Getting the right people in the right place at the right time has always been a major organizational challenge. In ancient times this process seems to have been accomplished based on the scheme of arrangements being contained in the leader＇s mind and instructions communicated verbally. Modem approaches to solving the twin challenges of first thinking through the ＇plan＇ and then communicating the plan to the people who need to do ＇the right work, at the right time, in the right place＇ use sophisticated graphics, charts, diagrams, and computa- tions. This paper traces the development of the concepts most project managers take for granted including bar charts and critical path schedules from their origins （which are far earlier than most people think） through to the modem day. The first section of the paper looks at the development of concepts that allow the visualization of time and other data. The second looks at the shift from static representations to dynamic modeling through the emergence of computers, dynamic calculations and integrated data from the 1950s to the present time.

This paper reports on the assessment of the quality and quantity of castor oil from castor seeds collected from different regions in Tanzania. The castor seeds from Arusha, Dar es Salaam, Dodoma, Iringa, Kagera and Morogoro regions in Tanzania were extracted by Soxhlet method using n-hexane and the oil yields were determined. The yields were 52.78%, 49.95%, 47.89%, 44.23%, 43.71% and 43.69% for Dodoma, Arusha, Iringa, Morogoro, Kagera and Dar es Salaam respectively. The physico-chemical parameters that were determined were refractive index (1.468 - 1.473), pH 5.7- 6.3, viscosity (0.943 - 0.954), specific gravity (165.50 - 187.46 mg KOH/g Oil), saponification value (76.68 - 80 mg KOH/g Oil), iodine value (76.68 - 80.12 g I2/100 g Oil), acid value (0.44 - 1.97 mg NaOH/g Oil), free fatty acid (0.22 - 0.99) and peroxide value (10.79 - 13.73). Fatty acid profile of castor oil was analysed using Shimadzu GCMS and ricinoleic acid ranged from 83.5% to 92.3% of the total fatty acids in the castor oils.

Objective:To evaluate hepatitis B virus(HBV)vaccine coverage and its associated factors among health science students in ***:This cross-sectional study involving 459 health science students at Tra Vinh University was conducted between April and June *** were collected using a structured questionnaire with items on sociodemographic characteristics,knowledge and attitude about HBV,and vaccination status.A multivariable logistic regression model was used to explore the factors associated with vaccination ***:The majority of participants were female(65.8%)and enrolled at the medical school(56.2%).A total of 30.3%participants received the full dose of the HBV *** percentages of participants with sufficient knowledge and positive attitudes toward HBV infection were 75.2%and 43.4%,*** was 11.8 times higher in sixth-year medical students than any healthcare student in their first-year[adjusted odds ratio(aOR)11.8,95%CI 3.1-45.1,P<0.001],and the coverage was also significant higher in those who had sufficient knowledge(aOR 2.0,95%CI 1.1-3.9,P<0.05)and positive attitudes(aOR 3.0,95%CI 1.9-4.8,P<0.05)than in their ***:The majority of students were not fully vaccinated against HBV,indicating they were vulnerable to the *** and authorities should reinforce health education messages aimed at encouraging all students to get vaccinated with the HBV vaccine,enhance their awareness and knowledge of HBV,and improve attitudes toward HBV infection prevention.

Introduction: Surgical problems are of much disturbance to the world and should therefore be given serious attention. The prevalence of these surgical problems, has made plastic surgery become a broadly relevant and acceptable way for addressing problems like injuries, congenital anomalies, surgical infections and malignancies among others. Aim: This study is to quantify and characterize surgical procedures done in the plastic surgery theatre located in the new Accident and Emergency (A & E) Building of KATH. Materials and Methods: Data were obtained from the Operation Register/Theatre Books in the plastic surgery theatre at the A & E Centre on cases operated on from October 1, 2009 to September 30, 2012. Data entry, presentation and analysis were done using Statistical Package for the Social Sciences (SPSS) 20.0 version. Results: Adults formed the majority of patients who sought for plastic surgery with a percentage of 70.3%. The male patients also outnumbered the females recording (61.5%) out of the total number of patients. Most of the cases recorded were acquired cases (93.2%). Reconstructive surgery was the commonest operation performed (30%);in 53.8% cases general anaesthesia was used. Conclusion: Among all the procedures used reconstructive surgery was the commonest surgery performed in the unit and general anaesthesia was the most type of anaesthesia used for the operations.

