Geogra.hica. informa.ion systems (GIS) a.e often used to design environmenta. justice (EJ) policy interventions. Levera.ing GIS a.d other gra.hics, overburdened EJ communities ca. lea.n from ma.s tha. geogra.hica.ly link environmenta. burden (EB) a.d socia. dispa.ity (SD) da.a. Visua.ly representing EB a.d SD da.a.concretizes the unjust distributions of environmenta. a.d broa.er inequita.le societa. policies. These ma.s ca. be used to effica.iously a.sess EJ dispa.ities crea.ed by such policies through exploring socioeconomic cha.a.teristics with loca. communities. Given the grea. va.ia.ion in how GIS EJ a.plica.ions mea.ure a.d visua.ize EB a.d SD, we present a.community-ba.ed pa.ticipa.ory design (CBPD) lens to colla.ora.ively work a.ross overburdened communities a.d support ma.ing EJ da.a.a.cessible to a.l sta.eholders. Our loca.ion proximity a.proa.h is a.powerful wa. to a.sess overburdened EJ communities beca.se it relies on user-predefined bounda.ies, a.d it doesn’t use a.single fixed unit of reference to prioritize a.ea. of intervention. Moreover, most a.ea. unit a.plica.ions use ordina. mea.ures, such a. percentiles, a.d multidimensiona. indexes, which a.e intelligible to understa.d by ma.y residents. Levera.ing a.community-ba.ed pa.ticipa.ory design methodology, we present our novel Proximity to Ha.a.ds Da.hboa.d (PHD) tha. includes da.a.on a.pha.t pla.ts a.d industria. corridors, ha.a.ds often missing from sta.e-level da.hboa.ds but very releva.t for city policyma.ing, a. well a. more tra.itiona.ly used environmenta. ha.a.d sources. The use of the tool by policyma.ers a.d community members suggests tha. EJ ca.egoriza.ion should focus less on procedura. benchma.ks a.d more on systemic cha.ge for policy impa.ts in wa.s tha. susta.n the pa.ticipa.ory na.ure of our a.proa.h.
