The aim of this paper is to develop an ordered weighted distance(OWD) measure,which is the generalization of some widely used distance measures,including the normalized Hamming distance, the normalized Euclidean distance,the normalized geometric distance,the max distance,the median distance and the min distance,***,the ordered weighted averaging operator,the generalized ordered weighted aggregation operator,the ordered weighted geometric operator,the averaging operator,the geometric mean operator,the ordered weighted square root operator,the square root operator,the max operator,the median operator and the min operator are also the special cases of the OWD *** methods depending on the input arguments are given to determine the weights associated with the OWD *** prominent characteristic of the OWD measure is that it can relieve(or intensify) the influence of unduly large or unduly small deviations on the aggregation results by assigning them low(or high) *** desirable characteristic makes the OWD measure very suitable to be used in many actual fields,including group decision making,medical diagnosis, data mining,and pattern recognition,***,based on the OWD measure,we develop a group decision making approach,and illustrate it with a numerical example.

Irrigation Water Use Efficiency of Farmers and Its Determinants: Evidence from a Survey in Northwestern china

Irrigation water shortage is becoming an increasingly serious problem in agricultural production. In this case, it is very important for policy makers to take measures to improve irrigation water use efficiency, especially in the water-scarce areas. In this paper, the data envelopment analysis （DEA） techniques, based on the concept of input-specific technical efficiency were used to develop farm-level technical efficiency measures and sub-vector efficiencies for irrigation water use. The Tobit regression technique was then adopted to identify the factors that influence irrigation water efficiency differentials under the shortage of water resources. Based on a sample data of 432 wheat farmers in northwestern china, our experimental results of the DEA analysis showed the average technical efficiency of 0.6151. It suggested that wheat farmers could increase their production by as much as 38.49% by using inputs more efficiently. Further, the mean irrigation water efficiency of 0.3065, suggested that wheat farmers could produce the same quantity of wheat using the same quantity of inputs but with 69.35% less water. The results of the Tobit regression analysis showed that the farmer＇s age, income, education level, and the farm size tended to affect the degree of irrigation water efficiency positively, and the channel conditions and different irrigation methods made a significant impact on irrigation water use efficiency. Furthermore, the arrangements of exclusive water property rights and competitive water price mechanism have effectively encouraged the water saving behavior of farmers. These results are valuable for policy makers since it could help to guide policies towards high irrigation water use efficiency.

Under the condition of low gravity the characteristics of liquid forced sloshing in a turning spherical tank with a spacer were investigated. The static shape of the liquid surface was analyzed. By expanding the characteristic functions, the frequencies and velocity potential of liquid free-sloshing were derived. The governing equations and boundary conditions for the forced sloshing of liquid under the tank turning were established. The transverse force of liquid acting on the tank and the moment of force to the centre of the tank which is caused by the force of liquid acting on the spacer were given. Numerical results were compared with the ones of the spherical tank without a spacer. The results show that when a spacer is inserted in the tank, the sloshing frequency of liquid and the transverse force of liquid acting on the tank will decrease, but the moment of force to the centre of the tank which is caused by the force of liquid acting on the spacer will occur.

The dynamic characteristics of liquid sloshing in a transversely vibrating spherical tank with spacer under low gravity were investigated. By expanding the characteristic functions, the frequencies and velocity potentials of liquid free-sloshing were obtained. The dynamic equations and boundary conditions of liquid sloshing in the traverse vibrational spherical tank with spacer under low gravity were derived. By modifying the velocity potentials of liquid free-sloshing, the velocity potentials of liquid sloshing in the traverse vibrating spherical tank with a spacer were obtained. Furthermore, the forces and the moments acting on tank wall were given. The numerical results show when a spacer is inserted in the tank, the sloshing frequencies of liquid and the forces acting on tank wall will decrease, but the moment of force to the centre of the tank which is caused by the force of liquid acting on the spacer will occur.

This article developed a decomposition model of energy productivity on the basis of the economic growth model. Four factors were considered which may influence china’s energy productivity according to this model: technology improvement, resource allocation structure, industrial structure and institute arrangement. Then, an econometric model was employed to test the four factors empirically on the basis of china’s statistical data from 1978 to 2004. results indicated that capital deepening con- tributes the most (207%) to energy efficiency improvement, and impact from labor forces (13%) is the weakest one in resource factor; industrial structure (7%) and institute innovation (9.5%) positively improve the energy productivity.

As a kind of mathematical model, grey systems predi ct ion model has been widely applied to economy, management and engineering technol ogy. In 1982, professor Deng Ju-long presented GM prediction model. Then some o ther scholars made improvements on GM model. Of course, much still should be don e to develop it. What the scholars have done is to take the first component of X (1) as the starting conditions of the grey differential model. It occ urs that the new information can not be used enough. This paper is addressed to choose the nth component of X (1) as the starting conditions to improv e the models. The main results of the paper is given in Theorem 2: The time response function of the grey differential equation x (0)(k)+az (1)(k)=b is given by x (1)(k)=x (1)(n)-ba e -a(k-n )+ba. and Theorem4: The time response of the grey Verhulst model is given by (1)(k) =ax (1)(n)bx (1)(n)+(a-bx (1)(n))ae a(k-n). As the new information is fully used, the accuracy of prediction is improved gre atly. Therefore, the new model with a certain theoretical and practical value.

In this paper, the dynamics of liquid sloshing in a rectangular tank under low gravity was investigated. The basic frequencies and the velocity potentials of sloshing of liquid were obtained by expansion of the Fourier series. The characteristics of force and moment of the liquid acting on a rectangular tank were analyzed. The equivalent mechanical models of spring-vibrator-damper of sloshing of liquid were established with mechanical equivalent principle and numerical results were given. The numerical results show that the equivalent sloshing mass increases with the increase of gravity, and that the basic frequency and the equivalent sloshing mass increase with the increase of the liquid depth.
