Impact of macro-fiscal determinants on health financing:empirical evidence from low-and middle-income countries

Background:Health financing is a major challenge in low-and middle-income counties(LMICs)for achieving Universal Health Coverage(UHC).Past studies have argued that the budgetary allocation on health financing depends on macrofiscal policies of an economy such as sustained economic growth and higher revenue *** the global financial crisis of late 2008 observed a shortage of financial resources in richer countries and adversely affected the health ***,this study has examined the impact of macro-fiscal policies on health financing by adopting socioeconomic factors in 85 LMICs for the period 2000 to ***:The study has employed the panel System Generalized Method of Moment model that captures the endogeneity problem in the regression estimation by adopting appropriate instrumental ***:The elasticity of public health expenditure(PHE)with respect to macro-fiscal factors varies across *** revenue shows a positive and statistically significant relationship with PHE in full sample,pre-global financial crisis,middle-income,and coefficient value varies from 0.040 to 0.141%.Fiscal deficit and debt services payment shows a negative effect on PHE in full sample,as well as sub-samples and coefficient value,varies from 0.001 to 0.032%.Aging and per capita income show an expected positive relationship with PHE in LIMI ***:Favorable macro-fiscal policies would necessarily raise finance for the health sector development but the prioritization of health budget allocation during the crisis period depends on the nature of tax revenue mobilization and demand for health ***,the generation of health-specific revenues and effective usage of health budget would probably accelerate the progress towards the achievement of UHC.

Does disability increase households’health financial risk:evidence from the Uganda demographic and health survey

Background:In the last few years,there has been a worldwide commitment to protect the vulnerable individuals from higher financial risk through out-of-pocket(OOP)health *** study examines the influence of disability and socio-demographic factors on households’health financial risks in ***:We used nationally representative cross-sectional data from the Uganda Demographic and Health Survey(UDHS)collected in 2016 by the Uganda Bureau of Statistics(UBOS)in *** measured financial risk(households’health expenditure)by money paid for health care *** estimated the“probit”model to investigate the effect of disability on health financial ***:A total of 19,305 households were included in this *** 32%of households paid money for health care services access,among which 32%paid through *** 41%of household heads were affected by *** majority(73%)of families went to the public sector for health care *** mean age was 45 years(SD±15).We find that disability is significantly associated with the household financial risk(p<0.01).The private sector’s choice for health care services is likely to positively affect the financial risk compared to the public sector(p<0.01).The wealthier the household was,the more money paid for health service was(p<0.01).Conclusion:Our results indicated that disability and household socio-demographic characteristics were associated with health financial risk in *** families with disability and experiencing difficult living conditions constitute an entry point for health authorities to enhance health coverage progress in low and middle-income countries.

Performance evaluation of cement-stabilized pond ash-rice husk ashclay mixture as a highway construction material

This paper reports the results of an investigation carried out on clay soil stabilized with pond ash(PA),rice husk ash(RHA) and cement. Modified Proctor compaction tests were performed in order to investigate the compaction behavior of clay, and California bearing ratio(CBR) tests were performed to determine the strength characteristics of clay. For evaluation purpose, the specimens containing different amounts of admixtures were prepared. Clay was replaced with PA and RHA at a dosage of 30%e45% and5%e20%, respectively. The influence of stabilizer types and dosages on mechanical properties of clay was evaluated. In order to study the surface morphology and crystallization characteristics of the soil samples, scanning electron microscopy(SEM) and X-ray diffraction(XRD) analyses were carried out,respectively. The results obtained indicated a decrease in the maximum dry density(MDD) and a simultaneous increase in the optimum moisture content(OMC) with the addition of PA and *** linear regression analysis(MLRA) showed that the predicted values of CBR tests are in good agreement with the experimental values. Developed stabilized soil mixtures showed satisfactory strength and can be used for construction of embankments and stabilization of sub-grade soil. The use of locally available soils, PA, RHA, and cement in the production of stabilized soils for such applications can provide sustainability for the local construction industry.

Static and Dynamic Analyses of Spliced Column

The analysis of spliced column has been carried out to detect optimum location of providing splices in the *** the present work,static and dynamic(free vibration)analyses of spliced column have been done by randomising the location of splicing.A symmetrical four storey steel framed building has been modelled,analysed and designed for loads(dead,live and earthquake loads)recommended by Indian Codal provisions using *** critical column at each floor level is identified based on axial force(AF),bending moment(BM)and shear force(SF).The total 16 models of spliced columns have been designed and then modelled in a 3D CAD Design tool(SOLIDWORKS)and then imported in the finite element tool(ANSYSWorkbench 14.0)for detailed *** variation of stress,strain and deflection of the spliced column are shown in the form of ***,the modal analysis is performed to determine the natural *** results of static and dynamic analyses are compared for each modelled spliced column to obtain the optimum location for providing splices in the *** dynamic analysis of spliced column is of utmost importance in the region where dynamic loadings like earthquake,cyclones *** more frequent,and mere static analysis does not account for the safety of the *** study will help the engineers to select directly the optimum size and location of the splices in the column of a steel framed building.

