Although it is not the main duty for the People's Procuratorate to institute environmental public interest litigation proceedings, the existence of "reserve" prosecution right of plaintiff not only is beneficial to timely prevention and cure of environmental damage, but also contributes indispensable judicial supervision force to the environmental legality construction. In order to safeguard environmental public interests, many local prosecutorial organizations have practiced environmental public interests litigation. Since Chinese law has not made explicit stipulation on the function of the People's Procuratorate instituting environmental public interest litigation, the plaintiff's subject qualification for environmental public interest litigation instituted by the People's Procuratorate is still in question. In order to propel the People's Procuratorate to completely and fully exercise their power of supervision and prosecution, there shall be corresponding legislation that provides powerful guarantee for the People's Procuratorate instituting environmental public interest litigation.

Effects of Subsoiling on Soil Moisture Under No-Tillage for Two Years

In order to improve the water use efficiency under conservation tillage, the effects of subsoiling on soil moisture under notillage were studied. An experiment of 40 cm subsoiling in a field kept under no-tillage for 2 years was operated from 2005 to 2006. Based on the data of the soil moisture and crop yield, the physical basis of subsoiling for water conservation and yield increase was analyzed. The results showed that the soil water storage under subsoiling, from the soil surface to a depth of 100 cm was more than that under no-tillage for the growth season. In the 0-100 cm soil depth, the soil moisture in 50-100 cm depth under subsoiling was more compared with no-tillage, which increased when it＇s drought and decreased when it＇s rainy with the increase in soil depth. Compared with no-tillage, subsoiling could reduce the water consumption of oats in the 0-50 cm depth and increase the water consumption in the 50-100 cm depth. Also, subsoiling increased the yield by 18.29% and the water use efficiency by 16.8% in a two-year average. The effects of subsoiling on water conservation and yield increase were affected by precipitation, and a well-proportioned rainfall was better to increase yield and water use efficiency. Meanwhile, subsoiling decreased bulk density, which increased with the available precipitation. Subsoiling under no-tillage is the effective rotation tillage to contain more soil moisture and improve water use efficiency in ecotone of North China.

By applying Bogoliubov's ineguality to double-exchange(DE) ladders, we show that the ferromagnetic(FM) order is absent in the new DE systems at finite temperatures. The incorporation of Jahn-Teller electron-phonon coupling, orbital degeneracy and on-site Coulomb interaction with the DE interaction do not preserve these orders. The long-wavelength thermal fluctuations of the spins oversome the DEFM correlation and destroy the FM orders. The implication of the absence of FM order on the transport of the DE ladders is discussed.

It is generally known that there are many endocrine disrupting compounds （EDCs） in the effluents from wastewater treatment plants （WWTPs）. Most research has focused on the occurrence of estrogenic or androgenic activities, while ignoring that there are environmental chemicals disrupting thyroid system, which is essential for growth and development in both humans and animals. In the present work, a two-hybrid yeast assay was conducted to evaluate the removal efficiencies of agonistic or antagonistic thyroid receptor （TR） mediated effects in different treatment processes of three WWTPs located in Beijing. We found no TR agonistic, but TR antagonistic activities in all processes from the WWTPs. The TR antagonistic activities in organic extracts of water samples were then calibrated regarding to a known TR-inhibitor, amiodarone hydrochloride （AH）. The observed concentration of TR disrupting substances ranged from 2.35 × 10 8 to 6.19 × 10 7 mol/L AH in Gaobeidian WWTP, 3.76 × 10 8 to 8.75 × 10 8 mol/L AH in Lugouqiao WWTP, and 4.80 × 10 9 to 2.55 × 10 8 mol/L AH in Beixiaohe WWTP. Of the three WWTPs, the removal rates were 92.7%, 42.2%, and 23.1% respectively. Industrial sewage may contain more TR disrupting substances compared with domestic sewage. The recipient waters were found to contain considerable concentrations of TR disrupting substances that may cause adverse effects on the exposed organisms.

