In this paper, we conduct research on the effectively Building patterns of talent incentive and cultural atmosphere for modern enterprise management. Targeted incentive direction refers to the motivation, namely, to what kind of content to implement incentive. It has signifi cant effect on incentive effect. According to American psychologist Maslow’s hierarchy of needs theory, people’s behavior motives originated in fi ve kinds of need, namely: the physiological needs, security needs, belonging needs, respect for the needs and the self-actualization needs. People need not set in stone, which is a developing process from low to high, but the process is not a cascade of discontinuous jumping, but a continuous, the evolution of wave. Under this general basis, we propose the cultural atmosphere for modern enterprise management that is novel and innovative.

In the recent earthquakes, concrete structures have been severely damaged or collapsed, which has raised questions against the seismic adequacy of existing Buildings. These existing reinforced concrete Buildings need to be evaluated to determine the capacity to resist seismic loads. The behavior of a Building during earthquakes depends critically on its overall shape, size and geometry. Conventional approach to earthquake resistant design of Buildings depends upon providing the Building with strength, stiffness and inelastic deformation capacity which are great enough to withstand a given level of earthquake-generated force. This is generally accomplished through the selection of an appropriate Building configuration and the careful detailing of structural members. In this research, nonlinear pushover analysis has been used to evaluate the seismic performance of three Buildings with three different plans having same area and height. This method determines the base shear capacity of the Building and performance level of each part of Building under varying intensity of seismic force. The results of effects of different plan on seismic response of Buildings have been presented in terms of displacement, base shear and plastic hinge pattern.

In its broadest interpretation, the smart grid vision sees the future of power industry transformed by the introduction of intelligent two-way communications, ubiquitous metering and measurement. This enables much finer control of energy flows and the integration and efficient use of renewable forms of energy, energy efficiency methodologies and technologies, as well as many other advanced technologies, techniques and processes that wouldn’t have been practicable until present. The smart grid vision also enables the creation of more reliable, more robust and more secure power supply infrastructure, and helps optimize the enormous investments required to build and operate the physical infrastructure required. The smart grid promises to revolutionize the electric power business that has been in place for the past 75 years. This work discusses the efficiency, targeted at the consumer units of electricity, with a view to sustainability and potential for technological innovation. The issue is addressed from two perspectives: the systems for generation and power distribution, and the design of a Building “smart energy”. Because of the novelty of the subject in our country, the concepts presented and treated throughout this work come from material obtained at events and specialized sites on electric power system in Brazil and worldwide, being accompanied by information and data from NIPE’s Building at University of Campinas’s campus case study in which it exemplifies the applicability of the techniques and recommended technologies.

Information asymmetry phenomenon and the differences between the main body's earning targets,which are existing in the Building energy saving field,have made the game behaviors of its economic activities become inevitable.There are strategies choice between government departments and the developers,when the Building energy saving work is carried out under the government control.Based on the players based assumptions,the path of player's behavior strategy choices is analyzed,expected revenue models are established and mixed Nash equilibrium is obtained in this paper.Based on the analysis results,the incentive strategy enlightenment could be concluded that it is particularly important to design the scientific incentive system for developers to develop energy-saving Buildings reasonably and for the government to implement effective control;the role of informal system in encouraging developers to develop energy-saving Buildings should not be ignored.

Based on the actual situation and the survey results in rural areas,with the domestic and foreign advanced green Building standard as a reference,we initially determine the evaluation indicator system for rural green Building. We use the AHP-Delphi method to calculate the weight,and get a multi-goal,multi-factor,and multi-level rural green Building evaluation method suitable for the rural environment,social and economic situation,and apply this method to 10 villages in Shaanxi Province. After the evaluation and scoring,we give the following recommendations:( i) Strengthening the energy-saving design and improving the living comfort;( ii) Enhancing the application of appropriate technologies;( iii) Improving the level of development environment.