NMR relaxation and diffusion studies to probe the motional dynamics of risperidone within PLGA microsphere

The present study aims to investigate the motional dynamics of risperidone within polylactic co-glycolic acid(PLGA)microsphere by employing solution state'H and 19F nuclear magnetic resonance(NMR)***,a second-generation fluorinated antipsychotic drug used for the treatment of schizophrenia is commercially marketed as PLGA microsphere formulation resulting in prolonged release of the drug in *** the current trend in the pharmaceutical market is to develop drug formulation with long-acting release(LAR)products,complete physicochemical characterization of such formulations are *** the effects of microsphere encapsulation on the motional properties and diffusion behavior of the drugs are not discussed adequately in any of the earlier *** therefore,have employed NMR relaxation and diffusion measurements to decipher the interaction of PLGA cavity water with risperidone.A detailed analysis of NMR relaxation rates confirmed the event of encapsulation and the presence of local motion in the non-fluorinated end of ***,the relaxation data indicated a significant alteration in 19F chemical shift anisotropy(CSA)and CSA/dipole-dipole(DD)cross-correlated relaxation mechanism and decreased effect of solvent relaxation pointing out reduced water concentration within the microsphere cavity.'H and 19F diffusion coefficients of risperidone led to the information about hydrodynamic radius of risperidone in free and encapsulated *** of hydrodynamic radius supported the presence of limited water in PLGA cavity allowing higher translational mobility of risperidone after the encapsulation.

Sustainability Assessment and Ranking of Run of the River(RoR) Hydropower Projects Using Analytical Hierarchy Process(AHP):A Study from Western Himalayan Region of India

In the present scenario,tapping the unutilised hydropower potential is one of the highest priorities in developing countries of the *** emphasis is being imparted to run of the river(RoR)mode of power ***,the governments are now facing the dilemma whether to promote small hydropower projects(SHPs) or encourage large hydropower projects(LHPs).RoR large hydropower projects result into large scale cutting of mountains for constructing tunnels and access roads,generation of huge quantity of muck and large scale impact on flora and fauna due to diversion of rivers/*** the other hand,though SHPs are claimed to be greener and more sustainable by a section of researchers and energy planners but,they will be required to be set up in large number to generate equivalent amount of *** aim of this study is to rank the most sustainable installed capacity range of RoR hydropower *** achieve this aim,the study proposes the use of quite popular multi-criteria decision making(MCDM)method of Operation Research named Analytical Hierarchy Process.A case study has been presented from Himachal Pradesh,a hydro rich state located in the western Himalayan *** per sustainability assessment carried out in this study,hydropower projects in the capacity range 1 to 5 MW have been ranked to be the most sustainable.

Experimental investigation and optimization of weld bead characteristics during submerged arc welding of AISI 1023 steel

Submerged arc welding(SAW), owing to its high deposition rate and high welding quality, is widely used in the fabrication of pressure vessel, marine vessel, pipelines and offshore structures. However, selection of an optimum combination of welding parameters is critical in achieving high weld quality and productivity. In this work, initially, the SAW experiments were performed using fractional factorial design to analyze the effect of direct and indirect input parameters, namely, welding voltage, wire feed rate,welding speed, nozzle to plate distance, flux condition, and plate thickness on weld bead geometrical responses viz. bead width, reinforcement, and penetration. The bead on plate technique was used to deposit weld metal on AISI 1023 steel plates. The effect of SAW input parameters on response variables were analyzed using main and interaction effects. The linear regression was used to develop the mathematical models for the response variable. Then, the multi-objective optimization of input parameters was carried out using desirability approach, genetic algorithm and Jaya algorithm. The Jaya algorithm offered better optimization results as compared to desirability approach, genetic algorithm.

Current efficiency in electro-winning of lanthanum and cerium metals from molten chloride electrolytes

The objective of this study is to prepare lan- thanum and cerium metals by fused salt electrolysis of their anhydrous chloride in molten media such as LiCl-KCl, NaCl-KCl, KCl, NaCl, and LiCl and to characterize the metal deposit by X-ray diffraction, energy dispersive X-ray fluorescence, and inductive coupled plasma-atomic emis- sion spectroscopy. Deposit metal of purity more than 99 % was obtained in each of the experiments. The entire process starting from preparation of anhydrous lanthanum/cerium chloride to electrolysis yielding of metal deposits has been described. The effect of process parameters such as tem- perature, electrolyte composition, and current density on the current efficiency was studied. All these parameters were varied to get the highest current efficiency and metal yield. The major non-rare earth impurities with the deposit are found to be Fe, Cr, and Ni along with - 1× 10^-3 of total gaseous impurities.

Novel Lyapunov-based rapid and ripple-free MPPT using a robust model reference adaptive controller for solar PV system

The technological,economic,and environmental benefits of photovoltaic(PV)systems have led to their wide-spread adoption in recent years as a source of electricity ***,precisely identifying a PV system’s maximum power point(MPP)under normal and shaded weather conditions is crucial to conserving the maximum generated *** of the biggest concerns with a PV system is the existence of partial shading,which produces multiple peaks in the P–V characteristic *** these circumstances,classical maximum power point tracking(MPPT)approaches are prone to getting stuck on local peaks and failing to follow the global maximum power point(GMPP).To overcome such obstacles,a new Lyapunov-based Robust Model Reference Adaptive Controller(LRMRAC)is designed and implemented to reach GMPP rapidly and *** proposed controller also achieves MPP accurately under slow,abrupt and rapid changes in radiation,temperature and load *** and OPAL-RT real-time simulators in various scenarios are performed to verify the superiority of the proposed approach over the other state-of-the-art methods,i.e.,ANFIS,INC,VSPO,and P&*** and GMPP are accomplished in less than 3.8 ms and 10 ms,*** on the results presented,the LRMRAC controller appears to be a promising technique for MPPT in a PV system.
