License Pla.e Detection a.d Recognition (LPDR) is crucia. for Intelligent Tra.sporta.ion Systems (ITS) to ensure tra.fic sa.ety a.d control. LPDR systems a.e widely used in tra.fic monitoring， vehicle sa.ety， Vehicle-to-Vehicle (V2V) communica.ion， a.d reducing tra.fic a.cidents. Modern technologies like a.tonomous driving a.d tra.fic optimiza.ion require secured V2V communica.ion. Vehicles ca. use the LPDR system to identify nea.by vehicles to communica.e sa.ely. With the expa.sion of a.plica.ions in da.ly life， LPDR is fa.ing ma.y cha.lenges. From the simple sta.ic ca.era.used a. the pa.king lot entra.ce， the LPDR systems a.e currently used for dyna.ic recognition of vehicle License Pla.es (LPs)， which is very difficult due to ca.era.movement， ca.era.a.gle， a.d dista.ce from the vehicles. Recognizing LPs from different countries using a.single a.gorithm is cha.lenging since different na.ions use different cha.a.ters， a.d LPs comprise multiple lines. For insta.ce， a.a.ic cha.a.ters could be more cha.lenging to recognize. This a.ticle provides a.performa.ce compa.ison of severa. rea.-time tested a.d simula.ing LPDR methods. a. idea. LPDR system must elimina.e the cha.lenges a.ising from new a.plica.ions. The LPDR system needs to be designed to work a.cura.ely on sta.ic/dyna.ic conditions to develop V2V communica.ion. By ca.egorizing existing well-known LPDR a.proa.hes into conventiona. a.d ma.hine lea.ning techniques， this review tried to cla.ify the importa.ce of ea.h type of method.
