ABstRACT: The 21st Century is the time for human seeking harmonizing with environment and carrying out sustainable development strategy. But sustainable development is facing many challenges. They may mainly include the follows: challenge comes from the contradiction between human and the earth, challenge of local benefit conflict to human common goal, challenge of competition to fairness, challenge of unbalanced development in regions and countries, challenge of diversity and challenge of calamity. Challenges are not only pressure, but also the motive force. Challenge exists, the motive force would never stop. Sustainable development was born in challenges, is developing in contradiction and will sustain in conflict.

In an ever-changing world at present, many enterprises and organizations are put under the great pressure of tremendous opportunities and challenges arising from globalization, technological innovation, intense competition and also a highly competitive market."The whole business environment becomes more competitive, dynamic, and complex in 21st century."(Olsen, West and Ching Yick Tse 2008) Hussey (2005) also has the view that the organization' external and internal environment has changed ever more turbulently in past few decades.[1] The frequency of changes has become faster and the period of stability has tended to be much shorter. Therefore change management skills become more and more important for managers.(Hussey, 2005) Dawson also has the same point of view. He says "the large-scale change really occurs and the changes were rarely so rapid and unpredictable"(Dawson, 1994). This situation may continue in to the next century (Hussey, 2005) which means that managers need to deeply understand how to manage both external and internal changes.[2] Hussey also mentions some important factors that may influence external environment changes including competition globally;customers service expectation increase, fast development of technology,[3] and changes in government regulations (Hussey, 2005).

Some Thoughts on the Construction of the 21 st Century Maritime Silk Road

＜正＞In the later 50 years of 20st century, the production of the paper and board from 43 million tons in 1950 raised to 301 million tons in 1998. The average increasing rate was 4.24% per one year in 48 years. The production in one year was average increased 3.14 million tons in first 10 years but 7.8 million tons in last 10 years. However, the increasing rate of one year in first 10 years was 6.27% and in last 10 years was reduced to 3.36%. The ratio of the pulp versus paper and board from 89.74% reduced to 56.31%. This trend will be continued in the 21st century if no special change. The production of the paper and board will be increased to 410 million tons in 2010, 620 million tons in 2030, and 1680 million tons in 2100. In last 10 years of 21 century, the average production per one year will be increased 19 million tons but the increasing rate of one year will be reduced to 1.33%. The virginal pulp would be produced 490 million tons in 2100. In last 10 years of 21st century, the average production per one year will be increased 4 million tons and the increasing rate of one year will be reduced to 0.95%. The production ratio of the virginal pulp versus paper and board will be reduced to 28.99%. The difference between the production in virginal pulp and paper and board will be mainly balanced by secondary fiber. The 90% of virginal pulp produced from wood will be still not changed considerably, but the wood species and their supply area would be obviously changed. However, the nonwood plant will be taken more attentions. The reason besides that, the large part of nonwood plant is the residues of the agriculture and more easily to renew, the following facts also inspire confidence in papermakers: 1. Mixing the nonwood fiber in the wood and/or secondary fiber, the quality of the end product will be improved. 2. Some difficult problems with the nonwood fiber will be solved because many new technologies of the advance papermaking were developed. For example: reducing

As an integral component of the ＂One Belt and One Road＂ strategic vision, the construction of the 21st Century Maritime Silk Road will reflect the developing path of China＇ s maritime geo-economy with significant polit- ical and diplomatic implications. Although the construction of the new maritime silk road has its？ endogenous logic and justified considerations, it will encounter various challenges and difficulties. In order to achieve the strategic goal of setting up a community？ of common interest and？ destiny with the relative countries, the ＂Maritime Silk Road＂ program has to be advanced cautiously with the principles of wide consultation, joint contribution and shared benefits.
