China’s carbon accounting system in the context of carbon neutrality: Current situation, challenges and suggestions

Global climate governance is currently at the stage of carbon neutrality.Improving the quality of emissions inventories at different levels has become a critical climate governance task,which not only contributes to the Global Stocktake but also helps verify compliance progress and address new trade barriers.This study provides a comprehensive review of international carbon accounting standards and guidelines while assessing the potential impact of upcoming carbon tax policies,such as the EU CBAM and the U.S.CCA.On this basis,the current situation and challenges of China's carbon emission accounting system are systematically analysed,and suggestions for improvement are proposed.The results show that carbon tax policies will increase the requirements for emission inventories and will strengthen the correlation between different levels.The improvement of China's carbon accounting system should be accelerated.Although the regional carbon accounting guidelines are already in line with international guidelines,further improvements are needed at the enterprise and product levels.New boundaries need to be set in China's corporate carbon accounting guidelines,and the speed of developing product carbon accounting guidelines should be increased.The quality of emissions inventories should be comprehensively improved by implementing a combination of policies,including corporate carbon information disclosure,green supply chain construction,activity data statistics and verification,and a dynamic emission factor database.

Influences of large-scale farming on carbon emissions from cropping:Evidence from China

Reducing agricultural carbon emissions is important to enable carbon emission peaking by 2030 in China.However,China's transformation towards large-scale farming brings uncertainties to carbon emission reduction.This study quantifies the carbon emissions from cropping based on life cycle assessment and estimates the effects of farm size on carbon emissions using a fixed effects model.Furthermore,the variations of the carbon emissions from cropping driven by the changes in farm size in future years are projected through scenario analysis.Results demonstrate an inverted U-shaped change in total carbon emission from cropping as farm size increases,which is dominated by the changes in the carbon emission from fertilizer.Projections illustrate that large-scale farming transformation will postpone the peak year of total carbon emission from cropping until 2048 if the change in farm size follows a historical trend,although it is conducive to reducing total carbon emission in the long run.The findings indicate that environmental regulations to reduce fertilizer usages should be strengthened for carbon emission abatement in the early stage of large-scale farming transformation,which are also informative to other developing countries with small farm size.

Estimation of actual carbon dioxide removal in burned forests using satellite data:A case study in South Korea

With the increasing impact of climate change,carbon emissions and removals have become major issues.Forests are major carbon pools,and forest fires are an essential part of the carbon cycle.This study introduces a model for estimating the detailed actual CO_(2)removal in burned forests using burn severity and tree survivability.Actual CO_(2)removal was estimated from empirical yield tables without using the standard carbon removal provided by the national inventory.The primary CO_(2)calculation method followed the guidelines of the International Panel on Climate Change.The burn severity was mapped using Sentinel-2 multispectral instrument data,and the survivability of each forest type was estimated according to burn severity.The survivability was applied to the pre-fire CO_(2)removal of each forest to estimate post-fire CO_(2)removal.In our case study,the burned forest area was 1,034 ha,and the CO_(2)removal before the fire was 8,615.3t/year.After the fire,removal decreased by 81.2%to 1,618.4 t/yr.In particular,the decrease in coniferous forests was high,more than 86%.The lack of survivability data on burned trees was a major limitation of our study.Systematically accumulating field monitoring data of post-fire forests will be necessary for future research and could serve as a reference for devising immediate countermeasures against forest fires.

A constrained multi-objective optimization model for the low-carbon vehicle routing problem(VRP)is established.A carbon emission measurement method considering various practical factors is introduced.It minimizes both the total carbon emissions and the longest time consumed by the sub-tours,subject to the limited number of available vehicles.According to the characteristics of the model,a region enhanced discrete multi-objective fireworks algorithm is proposed.A partial mapping explosion operator,a hybrid mutation for adjusting the sub-tours,and an objective-driven extending search are designed,which aim to improve the convergence,diversity,and spread of the non-dominated solutions produced by the algorithm,respectively.Nine low-carbon VRP instances with different scales are used to verify the effectiveness of the new strategies.Furthermore,comparison results with four state-of-the-art algorithms indicate that the proposed algorithm has better performance of convergence and distribution on the low-carbon VRP.It provides a promising scalability to the problem size.

With increasing renewable energy utilization,the industry needs an accurate tool to select and size renewable energy equipment and evaluate the corresponding renewable energy plans.This study aims to bring new insights into sustainable and energy-efficient urban planning by developing a practical method for optimizing the production of renewable energy and carbon emission in urban areas.First,we provide a detailed formulation to calculate the renewable energy demand based on total energy demand.Second,we construct a dual-objective optimization model that represents the life cycle cost and carbon emission of renewable energy systems,after which we apply the differential evolution algorithmto solve the optimization result.Finally,we conduct a case study in Qingdao,China,to demonstrate the effectiveness of this optimizationmodel.Compared to the baseline design,the proposedmodel reduced annual costs and annual carbon emissions by 14.39%and 72.65%,respectively.These results revealed that dual-objective optimization is an effective method to optimize economic benefits and reduce carbon emissions.Overall,this study will assist energy planners in evaluating the impacts of urban renewable energy projects on the economy and carbon emissions during the planning stage.

