现阶段越南大众体育的管理体制研究

文章采用文献资料法、访谈法、社会调查法等研究方法调查、了解现阶段越南大众体育的管理体制。结果表明:现阶段,越南大众体育管理体制包括政府管理系统和社会管理系统,但以政府管理系统为主。政府管理系统从中央级覆盖到县级,乡镇级还没有正式的大众体育政府管理机构,只有文、社干部。在人力、财力、物力等各方面的资源,越南大众体育政府管理系统的实力还比较薄弱。社会管理系统已初步成立,但处于有名无实,基本上没有实际活动,大部分还是各类政府管理机构的"延伸",带有"半官方"性质的状况。政府与社会管理系统之间职能交叉、混乱,缺乏协调的运行机制。

A survey was carried out on farmers cultivating vegetables in Gia Lam district, Hanoi city, Vietnam to investigate their practice in reducing pesticide risks in their farming. Pesticides were an important input in the production there, but the risks of pesticides in recent years had been insignificant. Research results showed that the majority of farmers had relatively well implemented various solutions to reduce pesticides risks in their production, including actively using alternative pest management (IPM) solutions, using biological pesticides, using pesticides properly according to the 4-right pesticide use principle, using labour protection while spraying, and applying treatment measures after spraying. The study suggested solutions to reduce and avoid pesticide risks.

越南政府对跨国关联企业基于转让定价逃税行为的监管研究

在各国一体化发展的趋势下,市场的开放和经济的深度融合给越南带来了许多优势,也为越南提供了许多吸引外国投资者的机会。尤其是近两年由于新冠疫情,越南的经济受到了严重影响,为了迅速恢复经济,越南政府对企业,特别是外资企业、跨国关联企业,颁布了许多税收优惠政策。但是,越南因此不得不面对许多企业利用政府税收优惠政策中的漏洞来逃税的情况,转让定价逃税行为便是这些漏洞之一。转让定价问题已成为整个国家管理特别是税收征收管理方面的主要问题,尽管近年来越南政府采取了多种措施,但相关监管政策效果并不明显。在上述背景下,本文综合运用文献研究法、比较分析方法、案例分析法、对策研究法等相结合来研究越南政府对跨国关联企业转让定价逃税的监管。在研究过程中,笔者确定了跨国关联企业在越南普遍实施的转让定价形式包括:夸大注册资产价值、夸大无形资产价值、高价从关联公司购买原材料以及低价出口、在不同国家分支机构之间转让、提高广告成本等。同时结合案例分析后可以看出目前越南确实存在跨国关联企业转让定价逃税行为的现状,其经济后果主要如下:税基侵蚀和利润转移、营造不健康和不公平的商业环境、资源的低效率分配、失去对企业的业务管理和资产控制权、增加贸易逆差和金融风险等。虽然近年来越南在跨国企业转让定价监管方面也有了一定成绩,但是仍然在法律制度、技术设施和数据、转让定价活动的关联和协调、税务组织结构管理等方面存在不足。针对上述问题,笔者在学习世界各国转让定价监管经验的基础上,提出了以下解决方案以提高越南政府对转让定价逃税行为监管能力:继续完善转让定价逃税行为监管的法律框架、指导实施转让价格的确定、建立交易价格数据库、构建行业平均利润率数据库、建设企业信息安全机制、细化税务机关职责权限的具体规定、出具预先定价协议实施方案、完善税务机关架构等。最后本文也提出了制度建设、政策执行、经济环境三方面的相关措施,从而减少跨国关联企业在越南转让定价行为。本文旨在通过对跨国关联企业在越南的转让定价逃税行为以及越南政府的相关监管现状的全方位分析,提供较为全面的改进建议,希望可以提高越南政府的监管能力,以及为各国家或地区起到借鉴作用。

工作绩效评估是组织与工业心理学领域研究最广泛的主题之一。工作绩效评估系统可以令人对设计和结构方面印象深刻,但是在实践中可能没有效果。因为在实施工作绩效评估中,遇到使用者的一部分抗拒或者接受。所以工作绩效评估系统的效取决于评估者和被评估者的的态度。以前的研究已经指出,工作绩效评估的公平性与员工对工作绩效评估的满意度有积极的关系。关于这个问题,已经有很多不同的方式和方法进行研究,但是大多数研究是在西方国家进行的,在这儿有文化和经济条件与发展中国家是不同的。因此,在应用这些研究时,发展中国家的管理者常常面对许多困难。在越南,跟工作绩效评估的公平性和员工的满意度有关的研究还有限,特别是在河内的企业。因此,这项研究的目的是了解在越南的背景下,工作绩效评估的公平性对员工的满意度有如何影响。同时,提出增加员工的满意度的解决方案,以提高工作效率并激励员工为公司做出贡献。该研究是对河内企业进行调查和评估。研究的目的包括:首先,基于理论基础和研究综述,建立工作绩效评估的公平性与员工对工作绩效评估的满意度关系的研究模型。其次,通过在河内企业实际考察的统计数据,了解企业的工作绩效评估,工作绩效评估的公平性和员工的满意度的现实情况。第三,把关在河内企业中工作绩效评估的公平性与员工对工作绩效评估的满意度的关系。第四,提出解决方案和建议以在河内企业中推出工作绩效评估的公平性,提高员工对工作绩效评估的满意度,也改善员工的工作效率,并提出进一步的研究方向。为了达到研究目的本作者已进行考察河内的员工。研究样本是237位员工正在河内企业工作,本作者通过描述统计,分析量表的可靠性,使用SPSS软件检验假设等等的主要步骤进行分析考察数据。研究结果表明:在河内企业的工作绩效评估中数据的公平性,程序的公平性,结果的公平性,对待的公平性与员工对工作绩效评估的满意度有呈正相关,并每个因素的影响程度是不同的,已经被确定。基于研究结果,本论文已经在河内企业中评估了工作绩效评估的现实状况,工作绩效评估的公平程度,对工作绩效评估的满意度。此外,本作者通过研究背景的状况和研究结果提出符合的解决方案以推出工作绩效评估的公平性,并提高员工对工作绩效评估的满意度。最后,除了以上的贡献,作者也指出研究的局限和提出了下一步的研究方向。

