The present study assesses how governance affects information and communication technology(IcT)at the global level contingent on macroeconomic policy factors such as trade,foreign direct investment(FDI),manufacturing value added,and agricultural value *** study focuses on 183 countries from 2003 to 2021,and the empirical evidence is based on the generalized method of moments(GMM).The following main findings are *** the full sample,governance unconditionally promotes ICT development,while trade openness(industrial added value)moderates governance to promote(dampen)ICT *** sub-Saharan Africa,only trade openness effectively moderates governance to induce an overall positive effect on ICT,while in the Middle east and North Africa(MeNA)region,all policy variables moderate governance for an overall positive incidence on ICT sector *** findings for the MeNA region are confirmed in the europe and Central Asia(eCA)region,with the exception of the moderating role of industrial added value,which engenders an overall negative *** the east and South Asia and the Pacific(eSAP)countries,one overall positive incidence is apparent in the role of trade openness,while net negative effects are established from the moderating roles of industrial added value and agricultural added *** the American sub-sample,a positive(negative)net effect is apparent from the role of industrial added value(trade)in moderating the incidence of gover-nance on ICT sector ***,policy implications are discussed.

Given a compact and regular Hausdorff measure space (X, μ), with μ a Radon measure, it is known that the generalised space M(X) of all the positive Radon measures on X is isomorphic to the space of essentially bounded functions L∞(X, μ) on X. We confirm that the commutative von Neumann algebras M⊂B(H), with H=L2(X, μ), are unitary equivariant to the maximal ideals of the commutative algebra C(X). Subsequenly, we use the measure groupoid to formulate the algebraic and topological structures of the commutative algebra C(X) following its action on M(X) and define its representation and ergodic dynamical system on the commutative von Neumann algebras of M of B(H) .

This article presents an event-triggered H_(∞) consensus control scheme using reinforcement learning (RL) for nonlinear second-order multi-agent systems (MASs) with control constraints. First, considering control constraints, the constrained H_(∞) consensus problem is transformed into a multi-player zero-sum game with non-quadratic performance functions. Then, an event-triggered control method is presented to conserve communication resources and a new triggering condition is developed for each agent to make the triggering threshold independent of the disturbance attenuation level. To derive the optimal controller that can minimize the cost function in the case of worst disturbance, a constrained hamilton–Jacobi–Bellman (HJB) equation is defined. Since it is difficult to solve analytically due to its strongly non-linearity, reinforcement learning (RL) is implemented to obtain the optimal controller. In specific, the optimal performance function and the worst-case disturbance are approximated by a time-triggered critic network;meanwhile, the optimal controller is approximated by event-triggered actor network. After that, Lyapunov analysis is utilized to prove the uniformly ultimately bounded (UUB) stability of the system and that the network weight errors are UUB. Finally, a simulation example is utilized to demonstrate the effectiveness of the control strategy provided.
