-difference model to test the effect of trade facilitation onpreventing the formation of zombie *** find that the china railway express(CRE)significantly prevented the formation of such *** tests show:(i)the CRE has accelerated the speed of sales,which increased the overseas salesrevenue of firms;(ii)the economies of scale and the capital accumulation effectcaused by the CRE can help increase firms'solvency and development *** analysis indicates that the effect of the CRE on preventing theformation of zombie firms is mainly reflected in non-state-owned firms,firms inhighly competitive industries,and firms in the eastern region of *** suggestthat china should continue to promote trade facilitation by expanding the CRE andstrengthening the market's dominant role in preventing the formation of zombie *** firms should seize the development opportunities brought by the CRE.

开放性是“一带一路”的基本内涵，但对于中国的内陆省份而言，其传统的国际物流方式主要依赖沿海港口来间接实现，其本身并不具备直接进出口物流功能。在收集内陆港、“一带一路”节点实际数据的基础上，从内陆港与海港间的定向联系及中欧班列开行线路所建立的连接关系的角度，利用复杂网络理论构建了16个内陆省份与“一带一路”节点的物流连通性的指标评价体系。从可达性和重要性这两个维度对内陆省份的国际物流连通性能力及其影响因素进行分析。结果表明：内陆省在“一带一路”国际物流网络中的连通性并不强，但可以通过加强自身内陆港与港口之间的合作关系以及增开中欧班列线路等方式改善其连通性。

Connecting the Belt and Road through sea-rail collaboration

As part of china's "the Belt and Road"strategy, china railway express provides alternative shipping routes and transportation modes from Asia to Europe and creates new opportunities for intermodal transportation in the shipping industry. A time–distancebased cost(time cost) function was proposed to compare china railway express with traditional transportation modes. Time cost was related to different types of cargoes,which exhibit distinct sensitivity to time. Using the proposed cost function as basis, we identified the cost indifference area where total costs are equal. Further analysis was performed for selecting the transportation mode and supply area for a specific cargo. This study provides various parties, such as business owners, the government, and the shipping industry, with many valuable insights.

将物联网技术应用于中铁快运现行业务流程会给各相关利益主体带来一定影响。本文首先对基于物联网的中铁快运物流进行核心价值活动分析，然后从利益相关者维度出发构建物流效益指标体系；在此基础上，通过问卷调查并采用因子分析法对已构建的体系进行筛选，最终确定由15个一级指标和45个二级指标构成的综合评价体系；然后采用层次分析法和改进的灰色关联法确定指标权重，并用模糊综合评价法对物联网应用前后中铁快运物流效益进行实证，结果表明该指标体系可行，将物联网应用到铁路货运流程可显著提高物流效益。最后，从统一思想、增强服务意识、努力降低物流成本、加强与铁路局合作等四方面提出物联网应用下提高中铁快运物流效益的建议。
