美国是一个地方高度自治的国家。在美国宪法中只对联邦政府和州政府的组织作了立法。县、市、镇政府的组织均未立法。县、市、镇是从州一级得来的,称为地方政府。美国地方政府虽有县、市、镇称谓的区别,但均隶属于州,没有行政级别的差异,更没有行政隶属关系。县、市、镇的名称差别,主要以人口和从事的产业划分。目前美国还有2288个县以从事农业为主,它占全国土地的83％,有全国21％的人口。因为从20世纪以来,美国农村经济已发生了显著的变化,从独立的农业、林业和矿业向经济的多样化转变,非都市化的县所提供的就业机会已占18％,美国东部一些州已无县的建制。但在中西部地区,县的建制还普遍存在。