The rapid growth of the livestock and poultry production in China has led to a rise in manure generation,which contributes to the emissions of GHGs(greenhouse gases including CH_(4),N_(2)O and CO_(2))and other harmful gases(NH_(3),H_(2)S).Reducing and managing carbon emissions has become a critical global environmental imperative due to the adverse impacts of GHGs.Unlike previous reviews that focused on resource recovery,this work provides an unique insight of transformation from resource-oriented manure treatment to integration of resource recovery with pollution reduction,carbon accounting and trading,focusing on the sustainable development of manure management system.Considering the importance of accounting methodologies for carbon emission and trading system toward carbon neutrality society,suggestions and strategies including attaching high importance to the development of more accuracy accounting methodologies and more practical GHG emission reduction methodologies are given in this paper.This work directs the establishment of carbon reduction methodologies and the formulation of governmental policies for livestock and poultry manure management system in China.

Effects of scenario-based carbon pricing policies on China's dual climate change mitigation goals: Does policy design matter?

Although the carbon pricing policy is a critical driving factor that will help China achieve economic growth,energy transition,and dual climate change mitigation goals,the kind of carbon pricing policy that will complement the country's current development situation remains controversial.We apply the World Induced Technical Change Hybrid(WITCH)model to explore the heterogeneity and synergy of different carbon pricing policies,and the results indicate that it will be challenging to achieve carbon neutrality before 2060.The study find that the combined policy-a mix of carbon tax and carbon market policies--has the optimal emission reduction effect but comes with the highest economic cost,proving to be unsuitable in the long run.The carbon tax policy is an important transitional means to assist in emission reduction,which can serve as an important supplement to carbon market policy and be phased out after the market mechanism matures.

Impact of Renewable Energy on carbon Dioxide emission Reduction in Bangladesh

Economic growth and industrialization often default to a great dependency on fossil fuels (FF) to supply power needs. The carbon rich nature of FF combustion can impact global warming. Therefore, it is conducive to transition from FF to renewable energy (RE). The present study aimed to address if replacement of a single FF by RE can mitigate carbon emissions. We conduct the study in a country undergoing mass urbanization and challenging energy demands. Data from energy resources in the Power & Energy Sector Master Plan (PSMP2016;Bangladesh) are analyzed over the 2017-2021 trajectory. Two scenarios for imports, oil and coal are assessed. Environmental input output (E-IO) analysis and percentage equivalence analysis measured data variables. The data is then further disaggregated into an emission reduction (ER) model with sensitivity analysis to measure carbon emission reduction when each FF source is substituted by RE. Results show the percentage share of energy generation capacity by both coal and RE increase over time. Solar and wind power contribute to the increase in RE. When oil is imported a 1% increase in oil, coal, and gas-based energy generation capacity increases carbon emissions by 1.25%, 1.48% and 0.93%, respectively. 1% increase in RE produces negligible carbon emissions (0.0042%). There was little difference in the percentages of carbon emissions when coal is imported. Substituting any FF with RE of equal energy capacity does not, in the short term, reduce carbon emissions in either scenario. Therefore, we conclude that for long term clean energy prospects in Bangladesh, RE needs to be developed to operate at greater capacity in conjunction with other carbon management factors. The research findings herein offer insights for clean energy implementation in developing nations.

The decoupling relationship between China’s economic growth and carbon emissions from the perspective of industrial structure

This study analyses the decoupling relationship between energy-related CO_(2) emissions and economic growth in China from 2000-2017 from the perspective of industrial structure using the LMDI method and Tapio decoupling model.The decoupling driving force was decomposed into emission,energy intensity,industrial structure,economic activity,and population factors.Studies have shown that the restructuring of China’s industries has not led to a significant increase in CO_(2) emissions.Specifically,from 2000 to 2017,China’s economic development and carbon emissions are generally in a weak decoupling state.Strong decoupling occurred from 2000 to 2001 and from 2013 to 2016.The industrial structure change has a substantial impact on the primary sector(agriculture),followed by the tertiary sector(services),while the impact on the secondary sector(industry)is negligible.The GDP contribution of the primary industry is small,but it is an indispensable guarantee for a country.With the development of agricultural mechanization and technology,human and animal power in this industry has been decreasing year by year,and large-scale planting has improved energy efficiency.The level of technology should be continuously strengthened to promote the decoupling of carbon emissions.The contribution of the secondary industry to GDP is around 40%,but the secondary industry accounts for more than 80%of CO_(2) emissions,mainly caused by the use of fossil energy.In 2017,fossil energy still accounted for about 86.2%of China’s energy consumption,so fossil energy remains the most critical energy source for China’s economic development.Coal,in turn,accounts for the largest share of fossil energy consumption.Therefore,emphasis should be placed on increasing technological innovation and conversion from fossil to non-fossil energy sources.The Chinese government considers the service industry a new engine for sustainable social and economic development.The contribution of the tertiary sector to GDP has increased from 2000 to 2017,followed by resource

Research on Green and Low-carbon Development Path of China's Automotive Industry

China’s automotive industry has been dedicated to a series of carbon-reduction efforts and has strived for comprehensive green and low-carbon transformation in order to achieve carbon peaking and carbon neutrality goals. On the basis of automobiles’ whole life-cycle(WLC) carbon emission accounting, this paper calculates life-cycle carbon emissions per vehicle, proposes green and low-carbon development path for China’s automotive industry, quantifies and analyzes implicated carbon-reduction potential, and puts forth suggestions for high-quality green and lowcarbon development of China’s automotive industry. The first is to establish a sound standard and data management system; the second is to promote research, development and application of lowcarbon materials and low-carbon technologies; the third is to accelerate the pace of fostering a new consumption model in the automotive industry. The research results can further support national policy-making regarding carbon emissions, promote corporations’ research, development and application of low-carbon technologies, encourage green and low-carbon consumption, and lead the automotive industry to achieve WLC neutrality.