Tunnels constructed in gas-bearing strata are affected by the potential leakage of harmful gases,such as methane *** on the basic principles of computational fluid dynamics,a numerical analysis was performed to simulate the ventilation and diffusion of harmful gases in a shield tunnel,and the effect of ventilation airflow speed on the diffusion of harmful gases was *** the airflow speed increased from 1.8 to 5.4 m/s,the methane emission was diluted,and the methane accumulation was only observed in the area near the methane leakage *** influence of increased ventilation airflow velocity was dominant for the ventilation modes with two and four *** addition,laboratory tests on methane leakage through segment joints were *** results show that the leakage process can be divided into“rapid leakage”and“slight leakage”,depending on the leakage pressure and the state of joint *** on the numerical and experimental analysis results,a relationship between the safety level and the joint deformation is established,which can be used as guidelines for maintaining utility tunnels.

The corrosion behavior of feritic stainless steel(446)after being immersed in molten Al alloy at 750℃ for 1,2,4,and 8 h has been investigated experimentally and *** microstructure and composition distribution at the corrosion interface were characterized using the optical microscope,scanning electron microscope,and energy dispersive *** results showed that Cr and Si synergistically delay the progress of corrosion at the interface of the intermetallic compounds(IMC).In the early stage of corrosion,Si element was enriched at the interface of IMC1 and IMC2,and the diffusion channels of Al element were occupied by ***,as the corrosion progresses,Cr and Si gradually gather to form a band-like structure and coarsen,causing their hindering effect to be *** the corrosion time increases,the banded structure was further aggregated and coarsened,and the inhibitory effect of Cr and Si elements on corrosion was strongly *** addition,based on the cellular automata dynamics model of reaction-diffusion,the corrosion process of ferritic stainless steel in aluminum alloy melts was *** is demonstrated that if there is no stabilizing effect of Cr element,the thickness of IMC will be doubled.

Dendrite growth is a complex liquid-solid phase transition process involving multiple physical factors.A phase-field lattice-Boltzmann method was developed to simulate the two-and three-dimension dendrite growth of Al-Cu *** effect of fully coupled thermal-solute-convection interaction on the dendrite growth was investigated by incorporating a parallel-adaptive mesh refinement algorithm into the numerical *** accurately reproducing the latent heat release,solute diffusion and convective transport behaviors at the liquidsolid interface,the interaction mechanism among thermal-solute-convection transport as well as their coupling effects on the dendrite growth dynamics were *** simulation results show that the release of latent heat slows down the dendrite growth rate,and both natural and forced convection disrupt the symmetrical growth of *** combination makes the growth of dendrites more complex,capturing important physical aspects such as recalescence,dendrite tip splitting,dendrite tilting,dendrite remelting,and solute plume in the simulation *** on the robustness and powerful ability of the numerical model,the formation mechanisms of these physical aspects were revealed.

A total of 900 soil samples were collected from five habitats,including primary coniferous broad-leaved mixed forests,secondary coniferous broad-leaved mixed forests,secondary broad-leaved forests,secondary shrub forests,and cutover lands in spring,summer,and autumn to quantify responses of soil Collembolans(springtails)to the restoration of vegetation of temperate coniferous and broad-leaved mixed *** results reveal that the taxonomic composition of Collembolans varied in the different stages of vegetation *** variations were in regard to their abundance and *** similarities existed in Collembola communities at different stages of vegetation restoration,and distribution patterns of Collembola taxa displayed an evenness throughout all *** Collembolans tended to gather on litter layers and soil surface;the highest abundance was found in the upper 5 cm soil layer during the initial stages of vegetation ***,Proisotoma,and Folsomia genera responded positively to the restoration of ***,responses of Ceratophysella and Parisotoma genera were *** addition,the Onychiuridae family did not respond to the vegetation restoration *** was concluded that restoration of vegetative cover can increase the abundance of soil Collembolans,but different genera respond differently.
