中企对外投资项目的风险管理研究——以也门巴吉尔水泥厂项目为例

现阶段,EPC(Engineering Procurement Construction)项目模式是中国企业在海外承包工程市场投资的主要模式之一。和传统项目模式相比,EPC项目是具有很多有点的,例如,其由总承包商一家企业执行进行设计、采购和施工,由总包方一家企业执行,会使得项目的工期把控严格,从而保障业主尽快地纪念性项目的运营,因此,现在很多海外承包工程项目选用此种模式;此外,EPC项目的风险分担主要集中在总承包商身上,业主的风险责任较小,这样一来总承包企业的风险压力就变得很大。中资企业投资也门的巴吉尔水泥厂项目就是EPC模式。EPC海外投资模式即具有其项目模式自身的较高的风险,还面临较大的来自海外市场的风险。本文首先通过理论分析与实证分析相结合的方法,梳理和评价了中国企业投资海外承包工程市场风险管理的相关研究综述,对中国企业投资也门承包工程市场现状与模式进行分析,探讨也门巴吉尔EPC水泥厂的投资案例的发展概况,然后;以EPC模式和风险管理理论为基础,对中国企业投资也门巴吉尔EPC水泥厂各个阶段投资风险进行识别与评估;最后运用层次分析法,针对投资也门巴吉尔EPC水泥厂的风险进行分析,从风险规避以及风险转移两个不同视角出发,提出也门巴吉尔水泥厂EPC风险管理的对策建议。本文的研究结论是也门承包工程市场的潜在风险因素包括政治风险、法律风险、国家风险、社会风险市场风险、国家风险、金融风险等多方面。巴吉尔水泥厂项目面临的国家风险是无法的,在国家可接受的范围之内,可在投资收益率的设定上面确相关风险内容;保险、项目风险则可通过合同,套期保值等手段进行风险的转移与规避。

Microbial fuel cells(MFCs)are bio-electrochemical systems that can directly convert the chemical energy contained in an effluent into bioelectricity by the action of *** performance of these devices is heavily impacted by the choice of the material that forms the *** work focuses on the assessment of ferroelectric and photocatalytic materials as a new class of non-precious catalysts for MFC cathode construction.A series of cathodes based on mixed oxide solid solution of LiTaO_3with WO_3formulated as Li_(1-x)Ta_(1-x)W_xO_3(x=0,0.10,0.20 and0.25),were prepared and investigated in *** catalyst phases were synthesized,identified and characterized by DRX,PSD,MET and UV–Vis absorption *** cathodes were tested as photoelectrocatalysts in the presence and in the absence of visible light in devices fed with industrial *** results revealed that the catalytic activity of the cathodes strongly depends on the ratio of substitution of W^(6+)in the LiTaO_*** maximum power densities generated by the MFC working with this series of cathodes increased from60.45 mW·m^(-3)for x=0.00(LiTaO_3)to 107.2 mW·m^(-3)for x=0.10,showing that insertion of W^(6+)in the tantalate matrix can improve the photocatalytic activity of this ***,MFCs operating under optimal conditions were capable of reducing the load of chemical oxygen demand by 79%(COD_(initial)=1030 mg·L^(-1)).

＜正＞ We consider the problem of time-frequency analysis of nonstationary signals. Instead of the usual one-sided linear prediction （OSP）, we propose to use the so called two-sided linear prediction （TSP） approach. In the TSP, the signal is modeled as a linear combination of its past and future values. The vector of prediction coefficients is estimated adaptively using an algorithm based on the least mean square, noisy gradient technique. Numerical examples show that TSP requires a smaller order than OSP to achieve better resolution, and consequently is computationally efficient.

In this study, a new composite ceramic material using a red clay matrix with different amount of clinker from the cement industry has been developed. The aim is to valorize some natural resources such as red clay and sub-products from the cement industry as clinker in order to develop new materials for industrial and/or catalytic uses. Raw materials were grounded in order to reduce the particle size and obtain a homogeneous slip. The samples were mixed and compressed into pellets and undergo a heat treatment up to 1100℃. Geotechnical characterization has been carried out. Firing proprieties (shrinkage, water absorption, and mechanical resistance to the inflection) were measured. The composition of the ceramic material was investigated by X-ray diffraction, XRF, SEM and EDS methods. The incorporation of clinker in the ceramic composite material up to 50 wt% exhibits good behaviors (physical and mechanical proprieties) and can be used as a ceramic product.

The recent advances in integrated circuit technologies, microprocessor hardware, wireless communications, embedded systems and technologies as well as the emergence of Ad-hoc networking, made up the concept of wireless sensor networks. Regarding the nature of sensors and the nature of the environment of deployment sensor networks are exposed to many attacks more than any other networks, therefore new strategies and protocols of security must be defined for these networks taking into consideration the characteristics of sensors as well as the architecture of the network. In this paper we propose a lightweight implementation of public key infrastructure called cluster based public infrastructure (CBPKI), CBPKI is based on the security and the authenticity of the base station for executing a set of handshakes intended to establish session keys between the base station and sensors over the network used for ensuring data confidentiality and integrity.

