Over the past decade, the term “sustainable development” has emerged as the principal concept in the development field. The concept emerged in the 1970s and was first promoted in the international environmental and development communities with the publication of the “world conservation strategy'(1980). It was popularized by the Brundtland report, “Our common future'(1987). The Brundtland Commission defined sustainable development as “development which meets the needs of the present, without compromising the sustainability of future generation to meet their own needs'. The Earth Summit(1992) established “sustainable development' as the most important policy of the 21st century. Since then, the relationship between development and environment has been widely discussed and sustainabale development is now an important part of the vocabulary of environmental policy research and analysis. In this paper, we begin by tracing the evolution of the concept of sustainable development. Definitions of sustainable development in ecology, economics and sociology are then explored and discussed. This paper also examines the contribution that a broadly based concept of sustainable development can make: as a goal, an attitude and as a guiding principle for integrating economic development and environmental protection.

FACILITATING REGIONAL SUSTAINABLE DEVELOPMENT THROUGH INTEGRATED MULTI-OBJECTIVE UTILIZATION, management OF WATER RESOURCES IN THE LANCANG-MEKONG RIVER BASIN

The Lancnag Mekong River is the most important international river across China and Southeast Asia, If it is developed according to 'Great Mekong Subregional Cooperation Plan' [9] prepared by ADB, the area directly affected will be up to over 2.32 million km 2, the population over 220 million, and the natural environment, and socio-economic conditions within a large area will be greatly changed. 'Agreement on Cooperation for Sustainable Development of Mekong Basin' signed by the four riparian countries along the lower Mekong River on April 5, 1995 provides a new opportunity for sustainable development of the Basin. According to preliminary analysis, if the multipurpose utilization of the water resources is the target for carrying out integrated planning and management, and the efforts are made 1) to focus on energy exploitation on the Lancang River Mainstream and the tributaries of the lower Mekong River; 2) to build gated weirs at Tonle Sam; 3) to construct spillways at the Mekong Delta; 4) to facilitate flood dykes in big cities and on both banks of the mainstream which are concentrated with population and farmland and liable to be flooded, and 5) to strengthen networks for forecasting hydrological and meteorological conditions, then all problems such as power demand, irrigation, flood, salt water intrusion as well as acid water erosion to soil could be solved without constructing large cascaded stations and dams on the lower Mekong Mainstream. This will not only avoid input of great number of fund, large scale resettlement and land inundation, but also prevent aquatic organisms living in Mekong River from being injured due to dam construction, and promote the sustainable development of the Basin.

The comprehensive investigation of aerial remote sensing in Guangzhou was a systematic project to meet the needs of urban construction, planning and management, and environmental protection by the remote sensing technique. The project was consisted of five parts, i.e., urban geology, natural resources, urban developing state, urban environment and a series of remote sensing mapping. This paper shows the ways to monitor the environment of Guanzhou by the aerial remote sensing technique.

Introduction:Domestic organic waste,including fhod waste,faeces, urine and organic matters in sewage resulted in the ecological crisis. It's difficult to solve this problem through the end-pipe technical pattern,especially for the Middle West Chinese cities,which were less developed,dry and ***:（1）Ecological sanitation technologies were summarized.（2）Unit techniques were combined and optimized to form localized measures,which were adapted to different urban area of Chinese Middle West cities.（3）Localized measures were evaluated both quantificationally and qualitatively,and considering 5 factors,environmental contamination,resources recycling potential, investment and running cost,difficulties of management and public acceptance.（4）Improved the technical model of Middle West Chinese cities in a planning view,and the complex ecological benefits were ***:（1）5 kinds of localized and optimized measures P1A1～P2A3 were proposed.（2）Advantages of environmental measures P1A1 & P1A2 were conveniences of management and supervision;and advantages of ecological engineering measures P2A1～P2A3 were less pollution,better recycling potential and lower investment & running cost（3）Improvement of technical system resulted in following benefits:greenhouse gas（count in CO）could reduce 70%,water pollution（count in BOD5）could reduce 30% and resources（count in N.P.K）could increase by 15 *** new system could supply 3% domestic energy,10% domestic water and 15% food demand of the cities,and the total cost could reduce 56% while taking resource benefits into ***:（1）Technical model should be carefully evaluated and delicately designed,including necessary survey of government and public.（2）Related policy and legislation should be established,such as forbidden unpretreated organic waste landfill and waste charge system for inhabitants.（3.）Propagandize dry and urine separation toilet through education and activities.（4） Breakthrough in technology aiming t
