After the creation of the Law 9.394/96, which established the bases of Brazilian education, it is noted that government policies initiated at Fernando Henrique Cardoso （FHC） government reinforced the education decentralization process, combining higher education reform with state reform ruled by neoliberal policies. The literature about Higher Education contemporary problems points to three central themes： access to higher education, academic organization, and public universities privatization. Therefore, it is important to analyze the public space of relationship between state and civil society constituted for making decisions in this area because its deliberations directly affect public policy development. This paper aims to examine the capacity of Higher Education Chamber （CES） of the National Education Council （CNE） to consolidate civil society participation in decision-making issues concerning Higher Education in the period that includes 1997-2002, The CNE was selected because it is the highest forum for participation： it discusses the problems involved in national education, especially in higher education, whose decisions are taken by CES. The period 1997-2002 was defined because it is the period of President FHC government, after the creation of Law 9.394/96. The official documents and Council documents analysis showed that this public space consolidates the participation because there is an educational process of recognition of civil society issues, although there are restrictions imposed by the government.

Ionic clays,formed by the natural weathering of REE-bearing minerals and the adsorption of the resulting liberated REE ions onto the clay surface,are an important resource for critical rare earth elements(REEs).Here,a two-step desorption process using ammonium sulfate with active pH adjustment using sulfuric acid was developed to extract REEs from a South American *** desorption process was optimized using response surface methodology approach and the optimum operating conditions were determined to be 0.15 mol/L ammonium sulfate,pH 3,liquid to solid ratio of 3/1,and 25℃ with20 min residence *** is shown that this ionic clay is significantly different from previously reported clays,e.g.,from southern China,as it consists of three modes of REEs,including ion-exchanged REEs physically adsorbed on the clay surface,hydrolyzed REEs chemically adsorbed on the clay surface,and mineralized(non-desorbable) REEs within the *** investigations through progressive acidification during desorption and adsorption isotherms show that REE desorption/adsorption occurs due to the combined action of physical ion exchange adsorption and surface complexation chemical adsorption,with their relative importance depending on the pH of the system and the amount of sulfate anions present within the *** work supports overall efforts to utilize ionic clays as a relatively new resource for REEs to empower the development and adoption of modern green technologies such as wind turbines and electric vehicles.

Inverse oxide/metal model systems are frequently used to investigate catalytic structure-function relationships at an atomic *** means of a novel atomic layer deposition process,growth of single-site Fe_(1)O_(x) on a Pt(111)single crystal surface was achieved,as confirmed by scanning tunneling microscopy(STM).The redox properties of the catalyst were characterized by synchrotron radiation based ambient pressure X-ray photoelectron spectroscopy(AP-XPS).After calcination treatment at 373 K in 1 mbar O_(2).the chemical state of the catalyst was determined as Fe^(3+).Reduction in 1 mbar H_(2) at 373 K demonstrates a facile reduction to Fe2+and complete hydroxylation at significantly lower temperatures than what has been reported for iron oxide *** reaction conditions relevant for preferential oxidation of CO in H_(2)(PROX),the catalyst exhibits a Fe3+state(ferric hydroxide)at 298 K while re-oxidation of iron oxide clusters does not occur under the same *** oxidation proceeds on the single-site Fei(OH)3 through a mechanism including the loss of hydroxyl groups in the temperature range of 373 to 473 K,but no reaction is observed on iron oxide *** results highlight the high flexibility of the single iron atom catalyst in switching oxidation states,not observed for iron oxide nanoparticles under similar reaction conditions,which may indicate a higher intrinsic activity of such single interfacial sites than the conventional metal-oxide *** summary,our findings of the redox properties on inverse single-site iron oxide model catalyst may provide new insights into applied Fe-Pt catalysis.

This paper presents study of the effects of urban morphology changes on ventilation dynamics through a comparative study between blocks of Copacabana and Ipanema neighborhoods, located in Rio de Janciro City, Brazil. The study was developed with the aid of experimental simulations in a wind tunnel, taking into account the urban morphology and its relations to open spaces. A diagnosis was produced through the exam of the wind effects in relation to the volume of built and non-built spaces. The effects were classified as positive or negative, in relation to the tropical climate. At first, both blocks studied, one in Ipanema and one in Copacabana, were selected according to common characteristics, which establish a relation between the two regions, such as the distance to the beach and the presence of a public square. The results confirmed our expectations showing Ipanema as a more ventilated area.

