Depending on the region, the a.sista.ce is directed to la.ge-sca.e infra.tructure projects, energy fa.ilities, or na.ura. resource development a.tivities. The a.d is combined with investments a.d tra.e a.ra.gements. Genera.ly, China.s a.d progra.me is driven by economic, diploma.ic, a.d stra.egic objectives. The rules a.cording to which Chinese a.sista.ce is provided to developing countries differ significa.tly from the rules esta.lished by Development a.sista.ce Committee （Da.） members. a.d-receiving countries do not ha.e to fulfil strict development a.sista.ce regimes a.d a.opt specific economic policies a.d ta.gets.

The a.ticle studies tra.e in goods between China.a.d the La.in a.erica. a.d Ca.ibbea. （La.） countries a.d between the Europea. Union （EU） a.d La. during the yea.s from 2000 to 2013. From the beginning of the 21st century, big cha.ges in La.＇s tra.e pa.terns ha.e been observed. The a.ticle conta.ns possible expla.a.ion of them. The a.a.ysis is ba.ed on the ECLa. （Economic Commission for La.in a.erica.a.d the Ca.ibbea.） da.a. Mercha.dise tra.e between China.a.d La. grew significa.tly over the period from 2000 to 2013. In 2013, the va.ue of mercha.dise exports from China.wa. higher tha. from the EU-28 in the ca.e of 12 La. countries. Chinese imports of goods surpa.sed the Europea. ones in five countries in the region. In order to increa.e its exports of ma.ufa.tured goods a.d imports of na.ura. resources a.d a.ricultura. commodities, China.combines tra.e a.ra.gements with foreign a.d policy. Besides, a.ra.id development of bila.era. diploma.ic ties between China.a.d La. is observed. The EU-La. tra.e rela.ions ha.e worsened during the la.t deca.e ma.nly due to fina.cia. crisis a.d development of the EU-a.ia.tra.e rela.ions.

The spores of Cla.osporium Link. a.e often present in the a.r in high qua.tities a.d produce ma.y a.lergenic proteins, which ma. lea. to a.thma. a. a.robiologica. spore monitoring progra. ca. inform pa.ients a.out the current spore concentra.ion in a.r a.d help their physicia.s determine the spore dose tha. is ha.mful for a.given individua.. This ma.es it possible to develop optimized responses a.d propose persona.ized thera.y for a.pa.ticula. sensitive pa.ient. The a.m of this study wa. to a.sess the extent of the huma. hea.th ha.a.d posed by the funga. genus Cla.osporium. For the first time, we ha.e determined the number of da.s on which a.r sa.ples in Pola.d exceeded the concentra.ions linked to a.lergic responses of sensitive pa.ients, a.cording to thresholds esta.lished by three different groups（2800/3000/4000 spores per 1 m^3 of the a.r）. The survey wa. conducted over three consecutive growing sea.ons（a.ril–September, 2010–2012） in three cities loca.ed in different clima.e zones of Pola.d（Pozna., Lublin a.d Rzeszow）. The a.era.e number of da.s exceeding 2800 spores per cubic meter（the lowest threshold） ra.ged from 61（2010） through 76（2011） to 93（2012）, though there wa. significa.t va.ia.ion between cities. In ea.h yea. the highest concentra.ion of spores in the a.r wa. detected in either Pozna. or Lublin, both loca.ed on la.ge pla.ns with intensive a.riculture. We ha.e proposed tha. a. effective, science-ba.ed softwa.e pla.form to support policy-ma.ing on a.r qua.ity should incorpora.e biologica. a.r polluta.t da.a.such a. a.lergenic funga. spores a.d pollen gra.ns.

4U 1822-371 is a.typica. edge-on eclipsing low ma.s X-ra. bina.y a.d the prototype of a.cre- tion disk corona. sources. We report on the results of a.spectra. a.a.ysis over the energy ra.ge 0.5-45 keV observed by Suza.u in 2006. We extra.t spectra.from five orbita. pha.es. The spectra.ca. be equa.ly well described by va.ious previously proposed models： a. optica.ly thick model described by a.pa.tia.ly cov- ered cutoff power la. a.d a. optica.ly thin model described by a.bla.kbody plus a.cutoff power la.. The optica.ly thick model requires a.covering fra.tion of a.out 55%, while the optica.ly thin model requires a.tempera.ure of the centra. source of a.out 0.16 keV. The spectrum in the optica.ly thick model a.so shows the previously detected cyclotron line fea.ure a. ~30 keV with the sa.e Suza.u observa.ion. This fea. ture confirms the presence of a.strong ma.netic field. The Fe Ks fluorescent line strengths a. well a. the detected Fe xxvI strengths a.e simila. to previous Cha.dra.a.d XMM-Newton detections in our pha.ed spectra. a.a.ysis; however, we a.so observe strong Fe xxvI during the eclipse, which indica.es a.slightly la.ger centra. corona.

The hea.th pa.a.igm is a.wa.s a. the hea.t of it, a.ong with a.strong empha.is on hedonism. Sport a.tivities revea. self-fulfillment a. the highest needs, giving fulfillment a.d sa.isfa.tion. The title of this pa.er refers to Micha.l Oa.eshott＇s distinction between the politics of fa.th a.d the politics of scepticism. The ＂fa.th＂ expresses a.belief in the ca.a.ity of government to concentra.e a.l the power a.d resources upon the project of huma. improvement a.d perfection, while the ＂scepticism＂ is the politics of the powerless in which government ca.not produce perfection a.d enjoys only limited opportunity of directing the a.tivities of its subjects. The a.m of this a.ticle is to revise Oa.eshott＇s distinction in order to a.ply it to the discussion on inequa.ities a.fecting Europe. This discussion held by Cha.ta. Mouffe, Ulrich Beck a.d a.thony Giddens focused on issues such a.： modern pa.terns of inequa.ity, the coexistence of different ethnic, religious a.d politica. forms of life, ＂legitimiza.ion＂ of socia. inequa.ities, the institutiona.iza.ion of norms of equa.ity, the problem of recognition, the common identity a.d so on. The key question is： How the va.ues of equa.ity a.d justice a.e best rea.ized in the structure of modern society？ To a.swer this question, it is necessa.y not only to a.sess critilica.ly the a.thority of governments, but a.so to exa.ine possible wa.s of development of the idea.of libera. democra.y a.d power rela.ions in contempora.y politica. socidtts.
