Climate change adaptation and poverty alleviation call for an integrated strategy,because poverty exacerbates the vulnerability to climate change and vice *** private sector,which has traditionally been excluded from adaptation planning,may contribute greatly to the development of an integrated ***,we identify the differences in adaptation trajectories between the private sector and communities by proposing a conceptual framework and report on a case study in a dryland area of China,where the private sector led a successful adaptation and poverty alleviation *** found that their win-win strategy achieved both climate change adaptation and development,thereby helping a disadvantaged community to escape the poverty trap and achieve sustainable *** private sector played a dominant role in the response,as this sector can adapt in ways that are not possible for governments or *** suggest that participatory governance that includes private-sector stakeholders is more likely to achieve sustainable development.

A Reverse-Design Strategy for the Track Error of the Qi Tai Telescope Based on Pointing Accuracy

The Qi Tai Telescope(QTT),which has a 110 m aperture,is planned to be the largest scale steerable tele-scope in the ***,the telescope’s repeated pointing accuracy error should be less than 2.5 arc seconds(arcsec);thus,the telescope structure must satisfy ultra-high precision *** this pur-suit,the present research envisages a reverse-design method for the track surface to reduce the difficulty of the telescope’s design and ***,the distribution characteristics of the test data for the track error were verified using the skewness coefficient and kurtosis coefficient *** to the distribution characteristics,the azimuth track error was simulated by a two-scale *** error of the long period and short amplitude was characterized as large-scale and described by a trigonometric function,while the short period and high amplitude error was characterized as small-scale and simulated by a fractal *** on the two-scale model,effect of the error on the pointing accuracy was ***,the relationship between the root mean square(RMS)of the track error and the RMS of the pointing accuracy error of the telescope was ***,the allowable RMS value of the track error was derived from the allowable pointing accuracy *** validate the effectiveness of the new design method,two typical radio telescopes(the Green Bank Telescope(GBT)and the Large Millimeter Telescope(LMT))were selected as experimental *** comparison,the theoretical calculated values of the pointing accuracy of the telescope were consistent with the measured values,with a maximum error of less than 10%.

The establishment of equator principles is a landmark in the financial market and even in the history of fnancial development. As their extensive application in the market of project finance, equator principles have gradually become the industrial standard and international conventions of project finance. however, compared with traditional legislations, equator principles are norms of self-regulation without the involvement of national forces, and their general principles and legitimacy source definitely break a new path. The evolution of equator principles experienced three phases： emergence, popularity and internalization, and the attribute of advocates of regulations, during which the nature of regulations and the character of financial industry played key roles. Meanwhile, factors such as ＂power,＂ mutual benefits, co-determination, effectiveness and even internalization of regulations by international financial companies, constitute the ＂legitimacy＂ source of equator principles. Besides, pointing at the defect of ＂norms of self-regulation, ＇＂ advocates and practitioners endeavor to improve the ＂＇legitimacy＂ of equator principles.

Characteristics of leaching of heavy metals from low-sulfur coal gangue under different conditions

This paper addresses the problem of trajectory tracking control for an unmanned surface vehicle（USV） with unknown disturbances and input *** the saturation function is divided into a smooth function and a bounded function,the saturation function can be approximated by smooth function and the bounded function which can be treated as a system *** auxiliary design system is employed to address input constraint *** bounded function and unknown disturbances are lumped together and an observer is constructed to observe the total disturbances that reduce the influence and undesirable inaccuracy due to time-vary *** on the information of the disturbances observer and backstepping control technique,the trajectory tracking controller of an unmanned surface vehicle is ***,it is proved that the stability of closed-loop system and the convergence of tracking errors by Lyapunov *** studies demonstrate the effectiveness of the proposed approach.

Coal gangue is the main pollution source of mining *** coal gangue is stacked and recycled,the heavy metal elements contained in it are released by natural weathering and leaching,which causes damage to the surrounding ecological *** this study,the leaching and precipitation characteristics of heavy metals in low-sulfur coal gangue under different environmental conditions were simulated by indoor dynamic leaching experiments,which provided a theoretical basis for environmental restoration of the mining *** conclusions are as follows:higher heavy metal content in low-sulfur coal gangue is associated with greater,leaching of heavy metals;acidic conditions promote the release of heavy metals in low-sulfur coal gangue;and more precipitation is associated with better release of heavy metals from the low-sulfur coal gangue.

Single-atom catalysts have risen significant attention in the realm of green electrocatalytic energy conversion to address energy and environmental sustainability *** metal dichalcogenide(TMD)-based single-atom catalysts are considered highly effective in electrocatalysis due to the TMDs'notable specific surface area,tunable elemental species and efficient utilization of single *** order to enhance electrocatalytic performance,it is imperative to elaborately engineer the local environment surrounding the active sites of single atoms within *** this review,we initially explore the effects of synthesis methods on single-atom active sites and the influence of loading of single atoms on catalytic performance for *** modulation strategies of the local environment surrounding single-atom sites in TMDs are elaborated,including substitution engineering,surface adsorption,vacancies,spatial confinement and dual-atom site *** each modulation strategy,the effects of diverse local environments on various electrocatalytic applications are presented,such as the oxygen evolution reaction,oxygen reduction reaction,nitrogen reduction reaction,CO_(2)reduction reaction and CO ***,this study presents a comprehensive overview of the challenges encountered and the potential directions for the advancement of single-atom catalysts based on TMDs in the realm of electrocatalysis.

This paper explains the tobacco tax structure and cigarette pricing mechanism in China, develops a general analytical framework for analyzing the Chinese tobacco turnover tax system, and examines the effects of 2009 tobacco tax adjustment on cigarette prices and tax revenue. We find that although the tax is not the most important factor determining cigarette retail prices, the tobacco tax does significantly affect the tobacco industry＇s profits under the current tobacco monopoly system in China. Therefore, the adjustment of the tobacco excise tax in 2009 did not raise cigarette retail prices, instead government tax revenue increased. In other words, the net result of the tax adjustment was a transfer of the tobacco industry＇s profit to government tax revenues. Profit margins ultimately determine cigarette wholesale and retail prices. From the perspective of tobacco control, China needs to reform its tobacco tax system and collect taxes at the retail level to increase overall cigarette retail prices, as well as reduce the government＇s monopolization over cigarette productions and sales.

This paper develops a sliding mode control（SMC） approach for a class of uncertain nonlinear systems with unmatched uncertainties/*** newly proposed method is based on a novel fixed-time convergent sliding mode disturbance observer which can estimate the unmatched disturbance in a fixed time（time whose upper estimate is independent of the initial conditions）.By designing a novel sliding surface based on the disturbance estimation,a disturbance-observer based SMC method can counteract the unmatched *** verify the validity of the proposed approach.

This letter investigates a delay optimization problem in device-to-device(D2D)networks where users have pre-downloaded subfiles following a coded caching *** to acquiring rest subfiles,users may suffer both receiving and transmitting *** achieve the delay minimization,we first propose a delay-aware mode-selection strategy to adaptively choose multicast or D2D communications mode to reduce the receiving-caused *** matching these transmit modes with distinct subfile sizes,we further formulate a min-max optimization problem to minimize the delivery ***,numerical results prove that the proposed scheme outperforms existing ones in terms of both receiving and transmitting delays.
