The Mexican Environmental Flow Standard:Scope,Application and Implementation

With the implementation of the Official Mexican Standard NOM-011-CONAGUA-2000 [1], the water balance of 730 basins has been calculated and its water availability agreement is published. This rule points out to allocate water for the environment only as an annual volume since methods for estimating environmental flows were not standardized in the country. For this reason, The Water Agency (CONAGUA) issued the standard NMX-AA-159-SCFI-2012 [2], to assess environmental flows needed both, at the strategic level in Integrated Water Resources Management (IWRM), or as part of the Environmental Impact Assessment (EIA) of large hydraulic projects. For over ten years, this standard was developed and finally published in September 2012 [3]. It explains different methods from hydrological to holistic approaches, with examples for the country. Its application will cover the urgent need to preserve water for ecosystems in watersheds with high ecological importance and low stress for water use. In this paper, an analysis of the environmental flow standard and examples of the suggested hydrological methods are presented. For its implementation, some steps are taking place, mainly establishing environmental water reserves and building capacities. In addition, environmental allocations are becoming a common practice for all water projects, as well as setting limits to hydrological alterations by hydroelectric dams. The standard promotes the use of technical integration tools to analyze the responses of ecosystems to changes in the flow regime and adaptive management under different scenarios of water use. Although the main steps have been taken, its implementation as mandatory rule will take time.

Environmental Approaches during Planning and Construction Stages of Hydropower Projects in Mexico

During the Environmental Impact Assessment procedure (EIA) for hydropower projects, apart from the compliance with environmental standards and regulations, important environmental and ecosystem changes are foreseen from planning and construction stages. In Mexico, the EIA and environmental standards are being systematically applied and fulfilled at planning and construction stages for hydropower projects. These are mainly related to control air emissions, solid and hazardous wastes, water discharges and deal with protected species. In addition, due to land use changes, forestry compensation procedures have already been established. To comply with project approval conditions, an Environmental Management Plan (EMP) is carried out during construction;it includes mitigation measures, standards, regulations and approval conditions resulting of project review and in some cases requests from the public audience. Monitoring is carried out in the area of influence that is in the works and where it is expected that natural processes are modified. However, indicators to track these changes are minimal. This paper analyzes the regulatory and organizational frameworks to address environmental management during the planning and construction of hydropower facilities in Mexico and gives recommendations to expand the scope of the supervision and management of ecosystem changes.

Low pressure plasma polymer films were synthesized using pyrrole and allylamine monomers and adding iodine was used(or not)for the reaction in both *** were polymerized on glass substrates under the same reaction *** of allylamine was also studied at different operating *** thin polymer films were used as culture surfaces for HepG2 cells,a cell line derived from a human *** proliferation,differentiation and two-dimensional propagation until obtaining monolayer of the cells was studied on the different synthetized films and correlations were established between the conditions of synthesis,the physicochemical characteristics obtained and the performance as substrates for the cellular growth.

Activation of stress-response genes by retrograde signaling-mediated destabilization of nuclear importin IMPα-9 and its interactor TPR2

Influence of in vitro capacitation time on structural and functional human sperm parameters

A cascade of dramatic physiological events is linked to the sperm acrosome reaction and binding to the oocyte's zona pellucida during human sperm ***,structural and functional sperm changes during capacitation currently remain poorly ***,we performed a multibiomarker approach based on the utilization of sperm concentration,motility,viability,morphology,acrosome reaction,tyrosine phosphorylation,DNA fragmentation,and lectin-binding sites to analyze the impact caused by swim-up selection times(uncapacitated,1 h capacitated,and 4 h capacitated)on sperm function and structure in normozoospermic *** found that a 4 h swim-up capacitation increased sperm quality,because a large number of cells with normal morphology and lower DNA fragmentation rates were ***,the long-term capacitation induced a higher percentage of cells with tyrosine phosphorylation of the principal piece as well as a redistribution of lectin-binding ***,the multivariate biomarkers analyzed showed a less variable distribution on spermatozoa recovered after 4 h capacitation than that with the shorter capacitation *** findings stress the importance of capacitation time as a relevant factor in sperm quality with potential biological reproductive implications both for basic research and in assisted reproduction techniques.

