Over the past decade,the Chinese tax authorities have been actively supporting the development of the Belt and Road Initiative,by creating a unique cross-border tax and fee service model with Chinese characteristics,which has laid a solid foundation for the establishment of the "TaxExpress" cross-border service *** October 2023.the State Taxation administration of china(STA) officially launched the "TaxExpress" brand,focusing on one service matrix,two service teams,three service mechanisms,and four knowledge *** brand aims to enhance cooperation between ministries and commissions,promote international exchanges,and establish a framework for effective cross-border tax and fee *** forward,the STA will continue to leverage existing resources to support high-level opening up,by enhancing brand value,improving measures for international tax and fee services,expanding cross-border tax and fee services,strengthening professional talent teams,so as to develop a cross-border tax and fee service system that combines Chinese characteristics with international best practices.

This paper analyzes the seismicity in Bohai Sea,introducing a shape factor K to characterize the seismic risk distribution in sub-regions of the sea. Based on the seismic design ground motions for 46 platforms located in the Bohai Sea,a statistical analysis was performed for different peak ground acceleration (PGA) ratios at two different probability levels. In accordance with the two-stage design method,a scheme of two seismic design levels is proposed,and two seismic design objectives are established respectively for the strength level earthquake and the ductility level earthquake. By analogy with and comparison to the Chinese seismic design code for buildings,it is proposed that the probability level for the strength level earthquake and ductility level earthquake have a return period of 200 and 1000 - 2500 years,respectively. The validity of these proposed values is discussed. Finally,the PGAs corresponding to these two probability levels are calculated for different sub-regions of the Bohai Sea.

The paper deals with the studies on the cell abundance, the composition of dominant species, size fractionated biomass and productivity of phytoplankton, new production, the environmentally restricted mechanism in the Prydz Bay and the adjacent Indian sector of the Southern Ocean during the austral summer 1998/1999. The results showed that there was marked feature of spatial zonation in the sea areas investigated. In the Prydz Bay and its adjacent continental shelf, the biomass and productivity of phytoplankton were high; those of continental slope and open ocean area were obviously low. The nutrient concentration had opposite distribution trend, due to the consumption of phytoplankton. It mainly affected by the vertical stability of water column, grazing pressure of zooplankton, temperature and light etc. The results of size-fractionation showed that the average contribution of netplankton to total chlorophyll a in studied sea areas was 52.2 %, those of nano- and picoplankton were 29.4 % and 18.4 %, respectively. The average contribution of netplankton to total primary production was 52.4 %, those of nano- and picoplankton were 28.7 % and 18.9 %, separately. It is same as previous conclusion that the contribution of picoplankton to productivity is slightly larger than that to biomass of phytoplankton communities. The average new production and f-ratio were 23..6 mg/ (m(2.)d) and 0.43. respectively.

The M5.7 Jiujiang earthquake in 2005 was a mid-strong one, stronger than expected to occur in the region. This paper discusses the neo-tectonic settings of this earthquake, and it is thought that the earthquake region is located in the transitional belt, a potential area inducing weak to moderately strong earthquakes, between two large different tectonic units. The results of the reconnaissance work and on-the-spot investigation after earthquake indicate that the occurrence of the M5.7 Jiujiang earth- quake is closely related with the NE-trending fault on the western margin of Ruichang Basin. From its controlling to the landforms and Quaternary depositions, geological profiles, ESR dating, etc., the ac- tivity of the Dingjiashan-Langjunshan fault bounding the basin is discussed. It suggests that this fault displays an active one in Middle Pleistocene by the outcrop. Based on the activity of the fault, and the direction and location of the ground fissures, the isoseismal lines and the nodal plane of the focal mechanism solution, it is inferred that the Dingjiashan-Langjunshan fault is the seismogenic tectonics of the M5.7 Jiujiang earthquake, and the intersection point between this fault and the active NW ones is the possible origin of location of this earthquake. Our study shows that this earthquake is not an event exceeding expectation, and that the active and invisible characteristics of the causative fault are typical in the eastern area of china.