In this paper we present a multi-optimization technique based on genetic algorithms to search optimal cuttings parameters such as cutting depth, feed rate and cutting speed of multi-pass turning processes. Tow objective functions are simultaneously optimized under a set of practical of machining constraints, the first objective function is cutting cost and the second one is the used tool life time. The proposed model deals multi-pass turning processes where the cutting operations are divided into multi-pass rough machining and finish machining. Results obtained from Genetic Algorithms method are presented in Pareto frontier graphic;this technique helps us in decision making process. An example is presented to illustrate the procedure of this technique.

In Arabidopsis thaliana,canonical auxin-dependent gene regulation is mediated by 23 transcription factors from the AUXIN RESPONSE FACTOR(ARF)family that interact with auxin/indole acetic acid repressors(Aux/IAAs),which themselves form co-receptor complexes with one of six TRANSPORT INHIBITOR*!/AUXIN-SIGNALLING F-BOX(TIR1/AFB)*** combinations of co-receptors drive specific sensing outputs,allowing auxin to control a myriad of ***6 and ARF8 are positive regulators of adventitious root initiation upstream of jasmonate,but the exact auxin co-receptor complexes controlling the transcriptional activity of these proteins has remained ***,using loss-of-function mutants we show that three Aux/IAA genes,IAA6,IAA9,and IAA17,act additively in the control of adventitious root(AR)*** three IAA proteins interact with ARF6 and/or ARF8 and likely repress their activity in AR *** show that TIR1 and AFB2 are positive regulators of AR formation and TIR1 plays a dual role in the control of jasmonic acid(JA)biosynthesis and conjugation,as several JA biosynthesis genes are up-regulated in the tir1-1 *** results lead us to propose that in the presence of auxin,TIR1 and AFB2 form specific sensing complexes with IAA6,IAA9,and/or IAA17 to modulate JA homeostasis and control AR initiation.

Today, in the modern era, and under the pressure of rapid development around the kingdom regions, electric utilities are confronted with a myriad of challenges that include aging infrastructure, enhanced expectation of reliability, reduced cost, and coping effectively with uncertainties and changing regulation requirements. Indeed, for distribution systems, HV/MV substations represent a complex and critical physical asset that requires a careful evaluation of their maintenance practices aiming at more cost-effective tasks. The first concern of the electric power distribution company in Morocco is the optimization of the distribution network maintenance scheduling, to minimize system operating costs and ensure that the system is running most economically. There is significant pressure on power providers for greater system reliability and improvement of customer satisfaction, while similar emphasis is placed on cost reduction. These cost reductions focus on reducing operating and maintenance expenses, and minimizing investments in new plants and equipment. However, the present of the electricity distribution, influenced by a number of technical restrictions and strict regulatory requirements to meet, leads distribution utilities to search new ways of optimizing the maintenance management, make an effort to maximize profit by reducing their electricity supply and operation costs while maintaining their reliability, developing more effective activities, with lower costs. Furthermore, maximal HV/MV substation asset value and minimal maintenance cost are typical economic objectives of the electric utilities. The optimization of maintenance is one possible technique to reduce maintenance costs while improving reliability and utilities need to implement new strategies for more effective maintenance techniques and Asset Management (AM) methods programs to manage inspections and maintenance activities in order to control HV/MV substation equipment conditions. The study has for objective the determination of the efficiency of the aqueous extracts from seeds of Peganum harmala L. on the mortality of the larvas of 5th stage and on the fertility of the female adults of Locusta migratoria cinerascens. For that purpose, a breeding of to custs was realized in th e conditions of labor atories. At hatching, the larvae are fed daily basis lawn Stenotaphrum americanum and a pro tein supplement of wheat b ran. The extraction of the aqueous extract of the seeds of P. harmala is done after maceration in the ethanol, under magnetic stirring using a rotavapor. To determine larval mortality L5, two modes of treatment have been made, one by contact and another by ingestion, using for both treatment 4 doses in a geometric progression, 0.03 mg/mL, 0.06 mg/mL, 0.12 mg/mL and 24 mg/mL. The results showed that the mortality for the doses of 0.12 mg/mL and 0.24 mg/mL, reaches respectively 40% and 60% on the 3rd day, as well for the treatment by contact as by ingestion. But the LD50 for ingestion treatment is lower. It is 0.19 mg/mL contrary to that of the contact treatment （0.19 mg/mL）. The larvae that survived the treatment by ingestion, have suffered morphological changes as well as physiological which consist of a deformation of the wings, delayed of the larval molt, of 6 day s, b locking the fledg ing, the change of the pigmentation as well as an extension of the preoviposition. Fertility was also affected and females lay only twice, a small number of eggs, unlike untreated females which come to lay 3 times with an average of 62.7 eggs/female at first spawning against 50 eggs for the females treated.
