Silicon containing materials have traditionally been used in microelectronic fabrication. Semiconductor devices often have one or more arrays of patterned interconnect levels that serve to electrically couple the individual circuit elements forming an integrated circuit. These interconnect levels are typically separated by an insulating or dielectric film. Previously, a silicon oxide film was the most commonly used material for such dielectric films having dielectric constants( k ) near 4 0. However, as the feature size is continuously scaling down, the relatively high k of such silicon oxide films became inadequate to provide efficient electrical insulation. As such, there has been an increasing market demand for materials with even lower dielectric constant for Interlayer Dielectric(ILD) applications, yet retaining thermal and mechanical integrity. We wish to report here our investigations on the preparation of ultra low k ILD materials using a sacrificial approach whereby organic groups are burnt out to generate low k porous ORMOSIL films. We have been able to prepare a variety of organically modified silicone resins leading to highly microporous thin films, exhibiting ultra low k from 1 80 to 2 87, and good to high modulus, 1 5 to 5 5 GPa. Structure property influences on porosity, dielectric constant and modulus will be discussed.

This paper reviews the major contributions made by Norwegian scientists to Arctic environmental sciences since the 1880s. The review begins with the first International Polar Year （IPY） in 1882-83. It then considers the 1890s to 1920s with the scientific expeditions focusing on ocean and sea ice conditions of Nansen, Amundsen and H. Sverdrup, and the mapping of the Queen Elizabeth Islands by Otto Sverdrup and colleagues. The period from 1911 to the mid-1920s also witnessed annual expeditions to Svalbard led by Adolf Hoel. The 1930s to 1945 period encompassed the Second International Polar Year when Arctic weather stations were established or maintained. The time interval post-World War II to 2000 witnessed major advances made possible by technical and organizational innovations. The establishment of the Norwegian Polar Institute in 1948 led to extensive research on the glaciers and snow cover in the Svalbard archipelago and to oceanographic and sea ice research in the Barents Sea and Arctic Ocean. Remote sensing methods began to be widely used from the 1980s. The new millennium saw the undertaking of the third IPY and a shift to multinational projects. New fields such as ocean-ice-atmosphere variability became active and there was much attention to high-latitude climate change in the context of global warming.

Gene amplification followed by functional diversification is a major force in evolution. A typical example of this is seen in the WUSCHEL-RELATED HOMEOBOX （WOX） gene family, named after the Arabidopsis stem cell regulator WUSCHEL. Here we analyze functional divergence in the WOX gene family. Members of the WUS clade, except the cambium stem cell regulator WOX4, can substitute for WUS function in shoot and floral stem cell maintenance to different degrees. Stem cell function of WUS requires a canonical WUS-box, essential for interaction with TPL/TPR co-repressors, whereas the repressive EAR domain is dispensable and the acidic domain seems only to be required for female fertility. In contrast to the WUS clade, members of the ancient WOX13 and the WOX9 clades cannot support stem cell maintenance. Although the homeodomains are interchangeable between WUS and WOX9 clade members, a WUS- compatible homeodomain together with canonical WUS-box is not sufficient for stem cell maintenance. Our results suggest that WOX function in shoot and floral meristems of Arabidopsis is restricted to the modern WUS clade, suggesting that stem cell control is a derived function. Yet undiscovered functional domains in addition to the homeodomain and the WUS-box are necessary for this function.

Incomplete Reporting of HIV/AIDS by Uganda’s Surveillance System and the Associated Factors

Introduction: The United States government supported Ugandan government by introducing the District Health Information Software 2 (DHIS2) in 2012 to improve HIV/AIDS surveillance. Districts have yet to fully adopt this relatively new system given a 70.2% reporting completeness achieved nationally between April-June 2013. Methods: The study examined one dependent variable of districts’ reporting completeness against four independent variables: 1) Number of client visits;2) Number of district health units;3) Number of NGOs delivering HIV/AIDS services;and 4) Regional location. The study employed cross-sectional study design which allowed researchers to compare many different variables at the same time. HIV/AIDS program data that were reported by districts into DHIS2 during the period of April to June 2013 were used to assess for reporting completeness. Findings: Districts with the lowest number of client visits (under 2500) achieved the highest mean reporting completeness (81.6%), whereas a range of 2501 - 5000, or over 5001client visits recorded 72.4% and 51.7% respectively. The higher the number of client visits is, the lower the reporting completeness is (p < 0.05). Those districts that were receiving support from only one and two NGO recorded 56.7% and 67.2% respectively. Districts supported by over three NGOs had the highest (80.6%) mean reporting completeness. NGOs-district support was statistically associated with reporting completeness (p < 0.05). The number of health units operated by a district was also significantly associated with reporting completeness (p < 0.05). The regional location of a district was not associated with reporting completeness (p = 0.674). Conclusion: The study results led us to recommend targeted future NGO support to districts with higher patient volume for HIV/AIDS services. An inelastic material model that was previously developed by the author for standard W-Shapes was adapted for use to model the behavior and strength of rotary-straightened hot rolled W-Shape *** a published residual stress model for these W-Shapes,limit load analyses were conducted using the material model in MASTAN2 and were compared with published finite element *** material model required an adjustment to the initial yield moment conditions and residual stress *** with published results indicate that these minor modifications were sufficient to provide very good modeling *** previously developed material model can be used effectively to model the limit load conditions of rotary-straightened hot rolled W-Shape beams and beam-columns in steel *** effect of rotary-straightening W-Shapes is more significant for minor axis bending conditions and this becomes more pronounced as the floor load magnitudes increase.

A Virtual Work Approach to Modeling the Nonlinear Behavior of Steel Frames

The stiffness reduction is studied in detail of compact W-Shapes （wide-flange steel shapes） that results from yielding of the cross-section due to uniaxial bending and axial compression. Three-dimensional m-p-τ surface plots developed from detailed fiber element models of a W8x31 are used to develop a generalized material model for direct implementation in the virtual work method. A portal steel frame is used to illustrate the virtual work method with the nonlinear material model in a first-order, inelastic analysis implementation and in a second-order, inelastic analysis condition. The nonlinear modeling capabilities of MASTAN2 are used to verify the accuracy of the virtual work results and are found to be in very close agreement.

Over 95% of plastid proteins are nuclear-encoded as their precursors containing an N-terminal extension known as the transit peptide （TP）. Although highly variable, TPs direct the precursors through a conserved, posttranslational mechanism involving translocons in the outer （TOC） and inner envelope （TOC）. The organelle import specificity is mediated by one or more components of the Toc complex. However, the high TP diversity creates a paradox on how the sequences can be specifically recognized. An emerging model of TP design is that they contain multiple loosely conserved motifs that are recognized at different steps in the targeting and transport process. Bioinformatics has demonstrated that many TPs contain semiconserved physicochemical motifs, termed FGLK. In order to characterize FGLK motifs in TP recognition and import, we have analyzed two well-studied TPs from the precursor of RuBisCO small subunit （SStp） and ferredoxin （Fdtp）. Both SStp and Fdtp contain two FGLK motifs. Analysis of large set mutations （-85） in these two motifs using in vitro, in organello, and in vivo approaches support a model in which the FGLK domains mediate interaction with TOC34 and possibly other TOC components. In vivo import analysis suggests that multiple FGLK motifs are functionally redundant. Furthermore, we discuss how FGLK motifs are required for efficient precursor protein import and how these elements may permit a convergent function of this highly variable class of targeting sequences.