In case of considering the fact that the tropical ocean thermocline or the lower at-mosphere height field has the meridional variation, the topographic Rossby wave will be excited. Also the background geostrophic current emerges. Under such conditions, the topographic Rossby wave can interact with the classical Rossby wave at some parameter band and thus brings a new kind of instability, which may be of potential application in understanding some phenomena of the ENSO cycle.

Based on compositive analysis and interpretation of the observed and historical data, the geophysical field characters and structural properties of the Gagua “Wedge” Zone of the sea area east of Taiwan Island and the primary tectonic stress direction and its variabilities of backarc spreading in the southern Okinawa Trough are studied. It is concluded from the study results that the Gagua “Wedge” Zone is structurally consistent with the Gagua ridge and two fault basins on both sides of the Gagua ridge, and adjusts the moving direction and distance of the western Philippine Sea plate to make the northwestward motion of the plate on its east side change to the northward subduction of the plate on its west side so that the primary tectonic stress direction of the Okinawa Trough changed from NW-SE to nearly N-S, which provided the stress source for the Okinawa Trough to enter the second spreading stage.

The Fuzhou basin and its vicinities are located at the northern end of the southeastern coastal seismic zone of the mainland of china. By the joint explorations of high-resolution seismic refraction and wide-angle reflection/refraction as well as deep seismic reflection in the region, which is the first synthetic profile in china, its fine velocity structure and geometric structure from the ground to Moho discontinuity is obtained. The result shows that the crust is obviously layered with a thickness of about 3. km. Basically, it consists of two parts: upper crust and lower crust. The velocity of the upper crust is 5.9-6.2 km/s in which there is a 3.4-km-thick weak low-velocity layer between the depths of 10-15 km, while the velocity of the lower crust in the range of 6.3.7.2 km/s. There exists a strong velocity gradient layer about 3.km thick above the Moho discontinuity whose velocity increases from 6.5 to 7.27 km/s. There exist high-angle normal faults that are small in size and extend only in the shallow crust. These faults are the secondary developed on the hanging wall of westward dipping low-angle normal faults. Thus, their seismogenic ability is limited, however, there exists a high-angle deep fault in the crust from Changle-Zaoan fault zone to seashore fault zone. This deep fault has cut the interface between the upper and lower crusts and Moho discontinuity, and may be the deep structure to trigger destructive earthquake source in future to affect Fuzhou City. These results have advanced the detecting precision of the deep structure in the southeastern coastal seismic zone of the mainland of china. In the aspect of the combined feature of the deep and shallow extensional structures that consist of the westward dipping low-angle normal faults and secondary normal faults on their hanging walls in the upper crust, it is firstly obtained that a united structural interpretation has deepened the knowledge about the deep dynamic process in the southeastern coasta

The relationship between the Asian-Pacific oscillation (APO) and the tropical cyclone frequency over the western North Pacific (WNP) in summer is preliminarily investigated through an analysis of ob- served data. The result has shown clearly that APO is significantly and positively correlated to the tropical cyclone frequency in the WNP. If APO is above (below) the normal in summer, more (less) tropical cyclones will tend to appear in the WNP. The present study also addresses the large-scale at- mospheric general circulation changes underlying the linkage between APO and the WNP tropical cy- clone frequency. It follows that a positive phase of summer APO is concurrent with weakened as well as northward and eastward located western Pacific subtropical high (WPSH), low-level convergence and high-level divergence, and reduced vertical zonal wind shear in the WNP, providing favorable envi- ronment for the tropical cyclone genesis, and thus more tropical cyclones will come into being, and vice versa.

This paper studies the parameter design and the performance optimization of a Kanban system without stockouts in a multi-stage, mixed-model assembly line. The model of a Kanban system based on production processes is established by examining the relationship among the set-up time, the amount of work in process （WIP）, the capacity indicated by a Kanban, and the takt-time ratio. A novel method for optimizing performance on the premise of no stockouts is proposed. Empirical results show that the amount of WIP is reduced remarkably after optimization.
