深圳和香港地区是粤港澳大湾区建设国际科技创新中心和综合性国家科学中心的两个核心引擎,两地优势互补、珠联壁合。深港合作打造世界级“高教-科创-人才”枢纽,有利于建设全球科创高地,推动高质量发展。首先,要发挥香港“超级联系人”作用,依托香港优质高校资源,强化深港两地教育和人才的深度合作与高效协同,形成国际化人才吸附与培养的“磁场效应”,打造世界级优质“高等教育枢纽”;其次,要深化两地科技与金融合作,强化企业在促进深港协同创新中的重要作用,优化“深圳科创+香港创科”的成果转化衔接机制,打造“创投-创新-创业”铁三角,营造具有全球竞争力的创新创业生态和创富环境,形成“创新-创业-创富”的“金三角”;最后,要抓住河套科技创新合作区这个深港“强强联合”的关键着力点,形成“一核多极、多层联动”格局,促进制度型开放和规则衔接,把深港的“制度之异”变成“制度之利”,促进各类先进生产要素向发展新质生产力集聚。

交通运输作为基础产业,对国民经济和社会发展至关重要.改革开放以来,我国交通运输发展迅速,综合交通网络规模不断扩大,网络布局和结构得到改善,设施装备水平较大提高,运输能力显著增强.但从总体上看,交通运输仍然不能适应国民经济和社会发展的需要,"瓶颈"制约尚未完全消除,结构性矛盾仍较突出.根据党的十六大提出的全面建设小康社会总体任务,需要加快建立便捷、通畅、高效、安全的综合运输体系,以最小的资源和环境代价满足经济社会对运输的总需求.为明确我国交通基础设施的发展目标和任务,统筹协调各种运输方式,合理配置和有效利用交通运输资源,发挥综合交通的整体优势,国家发展改革委会同有关部门,组织编制了《综合交通网中长期发展规划》.

Strengthening educational training. The national Develop- ment and Reform Commission （NDRC） has organized five joint training projects between China and German on climate change capability building, and five seminars on compiling provincial greenhouse gas emission lists and low-carbon development, attracting leaders from relevant organizations and professional staff from technology supporting institutions from 24 provinces and cities. The Government Offices Administration of the State Council has organized a range of energy-saving training ses- sions in public institutions for government leaders and university directors. The State Forestry Administration published the high school students＇ textbook Forest Carbon Sink Metering and Climate Change, produced three TV series, Song of the Forest, Dream of the Earth and Forest China, and promoted training on forest carbon sink metering and monitoring.

While addressing a seminar for principal provincial-and ministerial-level leaders on the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee on January 11,2021,General Secretary Xi Jinping stressed that moving faster to foster a new development dynamic dominated by the flows of the domestic economy but in which domestic and international flows are mutually reinforcing is a major strategic task proposed by the CPC Central Committee in its Recommendations for the 14th Five-Year Plan for Economic and Social development that concerns the overall development interests of the *** must acquire an accurate understanding of this task from an overall perspective and actively promote its advancement.
