Nowa.a.s, the concept of power ca. illumina.e the na.ure of contesta.ion. Indeed, it is a.pa.ent tha. discourse coa.itions exist both within the wind sector a.d the ripa.ia. corridors ma.a.ement. In the present study, a.theoretica. fra.ework for policy power a.a.ysis is presented, while a.ba.a.ced Europea. a.d na.iona. energy policies representa.ion revea.s the positive a.d nega.ive impa.ts, towa.ds which both the a.ove two power sources ma. be a.tributed. The “power” holistic a.proa.h is ma.nly determined in a.wider socia.-economic, politica., a.d environmenta. fra.ework. This multidimensiona. a.d holistic a.proa.h is considered inva.ua.le for huma.s/consumers, in order them to determine their ca.a.ities, priorities a.d perspectives for via.le use of power within the a.ove complex-structured fra.ework. Fina.ly, the study a.opts a.ba.a.ced rea.sessment of the existing policies, offering tenta.ive proposa.s for reducing conflicts.

a.stra.t： Long bone septic non-union by MRSa.（methicillin-resista.t Sta.hylococcus a.reus） is a.wa.s a.cha.lenge for the orthopa.dic society. Tra.itiona. trea.ment options include distra.tion osteogenesis methods a.d va.cula.ised bone gra.ting. These techniques require a.high level of expertise a.d a.e frequently involved with a.va.iety of side effects or complica.ions. We present a.ra.e ca.e of ulna. fra.ture complica.ed by MRSa.infection tha. led to septic non-union. We trea.ed the septic non union with the technique of induced membra.e forma.ion （Ma.quelet technique）. a.33 yea. old ma.e presented to the outpa.ient clinic, 2 months a.ter interna. fixa.ion of a.Gustillo I fra.ture of the left forea.m. There wa. pus discha.ge from the opera.ive wound a.d specimen culture wa. positive for MRSa. Initia.ly the pa.ient received conserva.ive trea.ment with a.tibiotics for a.period of one month. However, the pa.ient returned with the sa.e clinica. presenta.ion. The pa.ient wa. then trea.ed with ha.dwa.e remova. of the ulna.a.d debridement of the septic non-union. The formed 5 cm bone defect wa. filled with cement spa.er a.d the ulna. bone wa. fixed with externa. fixa.ion. Eight weeks la.er, the spa.er wa. removed a.d the bone ga. wa. filled with a.tologous ca.cellous bone gra.t from ilia. crest. Five months a.ter gra.ting, the pa.ient wa. reviewed. No clinica. or functiona. problems were noted a.d osseous consolida.ion of the ulna. bone wa. confirmed in pla.n x-ra.s. The Ma.quelet technique is a.promising a.terna.ive trea.ment for the ma.a.ement of infected long bone non-unions of the upper extremity.

This pa.er presents a.methodology for the decentra.ised control of multiple 3-dimensiona. nonholonomic *** proposed control scheme is ba.ed on Na.iga.ion Functions a.d offers improvements compa.ed to previous work of the a.thors in this field. The problem formula.ion is chosen to resemble a.r-Tra.fic Ma.a.ement, where the sa.ety gua.a.tees provided by Na.iga.ion Functions ba.ed control stra.egies a.e very importa.t. The linea. velocity of ea.h a.ent is ma.nta.ned consta.t a.d equa. to a.desired va.ue in most ca.es, while the a.imuth a.d eleva.ion control la.s a.e engineered to reduce the required control effort. These qua.ita.ive improvements do not a.fect the collision a.oida.ce cha.a.teristics of the control stra.egy. The performa.ce a.d efficiency of our a.proa.h is supported by computer simula.ions presented in the pa.er.

The cla.sic wa. of trea.ment of tibia. pla.ea. fra.tures with a. extensive a.proa.h, opening of the knee a.d compressive interna. fixa.ion ca. lea. to ma.or complica.ions such a. infection, skin necrosis a.d knee stiffness. Here we present a.less inva.ive a.d thus sa.er surgica. technique, a.d its indica.ions a.d results. Twenty pa.ients with va.ious types of fra.tures a.cording to Scha.zker’s cla.sifica.ion (ma.nly V a.d VI) were trea.ed during a.time period of seven yea.s. Surgica. trea.ment usua.ly consisted of a.combina.ion of percuta.eous ca.ula.ed screws with a.hybrid externa. fixa.or. In three ca.es ca.ula.ed screws were combined with a.la.era.ly a.plied a.a.omic locking pla.e. Pa.ients were followed up for six months to three yea.s postopera.ively. Indica.ions a. well a. intra.a.d postopera.ive pa.a.eters such a. surgica. time, sta.ility of fixa.ion, blood loss, wound hea.ing, infection, fra.ture hea.ing a.d fina. result were studied. No ma.or complica.ions were recorded either ea.ly or la.er. The use of externa. οr less inva.ive interna. fixa.ion in combina.ion with percuta.eous ca.ula.ed screws a.pea.s to be a. a.equa.e method for the trea.ment of most types of these fra.tures.

In the ca.e of free fla. the choice of recipient vessels is the key point to the reconstruction.
