Global progress in climate Change adaptation policies and its implication for China

This paper reviews the progress in climate Change adaptation(CCA) policies both under the United Nations Framework Convention on Climate Change(UNFCCC) and in major regions and countries,including the EU and its major member countries,the influential developed countries in the Asia-Pacific region,the emerging economies and the least developed countries(LDCs).The progress made in China in CCA policies is also reviewed and compared with that in other countries.Finally,good international practices are proposed for China's policy development.It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate Change-related actions.The topics related to adaptation in the international climate Change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions.Since 2006,major developed and developing countries have frequently set forward specific CCA policies or general climate Change policies involving adaptation in the form of laws,frameworks,strategies,and plans.The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC.Therefore,globally,it has become a common practice to develop national or regional policies to plan and guide CCA actions.China has established climate Change policies involving adaptation at the national,regional,and sectorial levels since 2007.However,these policies have strong limitations in their knowledge base,strategic positioning,contents,and implementation mechanisms,e.***.lack of a sound knowledge base,an international perspective,clear responsibilities for policy implementation,and appropriate monitoring and evaluation mechanisms.It is recommended that China should further strengthen its technical capabilities in climate Change projections as well as impact,vulnerabilit

Global mitigative and adaptive efforts have not been able to effectively address the adverse impacts caused by climate Change.Therefore,a direct solution is needed to address the significant resulting loss and damage(L&D).During the United Nations Framework Convention on Climate Change held in Doha in 2012,the issue of responding to L&D arising from climate Change gained sudden traction and became one of the key issues that affected the outcome of the convention.In this paper,a study on the definition and connotations of L&D arising from climate Change was conducted,together with an analysis of its relationship with related concepts,namely impacts,vulnerability,and risks.This led to the proposal of an L&D conceptual model that is more comprehensive,with the recognition of the need to address the issue through effective supplementation of existing mitigative and adaptive efforts.A systematic elaboration of an L&D response mechanism was made based on politics,law,and the market,leading to a preliminary presentation of a possible format for an L&D mechanism.Potential academic research directions for L&D were also proposed that could serve as references for the establishment of international and national L&D response mechanisms and related research.

Restoration and protection of ancient towns is an essential approach and a material carrier of inheriting cultural context,realizing economic transformation,revitalizing the tertiary industry,building a strong county and making a better life for peoples.This paper took Ancient Luanzhou Town in Luanzhou City,Tangshan of Hebei for example,used Photoshop to compare different elements of the town in pictures taken from Baidu Street View in 2014 and 2016,and calculated weights and scores of different elements using yaahp software.Based on this,the paper analyzed the space development tendency of Ancient Luanzhou Town,evaluated the Changes of its space quality,and proposed suggestions for the improvement of space quality.

Loss and damage(L&D) from climate Change has threatened the sustainable development of humankind,while the progress of mitigative and adaptive measures carried out under the international multilateral framework has been slow.The scientific community and policymakers have placed increasing emphasis on the international L&D response mechanism as a potential direct solution.This paper reviewed the origins of such a mechanism,with an in-depth analysis of the related connotations.A review of the existing situation in China on work related to L&D arising from climate Change was conducted,followed by a summary of the findings.Finally,measures and recommendations to improve China's efforts were proposed in this issue.

以常低温相变蓄热材料作为芯材,脲醛树脂作为壳材,通过原位聚合法合成了常低温相变蓄热材料微胶囊。采用正交试验优化,确定了微胶囊的最佳制备工艺。利用SEM分析了乳化剂的种类对微胶囊微观形貌的影响,并结合FTTR和DSC等测试仪器考察了通过最佳制备工艺得到的微胶囊化学结构及热性能。实验结果表明:在乳化转速为3000r/min下使用由吐温60和司盘60组成的混合型乳化剂,用量为芯材质量5%,所制备的微胶囊具有良好的热稳定性、球体表面光滑、粒径均一。在吸热过程中,相变温度为30.10℃,相变潜热为63.85J/g。

The banking industry has undergone significant shifts as innovations have enabled new banking services and created new customer requirements.While banks strive to incorporate innovation and Change systems,they also face various obstacles.The primary aim of this qualitative exploratory case study is to determine the key perceived barriers to Change and innovation in a Jordanian commercial case bank from the perspective of senior management.Nuanced interpretations were investigated,resulting in new insights that have not been previously obtained from research in this field.The analysis used a qualitative systematic approach to grounded theory articulation that inductively generated new concepts while adhering to highly rigorous standards.The methodology was based on interviews with eight senior managers.The emergent findings revealed that high bureaucracy,lack of communication,lack of employee involvement,middle managers'resistance,and risk aversion were major barriers to innovation and Change.Overall,this study contributes to developing a thorough understanding of top managers'perceptions of barriers to innovation and Change and offers managers and practitioners guidance on improving organizational conditions to support innovation and Change in the banking industry.Finally,this study provides avenues for future research in this area.

Responses of the ocean carbon cycle to climate Change: Results from an earth system climate model simulation

Based on simulations using the University of Victoria's Earth System Climate Model, we analyzed the responses of the ocean carbon cycle to increasing atmospheric CO2 levels and climate Change from 1800 to 2500 following the RCP 8.5 scenario and its extension. Compared to simulations without climate Change, the simulation with a climate sensitivity of 3.0 K shows that in 2100, due to increased atmospheric CO2 concentrations, the simulated sea surface temperature increases by 2.7 K, the intensity of the North Atlantic deep water formation reduces by4.5 Sv, and the oceanic uptake of anthropogenic CO2 decreases by 0.8 Pg C. Climate Change is also found to have a large effect on the North Atlantic's ocean column inventory of anthropogenic CO2. Between the years 1800 and 2500, compared with the simulation with no climate Change, the simulation with climate Change causes a reduction in the total anthropogenic CO2 column inventory over the entire ocean and in North Atlantic by 23.1% and 32.0%, respectively. A set of simulations with climate sensitivity variations from 0.5 K to 4.5 K show that with greater climate sensitivity climate Change would have a greater effect in reducing the ocean's ability to absorb CO2 from the atmosphere.

The Change of Land Use/Cover and Characteristics of Landscape Pattern in Arid Areas Oasis： An Application in Jinghe, Xinjiang

This paper uses 3S technology in macroscopic. Combining the integrated technology of ecological quantity analytical method with GIS technology through ArcGIS and Fragstats, the authors study the images of 1972, 1990, 2001, and 2005 and obtained land use data in Jinghe County. Then, the Change of land use/cover and landscape pattern had been analyzed in the Jinghe County of Xinjiang. The conclusions were as follows: (1) The trend of LUCC is that the area of oasis expands slowly in nearly 33 years between 1972 to 2005 in Jinghe County. (2) The water area is mainly influenced by Ebinur Lake, so the area expands a little in this period. (3) The area of salinization-land expands at first and reduces later. The area of sand land decreases and the other land class increases, while the probability of transfer is always high. (4) Landscape Change is also obvious throughout the decades. Overall, landscape density increases, the largest path index decreases at first and expends later, the weight area index decreases, and the shape of landscape becomes regulated. The nearest distances, the degrees of reunite, and outspread decreases. It shows that the connection of the main path in 1972 is better than 2005, wherein the patch becomes more complex. From the Changes of Shannon’s Diversity Index and Shannon’s Evenness Index, we know that the diversity of landscape and the Interspersion Juxtaposition Index increase. The degree of diversity landscape and fragmentation increase also shows that the land uses become more complex. All in all, it is essential to intensify the spatial relationships among landscape elements and to maintain the continuity of landscape ecological process and pattern in the course of area expansion.
