公众生活过程中犄角旮旯会存在着各种各样的“小”环境问题,这些“小”环境问题治理是推动公众“自下而上”参与社会治理的重要载体。研究发现,生态环境“微治理”促进共同富裕体现在两个方面:一是实践成果作为公共产品构成共同富裕的物质内容;二是共同实践的持续过程有助于提升公众的集体主义认同。通过机制设计形成“全民皆兵”式参与生态环境治理新局面,可以引领公众形成物质维度与精神维度辩证统一的共同富裕观。

Global features and trends of the tropopause derived from GPS/CHAMP RO data

The global characteristics and trends of the tropopause physical parameters,height and temperature,obtained from the GPS/CHAMP radio occultation(RO) data in the period from Jul.2001 to Oct.2008,were modeled and analyzed in this *** global distribution and variation of these parameters with latitude were estimated and analyzed using the Empirical Orthogonal Function(EOF),which was introduced to reveal the possible relationship between the tropopause variations and global climate *** tropopause height and temperature varied with *** results obtained by using the Empirical Orthogonal Function analysis suggested a recent rise in tropopause height and decrease in tropopause temperature;and also partly supported the argument that the global rise in the tropopause is consistent with global climate *** results also revealed that the tropopause height increased mainly in the Polar regions,particularly in the South Polar region,as well as the regions where human activity is relatively significant,and decreased in the areas that are sparsely populated or have less human activity,such as the tropic region and south *** paper also confirms that the GPS/LEO RO data are more reliable and can be effectively used to analyze the tropopause physical parameters.

The planetary radio occultation technique is one of the earliest suggested and achieved methods to detect the planetary atmosphere,and has been conducted by almost every deep space planetary *** principles,modules,inversion results and primary analysis of the SHAO Planetary Occultation observation Processing system(SPOPs) are presented in this *** open-loop and closed-loop Doppler residual data of the Mars Express radio occultation experiment provided by ESA PSA and NASA PDS,the temperature,pressure,molecular number density profiles of Martian atmosphere and electron density profiles of the ionosphere are successfully retrieved,and the results are validated by the released radio science level 04 products of the ESA MaRS *** system can also process the atmosphere radio occultation observations of other planets and theirs natural *** implementation of the planetary radio occultation technique is of significance to China's YH-1 Mars exploration project,as well as for future planetary exploration missions from China.

A prototype based on digital radio technology with associated open-loop Doppler signal processing techniques has been developed to measure a spacecraft's line-of-sight velocity. The prototype was tested in China's Chang'E-1 lunar mission relying on S-band telemetry signals transmitted by the sat-ellite,with results showing that the residuals had a RMS value of ～3 mm/s (1σ ) using 1-sec integration,which is consistent with the Chinese conventional USB (Unified S-Band) tracking system. Such preci-sion is mainly limited by the short-term stability of the atomic (e.g. rubidium) clock at the uplink ground station. It can also be improved with proper calibration to remove some effects of the transmission media (such as solar plasma,troposphere and ionosphere),and a longer integration time (e.g. down to 0.56 mm/s at 34 seconds) allowed by the spacecraft dynamics. The tracking accuracy can also be in-creased with differential methods that may effectively remove most of the long-term drifts and some of the short-term uncertainties of the uplink atomic clock,thereby further reducing the residuals to the 1 mm/s level. Our experimental tracking data have been used in orbit determination for Chang'E-1,while other applications (such as the upcoming YH-1 Mars orbiter) based on open-loop Doppler tracking will be initiated in the future. Successful application of the prototype to the Chang'E-1 mission in 2008 is believed to have great significance for China's future deep space exploration.

The tropopause has a complex structure and some interference information may exist in high-resolution global positioning system （GPS）/low earth-orbiting （LEO） radio occultation （RO） data. The position of the tropopause cannot be accurately determined using traditional cold point tropopause （CPT） and lapse rate tropopause （LRT） algorithms. In this paper, an integrative algorithm is developed to determinate tropopause parameters. The algorithm is applied to GPS/COSMIC RO data to obtain a global distribution of the height and temperature of the tropopause. This algorithm improves the utilization rate of GPS/LEO RO data by 30% compared with that from the traditional CPT method. The rationality and reliability of GPS/LEO RO data in probing the Earth＇s atmosphere are verified by our study of the tropopause using COSMIC data.