IEEE 802.11ah is a new Wi-Fi standard for sub-1Ghz communications,aiming to address the challenges of the Internet of Things(IoT).Significant changes in the legacy 802.11 standards have been proposed to improve the network performance in high contention scenarios,the most important of which is the Restricted Access Window(RAW)*** mechanism promises to increase the throughput and energy efficiency by dividing stations into different *** this scheme,only the stations belonging to the same group may access the channel,which reduces the collision probability in dense ***,the standard does not define the RAW grouping *** this paper,we develop a new mathematical model based on the renewal theory,which allows for tracking the number of transmissions within the limited RAW slot contention period defined by the *** then analyze and evaluate the performance of RAW *** also introduce a grouping scheme to organize the stations and channel access time into different groups within the ***,we propose an algorithm to derive the RAW configuration parameters of a throughput maximizing grouping *** additionally explore the impact of channel errors on the contention within the time-limited RAW slot and the overall RAW optimal *** presented analytical framework can be applied to many other Wi-Fi standards that integrate periodic channel *** simulations using the MATLAB software validate the analytical model and prove the effectiveness of the proposed RAW configuration scheme.

The pressure versus temperature phase diagram of a shoulder-like potential is exactly computed in one system of particles interacting through a multiscale dimension. The N-shoulder potential exhibits N density anomaly regions in the phase diagram if the length scales can be connected by a convex curve The result is analyzed in terms of the convexity of the Gibbs free energy.

The application of digital technologies has greatly improved the efficiency of cultural heritage documentation and the diversity of heritage *** the adequate incorporation of cultural,intangible,sensory or experimental elements of local heritage in the process of digital documentation,and the deepening of local community engagement,remain important issues in cultural heritage *** paper examines the heritage landscape of tunpu people within the context of digital conservation efforts in China and the emergence of emotions studies as an evaluative *** a range of data from the Ming-era village of Baojiatun in Guizhou Province,this paper tests an exploratory emotions-based approach and methodology,revealing shifting interpersonal relationships,experiential and praxiological engagement with the landscape,and emotional registers within tunpu culture and heritage *** analysis articulates distinctive asset of emotional value at various scales and suggests that such approaches,applied within digital documentation contexts,can help researchers to identify multi-level heritage landscape values and their *** methodology can provide more complete and dynamic inventories to guide digital survey and representation;and the emotions-based approach also supports the integration of disparate heritage aspects in a holistic understanding of the living ***,the incorporation of community participation in the process of digital survey breaks down boundaries between experts and communities and leads to more culturally appropriate heritage records and representations.

Road safety modeling is a valuable strategy for promoting safe mobility,enabling the development of crash prediction models(CPM)and the investigation of factors contributing to crash *** modeling has traditionally used statistical techniques despite acknowledging the limitations of this kind of approach(specific assumptions and prior definition of the link functions),which provides an opportunity to explore alternatives such as the use of machine learning(ML)*** study reviews papers that used ML techniques for the development of CPM.A systematic literature review protocol was conducted,that resulted in the analysis of papers and their *** types of models were identified:crash frequency,crash classification by severity,and crash frequency and *** first is a regression problem,the second,a classificatory one and the third can be approached either as a combination of the preceding two or as a regression model for the expected number of crashes by severity *** main groups of techniques used for these purposes are nearest neighbor classification,decision trees,evolutionary algorithms,support-vector machine,and artificial neural *** last one is used in many kinds of approaches given the ability to deal with both regression and classification problems,and also multivariate response *** paper also presents the main performance metrics used to evaluate the models and compares the results,showing the clear superiority of the ML-based models over the statistical *** addition,it identifies the main explanatory variables used in the models,which shows the predominance of road-environmental aspects as the most important factors contributing to crash *** review fulfilled its objective,identifying the various approaches and the main research characteristics,limitations,and opportunities,and also highlighting the potential of the usage of ML in crash analyses.

Successful wound healing is a process that has three overlying phases:inflammatory,proliferative and *** wounds are characterized by a perpetuated inflammation that inhibits the proliferative and remodeling phases and impairs the wound *** are key modulators of the wound healing ***,they are responsible for the wound cleaning and for the phagocytosis of pathogens and afterwards they lead to the resolution of the inflammatory response and they express growth factors important for angiogenesis and cytokines and growth factors needed for cell proliferation and deposition of extracellular *** phenotype of the macrophage changes gradually throughout the healing process from the initial M1 pro-inflammatory phenotype characteristic of the acute response to the M2 pro-regenerative phenotype that allows an accurate tissue *** chronic wounds,M1 pro-inflammatory macrophages persist and impair tissue *** such,immunomodulatory biomaterials arise as promising solutions to accelerate the wound healing *** this review,we discuss the importance of macrophages and their polarization throughout the different phases of wound healing;macrophage dysfunction in chronic wounds and the use of immunomodulatory biomaterials to overcome the critical problem of chronic wounds-the continued inflammatory phase that impairs healing.
