The 2021 Geoscience Frontiers Annual convention took place at Qingdao, China and online during September 17–20, 2021, together with 2021 IAGR Annual convention and 18th International Conference on Gondwana to Asia. This grand event assembled about 190participants(including students) from China, USA, Russia, UK,Australia, Austria, India, Japan, Italy, Netherlands, and Korea.

Kwon), India (Dr. Shaji Erath), Japan (Dr. Toshiaki Tsunogae and Dr. Masaki Yoshida), Russia (Dr. Inna Safonova), UK (Dr. Nick Roberts), China, and also representatives from Elsevier (Beijing).

The 2019 Geoscience Frontiers Annual convention was held at the China University of Geosciences(Beijing),China on September 20,2019(Fig.1).This convention assembled earth scientists from four countries,including Australia(Dr.Christopher Spencer),Italy(Dr.Andrea Festa),UK(Dr.Pieter Vermeesch),China,and also representative from Elsevier(Beijing).The convention started with the introduction by Dr.Lily Wang,Editorial Assistant at Geoscience Frontiers,followed by the inaugural address by Prof.M.Santosh,Editorial Advisor of Geoscience Frontiers.

The volumetric flow rate of smoke generated from the fire in large space often reaches to hundreds of thousands CMH because of extended floor height and as it’s more difficult to isolate the smoke to the limited area, comparing to normal-scale building, design and operation of effective smoke control system for large space is more than important. In this study, with the analysis model for such a large space as exhibition hall or conference room in conventional center, design of mechanical smoke exhaust system was conducted based on currently-available design standard which was then followed by numerical analysis of the design using 3D numerical analysis method. For conference room at 2.0 MW heat release rate, 99,173 CMH flow rate is required, if smoke layer is maintained at 60% of the floor height and for exhibition hall at 8.8 MW with 80% of floor height, flow rate required is 219,802 CMH, which are incorporated into the design. In view of 3D numerical analysis, accuracy of the design according to algebraic expression is sufficient.

I.SUPERVISORY COURT AND ENFORCEMENT COURT In any arbitration under the auspice of the New York convention(hereinafter referred to as the convention),the court in the country where the award was made',commonly understood to be the seat(member-state)of arbitration,has the right to,in exercising its power to supervisearbitration activities within the seat state including the setting aside of the convention award having been made therein(hereinafter referred to as the supervisory court).The setting aside of the convention award is a matter of domestic law of the seat and the power of doing so is the exclusive power of the supervisory court.

The arbitrariness of the linguistic sign is a key semiological concept.Saussure’s Course in General Linguistics presented it,particularly in the context of the opposition between absolute and relative arbitrariness,as an irrational principle.The paper is an attempt to answer the questions of how exactly the differentiation between absolute and relative arbitrariness in Saussurean semiology relates to the systemic nature of language,what constitutes the irrationality of arbitrariness,and what could be considered its rational counterpart.

SWOT Analysis on Breeding R&D of Tropical Crops in China in the Context of Implementing UPOV convention 1991 Act

This paper firstly reviewed development process of UPOV conventions and briefly introduced current situation of protection of new tropical crop varieties in China. Using SWOT approach,it analyzed internal strengths,weaknesses,external opportunities and threats of breeding R&D of tropical crops if implementing UPOV convention 1991 Act in China. Internal strengths include rich resources,strategic significance of tropical crops,solid crop breeding foundation,and broad market prospect. Internal weaknesses include insufficient reserve of germplasm resources,weak R&D and protection of new varieties,low market level of breeding R&D entities,unreasonable structure,low input in breeding R&D,and weak protection awareness. Opportunities include bringing into play strengths of rich tropical plant resources,stimulating enthusiasm for new variety R&D and awareness for variety protection,promoting structural optimization of breeding input entities,raising technology level of breeding R&D,and promoting international cooperation of new variety protection. Threats include more strict restriction of intellectual property right,impact to weak fields of new variety R&D,and difficulty in implementing limitation of farmer privileges. Finally,it came up with four recommendations for breeding R&D of tropical crops in China in the contest of implementing UPOV convention 1991 Act.