this study was aimed to prepare landslide susceptibility maps for the Pithoragarh district in Uttarakhand,India,using advanced ensemble models that combined Radial Basis Function Networks(RBFN)with three ensemble learning techniques:DAGGING(DG),MULTIBOOST(MB),and ADABOOST(AB).this combination resulted in three distinct ensemble models:DG-RBFN,MB-RBFN,and ***,a traditional weighted method,Information Value(IV),and a benchmark machine learning(ML)model,Multilayer Perceptron Neural Network(MLP),were employed for comparison and *** models were developed using ten landslide conditioning factors,which included slope,aspect,elevation,curvature,land cover,geomorphology,overburden depth,lithology,distance to rivers and distance to *** factors were instrumental in predicting the output variable,which was the probability of landslide *** analysis of the models’performance indicated that the DG-RBFN model,with an Area Under ROC Curve(AUC)of 0.931,outperformed the other *** AB-RBFN model achieved an AUC of 0.929,the MB-RBFN model had an AUC of 0.913,and the MLP model recorded an AUC of *** results suggest that the advanced ensemble ML model DG-RBFN was more accurate than traditional statistical model,single MLP model,and other ensemble models in preparing trustworthy landslide susceptibility maps,thereby enhancing land use planning and decision-making.

Determination of Shear Bond strength(SBS)at interlayer of double-layer asphalt concrete is crucial in flexible pavement *** study used three Machine Learning(ML)models,including K-Nearest Neighbors(KNN),Extra Trees(ET),and Light Gradient Boosting Machine(LGBM),to predict SBS based on easily determinable input ***,the Grid Search technique was employed for hyper-parameter tuning of the ML models,and cross-validation and learning curve analysis were used for training the *** models were built on a database of 240 experimental results and three input variables:temperature,normal pressure,and tack coat *** validation was performed using three statistical criteria:the coefficient of determination(R2),the Root Mean Square Error(RMSE),and the mean absolute error(MAE).Additionally,SHAP analysis was also used to validate the importance of the input variables in the prediction of the *** show that these models accurately predict SBS,with LGBM providing outstanding ***(Shapley Additive explanation)analysis for LGBM indicates that temperature is the most influential factor on ***,the proposed ML models can quickly and accurately predict SBS between two layers of asphalt concrete,serving practical applications in flexible pavement structure design.

Rainfall data with an appropriate spatial resolution is a key input to hydrological ***,networks of rain gauges are often sparsely and unevenly distributed in large catchments,especially in developing ***-resolution rainfall datasets,such as the Asian Precipitation Highly Resolved Observational Data Integration Towards Evaluation of Water Resources(APHRODITE),the Climate Forecast System Reanalysis(CFSR),the Climatic Research Unit Time Series(CRUTS),the Global Precipitation Climatology Centre(GPCC)and the Tropical Rainfall Measuring Mission(TRMM),have become available to overcome such *** objective of this study was to evaluate the impacts of four land-based rainfall products(APHRODITE,CFSR,CRU-TS,and GPCC)and a satellite-based rainfall product(TRMM)on streamflow of the upper catchment of Tri An reservoir in Vietnam using the Hydrological Modeling System(HEC-HMS).In addition,the available rain gauges data were used for comparison *** indicates that the TRMM and GPCC data show their best match to rain gauges data in simulating the streamflow in the period 1999–***,the results indicate that the TRMM and GPCC data could be alternative solutions.

In recent years,droughts have strongly affected the Central Highlands of Vietnam and have resulted in crop damage,yield decline,and serious water *** study investigated the livelihood vulnerability of five communities of farmers who are exposed to droughts in one of the more vulnerable regions of Vietnam—Dak Nong Province.A survey of 250 households was conducted in the five communities to collect data on the region’s sociodemographic profile,livelihood systems,social networks,health status,food and water security,drought conditions,and climate *** were aggregated using a livelihood vulnerability index and the IPCC vulnerability *** survey results indicate that Quang Phu community is the most vulnerable of the study’s communities,followed by Nam N’dir,Dak Nang,Duc Xuyen,and Dak D’ro in descending order of *** availability and livelihood strategies are the most important variables in determining the vulnerability of the five surveyed *** order to reduce vulnerability to droughts,water management practices and livelihood diversification in farming and nonfarming activities are recommended for the study area.

The type of technology used to strengthen the surface structure of machine parts,typically by carbon-permeation,has made a great contribution to the mechanical engineering industry because of its outstanding advantages in corrosion resistance and enhanced mechanical and physical ***,carbon permeation is considered as an optimal method of heat treatment through the diffusion of carbon atoms into the surface of alloy *** study presented research results on the thermodynamic calculation and simulation of the carbon permeability *** Fick’s law,the paper calculated the distribution of carbon concentration in the alloy steel after it is absorbed from the surface into the internal of the *** the SYSWELD software,an analysis was performed on the carbon permeability process to determine the distribution of carbon concentrations in 20CrMo steel that was then followed by a detailed analysis of the microstructure of the sample post the carburizing *** to the calculation results,the surface carbon content was 0.9%and steadily decreased into the *** 3 hours,the depth of the absorbent layer was measured at 0.5 mm for both the cylindrical and cubic *** analyzing the phase,the distribution of martensite phases such as ferrite/pearlite and residual austenite was also determined after the carburizing process.
