ESTABLISHING AN INTEGRATED JUDICIAL MECHANISM TO SEEK SUBSTANTIVE FAIRNESS FOR ANTI-CORRUPTION COLLABORATION AMONG APEC MEMBERS:IMPLEMENTING THE GOAL OF UNACC

The Asia-Pacific Economic Cooperation(APEC), as a regional economic organization with close economic ties among the member states, has a common request for curbing corruptions in economic activities. The United Nations Convention against Corruption(UNCAC), which raises requirements for its members to engage in anti-corruption, is the fundamental basis for anti-corruption cooperations among APEC members. However, due to structural hurdles and differences of political, legal, and economic systems among member states, it is difficult for them to establish common grounds for effective and in-depth cooperations. On the one hand, this situation makes some transnational corruption crime cases impossible to be processed in a timely manner as members cannot reach a consensus on cooperative conditions. On the other hand, unfair treatments such as'dual liability'and that in sentencing occur in the process of investigating and trying corruption cases, due to judicial independence in different jurisdictions and legal rigidity. This paper proposes that APEC members should, on the basic integrated crime preventing and tracing mechanisms advocated by the UNCAC, implement the consensus reached by Beijing Declaration on Fighting Corruption(BDFC) and establish integrated anti-corruption mechanisms for punishing corruption crimes. Through negotiations, APEC should come up with a set of unified procedures for dealing with corruption cases, which enables one of the member states(or separate jurisdictions) to exercise its jurisdiction, responsible for investigations(including joint investigations), prosecutions, and adjudications of the cases. Besides the criminal judicial assistance, lex fori shall be applied to the procedures of investigations, prosecutions and adjudications, while lex loci actus shall be applied as substantive rules for deciding punishments. Principal Component Analysis of Male Criminal Behavior

The present study was conducted in order to establish factors that can potentially facilitate crime, as well as the status of the emotional wellbeing presented in the prison population. The sample was composed of 358 inmates of the Federal Center for Social Rehabilitation number 7 in Mexico. A questionnaire was specifically developed;it evaluated sociodemographic factors and Likert scales of substance intake, domestic violence, and depressive symptoms. Validity and reliability (Cronbach’s Alpha = 0.703) of the instrument showed appropriate relations between the reagents of the scales;results showed—through Chi-Square analysis—statistically significant differences in the correlations between sociodemographic factors, domestic violence, addictions, and depressive symptoms. Although results showed a connection between domestic violence and substance abuse with criminal behavior, low socioeconomic conditions exhibited a higher degree of correlation with criminal activity. On the other hand, high depression symptoms are present in one out of every five inmates.

Sugar and Spice, and Everything Nice： Do Female Stereotypes Supersede In-group Favoritism Among Men When Evaluating Female Criminal Suspects in News Stories？

Some scholars argue that stereotypes of women as docile and non-violent result in women receiving leniency from the public compared to men who commit identical crimes. However, others assert that women who commit violent crimes violate traditional gender roles, which can lead the public to evaluate them more harshly than their male counterparts. More than 900 adults read news stories about either a woman abusing a man or a man abusing a woman before evaluating the criminal suspect. Female participants showed in-group favoritism towards criminal suspects that matched their gender. Conversely, male participants did not show a preference for their in-group. Overall, both male and female participants were more likely to believe the crime was justified, have more sympathy for the criminal suspect, assign less jail time, and have a more positive attitude towards the suspect when the criminal suspect was female vis-a-vis male. These findings were more pronounced when there was a non-fatal crime compared to a crime involving a fatality. Chivalry hypothesis and social identity theory are discussed.

Sustainable Tourism Using Security Cameras with Privacy Protecting Ability

For sustainable tourism, a novel method of security camera operation is proposed. In the method, security cameras, which encrypt the taken images and store them into the memory card inside, are used. Only when crimes occur, the memory cards are taken out from the cameras and the images are decrypted with the key and viewed by the city government and/or the police. When no crimes occur, images are overwritten by the new ones after a week automatically without being viewed by anyone. By using the stand-alone cameras without wiring to the control center, the installation cost and the operation cost are much lower than CCTV cameras. By using image encryption, the privacy of the tourists is protected. Using this system, high density installation of the security cameras with very low cost can be realized in encryption with image encryption privacy protection

Key Vulnerabilities and Limitations in the Management of Hazardous Waste and Its Disposal: A Checklist Assessment Tool

From an environmental protection perspective, the crucial issues pertaining to the policing of hazardous waste relate to both the vulnerabilities and limitations of current practices, and the potential issues that demand attention in the here and now, to alleviate future calamity. This paper describes the process involved in developing a vulnerabilities and limitations checklist that provides a relatively simple yet multi-pronged approach to assessing present and future environmental harms and crimes within the hazardous waste sector. Although it was not the intention of the authors to develop a generic checklist, this tool may prove useful to other industry sectors.

I. INTRODUCTION Since the founding of the Peoples Republic of China (PRC), the theoretical system of Chinese criminology has been gradually established, developed and enriched. Especially along with the progress of reform and opening-up in 1978, the theoretical research of Chinese criminology has been progressing rapidly. Professional research groups and institutions were established;the academic atmosphere of criminology research is becoming strong;and criminology in the position of criminal science is increasingly becoming prominent. The knowledge system of criminology was gradually formed. Description and evaluation of crime phenomena are more objective than before. Relatively great development in the theories regarding the essence, causation and countermeasure of crime has been achieved. Great progress has also been made in the practice of crime prevention and crime control.

Fire and People in Three Rural Communities in Kabylia (Algeria): Results of a Survey

This research was conducted to investigate about the causes of wildfires in three municipalities of the Tizi Ouzou and Bouira provinces, in Kabylia. Unknown forest fire causes account for 80% of total in Algeria, with a peak of about 99% in Kabylia, the most forested region in the country but also the most severely affected by wildfires. The three study areas exhibit a rather high forestry ratio (40% on average) but also a very high population density, up to 300 people per km2, living in a multitude of small hamlets, near or inside the domanial forests and exerting an enormous pressure on them. Survey was carried out on people (N = 300) randomly selected in nine hamlets (thaddarth) through ad hoc questionnaires (134 possible replies) filled with face-to-face interviews. Factorial Correspondence Analysis was used to process data (300 × 134 replies in total). Fires result mainly voluntary (52.95%): pastoral fires to renew pastures (11.30%), political fires as security counter-terrorism measure (11.24%), uncontrolled garbage burning (6.83%). Negligent fires account for 41.79%: carelessly tossed cigarette butts (9.13%), agricultural works (burning of cut bush, stubble burning, 7.03%), restart of fire (6.83%) and forest activities in the forest (6.31%). Results depict a common core of fires due to the pressure on the domanial forests, on which traditional use of fire (pastoralism) and national security needs (counter-terrorism) dominate.

“stppSim”: A Novel Analytical Tool for Creating Synthetic Spatio-Temporal Point Data

Nonetheless, gaining access to detailed spatiotemporal crime records from law enforcement faces significant challenges due to confidentiality concerns. In response to these challenges, this paper introduces an innovative analytical tool named “stppSim,” designed to synthesize fine-grained spatiotemporal point records while safeguarding the privacy of individual locations. By utilizing the open-source R platform, this tool ensures easy accessibility for researchers, facilitating download, re-use, and potential advancements in various research domains beyond crime science.