The results of the investigation of the magnetic and structural properties of the alloy system Fe0.75–xSi0.25Sbx, where x = 0, 0.05, 0.1, 0.15, 0.2, and 0.25 synthesized by mechanical alloying followed by heat treatment are described. The x-ray diffraction reveals that all samples crystallize in the DO3-type cubic phase structure. Substituting Fe by Sb led to a decrease in the lattice constant and the unit cell volume. The magnetic properties are investigated by vibrating sample magnetometer and show that all the samples are ferromagnetically ordered at room temperature. The Curie temperature is found to decrease linearly from (850 ± 5) K for the parent alloy to (620 ± 5) K for the alloyith x = 0.25. The saturation magnetizations at room temperature and at 100 K are found to decrease with increasing the antimony concentration. The above results indicate that Sb dissolves in the cubic structure of this alloy system.

A grid connected microgrid connects to the grid at a point of common coupling. Due to the great inertia of the grid which accelerates and decelerates the generator when its frequency tends to deviate, the grid connected microgrid operates at a frequency of the infinity bus. Frequency instability is one of the major challenges facing the grid connected microgrid during islanding. The power demand variation causes the variation in rotor speed, resulting to frequency deviation. Frequency can be brought back to standard by varying the power generation to match with the varying load. The performance of the frequency stability control system at Mwenga hydroelectric microgrid has been studied. Through site visitation, the power demand and generation status data were collected and analysed for model preparation. The results of the study indicate that, during islanding, the Mwenga rural electrification project is observed to be subjected to power imbalance which leads to frequency instability. Although the frequency control system tries to keep the system at a nominal frequency by maintaining the continuous balance between generation and varying load demand, however the system still operates with large magnitude of overshoot, undershoot and longer settling time.

随着“一带一路”的不断推进,越来越多的国家将汉语纳入了本国国民教育体系。目前希望将汉语纳入本国国民教育体系的国家共75个,其中有13个都是非洲国家。布隆迪坐落于非洲中部,通过布隆迪大学孔子学院在各地大中小学进行汉语教学工作。通过调查问卷和访谈了解到只有少数学校将汉语课程设置为了必修课,而大部分学校将其设置为选修课。除此之外,汉语纳入布隆迪国民教育体系中尚存在着诸多问题,如,将汉语纳入布隆迪国民教育体系的进度不一,布隆迪缺乏当地化的教学资源,教学方法不适应当地教学模式。本研究通过调查布隆迪大学孔子学院的总体教学情况,总结了存在的问题,并提出了建议与对策,以求对未来布隆迪的汉语教学工作提出建议:1、对布隆迪政府:布隆迪政府可与孔子学院开展合作,制定相关法律,以统一布隆迪所有公立和私立学校的汉语教学政策;2、对中外语言交流合作中心(原国家汉办/孔子学院总部):汉语教学要满足布隆迪的当地化需求,使其融入当地教育体系;3、对中国政府:进一步加强与布隆迪的经济合作,有利于提升当地汉语需求,进而提高学习者的汉语接受度,提升汉语学习实用性。

Analysis of Employees’ Professional Development in a Forensic Science Laboratory as a Route towards Organizational Competitiveness

This study was conducted to analyze the competitiveness of a Forensic Science Laboratory (FSL) based on employees’ professional development and diversification into different professions. The FSL is the sole Government Laboratory?in Tanzania which serves the police force, judiciary system and the public?prosecution. A sample of 88 current employees of different professions (53 chemists, 26 technologists and 9 accountants) was used. The data was collected from the?year 2000 to 2015. Mathematical expressions were developed to quantifystagnation and total service time at specific development levels based on which?new?indices (professional development index, PDI;leadership competency index, LCI;and succession index, SI) were developed. The number of employees for support cadres was observed to increase faster in the last 5 years from 34.3% in?2009/2010 to 57.1% in 2014/2015, compared to chemists and technologists.?The?staff-to-line ratio (SLR) has been increasing since 2000, reaching above 0.8?from 2013 to 2015 indicating that the FSL was undergoing diversification and division of labor. The FSL workforce comprised of mainly semi-skilled employees. Promotions have played a big role in employees’ professional development. In some cases employees were promoted to higher level before 3 years stipulated?by public service regulations, regarded as breach of procedures. However,?high?stagnation of employees at specific ranks was observed (up to 9 - 10 years) which causes frustrations, lost morale and engagement. Results indicated that most?of the service years are served in ranks A and B. Indices developed in thisstudy?form a baseline data for strategic analysis of FSL competitiveness in the future?and allow for proper human resource planning. Highest values of LCI and PDI were observed for chemists. Technologists in the FSL show higher succession index compared to chemists and accountants.
