Local tax services of the State Taxation Administration of China(STA),as direct service providers to taxpayers and fee-payers,can contribute to the cooperation of China with other Belt and Road Initiative(bri)jurisdictions under the framework of the Belt and Road Initiative Tax Administration Cooperation Mechanism(briTACOM).Guided by the STA,Shenzhen Tax Service(STS)is actively engaging in the development of the briTACOM in an effort to achieve its vision,i.e.,building a growth-friendly tax environment.The STS aims to establish a win-win cooperation mechanism that could serve as a model among other local services.This article focuses on three major issues,i.e.,the significance,the actions and achievements as well as the future prospects of the STS to facilitate the long-term growth of the briTACOM.

Current geopolitical strategies of countries or trading partners reflect a“New Great Game”in the wake of the Covid19 pandemic,especially across Eurasia.Strategies range from modification of China’s decade-long“Belt and Road”Initiative,Russian Federation’s Eurasian Union,to Japan’s Free and Open Indo-Pacific geopolitical program,coupled with“Build Back Better World”(“B3W”)initiative advanced by the Group of Seven(G7)at its 12 June 2021 meeting at Carbis Bay,Cornwall,England.This came as United States forces withdrew from Afghanistan chaotically.Russia,China,and the West each compete to become the more effective chess player in Eurasia.Competitor countries have developed traditional and novel soft power tools to construct relationships across that supercontinent.What countries will endure,meet the test of time?This chapter will address those issues individually,collectively,drawing upon forecasts advanced in this century,post-pandemic assessments,with triangulation of information available currently in the literature of“New Great Game”players.Much is at stake,from Eurasia’s future to prospective statehood in East Turkmenistan(China’s Xinjiang)to peace across Asia,global tranquility.All nations must meet global expectations and regulations,be rewarded when they do,ostracized in failure.Brazil,India,and countries driving trade should be considered seriously for greater roles in global governance.

The growing trading links in the modern world have made it more difficult for tax administrations to monitor the activities of multinational enterprises(MNEs)operating on their territory.Advanced technology and communications have been used by MNEs to increase the scope of their operations and create global supply chains,while tax administrations try to use limited resources to apply the tax rules.The development of digital technology within government can help tax administrations to implement the latest international tax rules and monitor taxpayer activities more completely,improving domestic resource mobilisation.A benefit of more digitalisation for tax administrations is the ability to manage data and use analytical tools to make the best use of the data acquired.Wider international tax cooperation has provided tax administrations with access to information from country-by-country(CbC)reporting,the common reporting standard(CRS)and the exchange of tax rulings.These give tax administrations access to large volumes of data in relation to cross-border activities to facilitate risk assessment.Digitalisation can also reduce the compliance burden of taxpayers by making it easier to complete their tax obligations,helping them to integrate taxation processes into their routine business systems.Full use of technology combined with adequate governance can boost the efficiency of tax administration.The Belt and Road Initiative Tax Administration Cooperation Mechanism(briTACOM)can be a platform for cooperation among tax administrations to gain more efficiency.It is important for bri tax administrations to learn from each other through sharing their knowledge and experience in the introduction of digital technology.

Central Asia has long emerged as a hotspot for both the regional and extra-regional powers for two main reasons:its geopolitical location in the middle of Eurasia between Europe,South Asia,the Middle East,Russia and China,and their abundant and mostly unexplored natural resources.Sitting on huge untapped hydrocarbon potentials the Central Asian geographical entity in recent years has offered enormous opportunity and appeal for global countries and emerged as a grand chessboard for regional and extra-regional players.China is one such new pole in the new great game without which any geopolitical and geo-economic debate on Central Asia would be incomplete.With this prelude,this article attempts to analyse China's rise in Central Asia and its strategies to strengthen its position in the heartland region by discarding the much-hyped great game thesis and argues that China’s rise is unparallel and unmatched as testified by the recent Belt and Road Initiative of Beijing.