Optimal Coordinated Operation of Distributed Static Series Compensators for Wide-area Network Congestion Relief

Relieving network congestions is a critical goal for the safe and flexible operation of modern power systems, especially in the presence of intermittent renewables or distributed generation. This paper deals with the real-time coordinated operation of distributed static series compensators(DSSCs) to remove network congestions by suitable modifications of the branch reactance. Several objective functions are considered and discussed to minimize the number of the devices involved in the control actions, the total losses or the total reactive power exchanged, leading to a non-convex mixed-integer non-linear programming problem. Then, a heuristic methodology combining the solution of a regular NLP with k-means clustering algorithm is proposed to get rid of the binary variables, in an attempt to reduce the computational cost. The proposed coordinated operation strategy of the DSSCs is tested on several benchmark systems, providing feasible and sufficiently optimal solutions in a reasonable time frame for practical systems.

CXCR4+ and SDF-1+ Bone Marrow Cells Are Mobilized into the Blood Stream in Acute Myocardial Infarction and Acute Ischemia

Cell therapy has shown beneficial effects on ventricular function and tissue regeneration in patients with acute and chronic myocardial infarction, although with diverse grades of variability in the results, possibly by proportion, subtype and cell cycle status. Objective: Identify and phenotypically characterize, via CXCR4 and SDF-1 expression, the bone marrow cell subpopulations that are mobilized into the bloodstream in patients with Acute Myocardial Infarction (AMI) and Acute Ischemia (AI) such as acute angina and Chronic Ischemia (CI) such as chronic stable angina, and also determine the cell cycle status of these cells. Method: Patients with AMI and AI were recruited in the ICCU, and patients with CI in the departments of cardiology and cardiovascular surgery. The quantification of cellular subpopulations was made by cytofluorometry with a FACS caliburcyto fluorometry (Becton Dickinson) with specific FITC-labeled anti human monoclonal antibodies against CD34, CD133, CD117, CD48, CXCR4, SDF-1 and Ki67 (Becton Dickinson). Serum concentration of IL-6 and IL-8 were determined by a sequential solid phase chemiluminescent assay performed in a SIEMENS IMMULITE 1000 Analyzer. Statistical analysis was made with the SPSS version 20.0 for Windows. A p value 3/ml) than that in AI (9.2 ± 1.3 × 103/ml) and CI (6.6 ± 1.1 × 103/ml) patients (p p = 0.22 to 0.39), but interestingly in AMI and AI patients, cells were CXCR4+ in almost half of these mobilized cells, although the proportion was significantly higher in AMI patients (46.8% ± 7.1% to 55.7% ± 6.3% vs 23% ± 1.6% to 28.4% ± 2.1%, p = 0.03 to 0.05). A similar behavior was observed with the Ki67 antibody (29.9% ± 2.1% to 36.1% ± 6.3% vs 10% ± 1.2% to 24% ± 1.1%, p = 0.001 to 0.05). Bivariate analysis of the results showed a significant correlation of the cell proportion in AMI but not in AI and CI patients (p = 0.001 to 0.05;0.12 to 0.87 and 0.17 to 0.92 respectively). Sequential tumor-directed and lobar radioembolization before major hepatectomy for hepatocellular carcinoma

Preoperative radioembolization may improve the resectability of liver tumor by inducing tumor shrinkage, atrophy of the embolized liver and compensatory hypertrophy of non-embolized liver. We describe the case of a cirrhotic Child-Pugh A patient with a segment Ⅳ hepatocellular carcinoma requiring a left hepatectomy. Preoperative angiography demonstrated 2 separated left hepatic arteries, for segment Ⅳ and segments Ⅱ-Ⅲ. This anatomic variant allowed sequential radioembolizations, delivering high-dose ^(90)Yttrium(160 Gy) to the tumor, followed 28 d later by lower dose(120 Gy) to segments Ⅱ-Ⅲ. After 3 mo, significant tumor response and atrophy of the future resected liver were obtained, allowing uneventful left hepatectomy. This case illustrates that, when anatomic disposition permits it, sequential radioembolizations, delivering different ^(90)Yttrium doses to the tumor and the future resected liver, could represent a new strategy to prepare major hepatectomy in cirrhotic patients, allowing optimal tumoricidal effect while reducing the toxicity of the global procedure.
