中国特色的碳市场国际化路径选择——气候与贸易政策联动的视角

在全球气候治理与贸易政策联动的新形势下,主动、系统且有序地推进中国特色的碳市场国际化至关重要。现有研究多从制度自足和国际适应的角度,关注国内碳市场建设和国际背景变动下的“点对点”应对,难以有效回应新形势下中国的经贸利益需求和提高低碳竞争力与全球治理地位的战略需求。鉴于此,该研究通过系统分析新形势下中国碳市场面临的三重挑战,从法学、经济学等跨学科视角,识别中国特色碳市场国际化的内涵与指导原则,在梳理碳市场国际化的规范基础(即国际法基础与低碳准则)和实践基础(即国内外碳市场国际化的实践与全球竞争态势)的同时,评估了不同国际化路径的技术可行性、合法性、经济效益和政治可接受度等,进而提出了中国碳市场国际化的“三阶段”目标与推进路径。研究表明:①在气候和贸易政策联动视角下,中国碳市场国际化的关键在于借助中国的经贸影响和低碳合作,体系性地推进相关低碳标准的国际化。②有别于欧盟等境外碳市场的国际化,中国特色碳市场的国际化强调气候正义与减排效率的互动,并在减排承诺和自身发展需求下寻求中国利益与全球利益的平衡。③在境内外强制减排市场、自愿减排市场、贸易与减排交叉场域、碳成本承担交叉场域中,碳市场国际化的阶段性目标、实施主体和推进路径存在显著区别。该研究为国家、区域和城市等公共规制主体通过碳市场手段深度参与全球治理体系改革提供了理论支持和政策建议,为中国企业、行业协会和金融机构等私人规制主体参与全球碳“软法”治理提供了学理支撑。

Objective To analyze patent application status of Scutellaria Barbata industrial chain and provide some suggestions for its patent application and product *** Patent data were collected through IncoPat patent analysis ***,the patent analysis method combined with text mining method was adopted to analyze the situation and development trend of patent application in China’s Scutellaria Barbata industrial chain by using pie chart,bubble chart,trend chart and other visual charts to display the *** and Conclusion The patent application of Scutellaria Barbata in China mainly experienced three stages:Slow development,rapid development,and recession *** number of patents is large,but the authorization rate is *** and enterprises are the main applicants for patent *** development is involved in the whole industrial chain,but it basically focuses on its efficacy in downstream drugs,health food and other ***,government should enhance the awareness of patent protection,encourage collaborative innovation in industry-university-research to promote the combination of basic research and market ***,it should provide theoretical support to tackle the problem of short board products,which can promote the transformation of scientific and technological achievements and contribute to the upgrading of Scutellaria Barbata industrial chain.

目的探讨基于APR三角入路,腹腔镜超声辅助定位的腹腔镜下解剖性肝右前叶切除术中的应用。方法 2018年1月~2022年8月我院行腹腔镜下解剖性肝右前叶切除术治疗的病人28例,其中基于APR三角入路14例,为实验组;传统前入路14例,为对照组。比较两组病人的基本情况、手术时间、术中出血量、术中输血、术后并发症、术后肝功能、术后住院时间等资料。结果两种方式均顺利完成,实验组手术时间(340.71±45.82)分钟、肝门阻断时间(56.07±11.47)分钟,均短于对照组的(428.92±90.00)分钟和(68.36±15.96)分钟,差异有统计学意义(P<0.05)。实验组术后1天ALT(236.51±78.65)U/L、术后1天AST(216.82±95.66)U/L、术后3天ALT(177.23±84.76)U/L、术后3天AST(125.63±55.48)U/L、术后3天TBil(23.57±7.58)μmol/L,均低于对照组的(658.73±361.55)U/L、(688.88±241.52)U/L、(383.42±199.01)U/L、(232.59±168.55)U/L、(31.46±11.95)umol/L,实验组病人术后住院时间为(7.79±1.19)天,短于对照组的(9.86±2.44)天,差异有统计学意义(P<0.05)。两组病人术后90天随访无复发或死亡病例。结论基于APR三角入路、腹腔超声辅助定位的腹腔镜下解剖性肝右前叶切除术手术时间更短、肝门阻断时间更短、术后肝功能酶学指标恢复更快、术后住院时间更短。两组病人术后并发症无明显差异。

New typical cross-flow Rotating Packed Bed(RPB)called multi-pulverizing RPB was *** is enough void in multi-pulverizing RPB,where liquid easily flows and is repeatedly pulverized by light packing,which decreases the material consumed,lightens the weight,and compacts the *** and heat transfer property in the new type PRB were studied by two experimental *** the mass transfer model,the axial fan pumping gas press is only 100 Pa,mass transfer coefficient and volumetric mass transfer coefficient are similar to countercurrent RPB,which are an order quantity lager than that in the conventional packed *** the heat transfer experiment,the axial fan pumping gas press is only 120 Pa;volumetric heatwhich especially suits the treatment of large gas flow and lower gas pressure drop.

The sinking of diatoms is critic al to the formation of oceanic biological pumps and coastal hypoxic ***,little is known about the effects of different nutrient restrictions on diatom *** this study,we measured the sinking velocity(SV) of Thalassiosira weissflogii using a new phytoplankton video observation instrument and analyzed major biochemical components under varying nutrient *** results showed that the SV of *** under different nutrient limitation conditions varied *** highest SV of(1.77±0.02) m/d was obtained under nitrate limitation,signific antly surpassing that under phosphate limitation at(0.98±0.13) m/*** the nutrient limitation was released,the SV steadily decreased to(0.32±0.03) m/d and(0.15±0.05) m/d,***;under conditions with limited nitrate and phosphate concentrations,the SV values of *** significantly positively correlated with the lipid content(P <0.001),with R~2 values of 0.86 and 0.69,*** change of the phytoplankton SV was primarily related to the intracellular compo sition,which is controlled by nutrient conditions but did not significantly correlate with transparent extracellular polymer and biosilica *** results of this study help to understand the regulation of the vertical sinking process of diatoms by nutrient restriction and provide new insights into phytoplankton dynamics and their relationship with the marine nutrient structure.

Transposable elements(TEs)have been shown to have important gene regulatory functions and their alteration could lead to disease *** myeloid leukemia(AML)develops as a consequence of a series of genetic changes in hematopoietic precursor cells,including mutations in epigenetic ***,we set out to study the gene regulatory role of TEs in *** first explored the epigenetic landscape of TEs in AML patients using ATAC-seq *** show that a large number of TEs in general,and more specifically mammalian-wide interspersed repeats(MIRs),are more enriched in AML cells than in normal blood *** obtained a similar finding when analyzing histone modification data in AML *** Ontology enrichment analysis showed that genes near MIRs in open chromatin regions are involved in *** functionally validate their regulatory role,we selected 19 MIR regions in AML cells,and tested them for enhancer activity in an AML cell line(Kasumi-1)and a chronic myeloid leukemia(CML)cell line(K562);the results revealed several MIRs to be functional *** together,our results suggest that TEs are potentially involved in myeloid leukemogenesis and highlight these sequences as potential candidates harboring AML-associated variation.

Most results on the polynomial-like iterative equation are given under the condition that the given function is monotone,while a work by *** and *** gets nonmonotone PM solutions with height 1 when the given function is of the same *** the condition on height for the given function,we first give a method to assert the nonexistence of C^(0)solutions,then present equivalent conditions for the existence of PM solutions with finite ***,as an application of the equivalent conditions,we construct the PM solutions in the case that the given function has one fort.
