Regional Equity and Influencing Factor of Social Assistance in China

Social assistance is the last safety net in the social security system and plays a vital role in poverty alleviation in countries around the world. Promoting the equal financial assistance is meaningful to achieve equalization of social assistance. Based on the provincial panel data from 2002 to 2017, this paper analyzes the dynamic characteristics and main influencing factors of the equity of social assistance in China, using the Theil index and geographically weighted regression(GWR) model. The results suggest that the level of per capita social assistance expenditure(PSAE) in China keeps increasing year by year, but the changes in different regions and provinces are quite different. These changes not only significantly changed the spatial pattern of PSAE in China, but also greatly improved its spatial coupling with the deeply impoverished areas. Further analysis shows that the regional inequality of PSAE between provinces is obvious during the study period, and the inter-regional inequality is significantly higher than the intra-regional *** makes inter-regional inequality become the main source of the regional inequality of PSAE in China for a long time. According to GWR results, there is obvious spatiotemporal heterogeneity in the influence intensity and direction of the per capita financial revenue,urbanization rate, urban unemployment rate, natural disaster-affected area, and transfer payment intensity on the PSAE. The urbanization rate and per capita financial revenue are the main driving factors of PSAE, and the impact intensity of per capita financial revenue tends to strengthen. The remaining three factors have a positive effect on PSAE, but the effect intensity is not high.

A new liquid membrane diffusion model for characterizing the adsorption kinetics of europium by using a continuous measurement of adsorption platform

To explore the kinetic adsorption under continuous and nonequilibrium states, an integration of continuous measurement and adsorption platform kinetics method was proposed, which was initially called the ICM-AP kinetics method, and a corresponding kinetic adsorption experimental method was developed. Adsorption experiments of europium(Eu) on Ca-bentonite,Na-bentonite, and the D231 cation exchange resin were performed using the ICM-AP kinetics method and continuous measurements. Because the kinetic experimental results observed in this study were different from those of traditional batch adsorption data, pseudo-first-order or pseudo-second-order kinetic models were unsuitable for fitting the experimental ***, a liquid membrane diffusion(LMD) model was developed based on the assumption of simultaneous adsorption/desorption to discuss the mechanism of kinetic adsorption. The kinetic adsorption mechanism was also studied by using *** results indicated that the proposed adsorption model can fit the experimental data more suitably, and the adsorption/desorption behaviors of Eu on bentonite and the D231 resin were simultaneously observed, suggesting that the adsorption kinetics of Eu(Ⅲ) was mainly dominated by hydrated Eu(Ⅲ) ions on the liquid membrane.

Removal of pharmaceutical in a biogenic/chemical manganese oxide system driven by manganese-oxidizing bacteria with humic acids as sole carbon source

Bioaugmented sand filtration has attracted considerable attention because it can effectively remove contaminants in drinking water without additional chemical reagent *** this study,a synthesized chemical manganese dioxide (MnO_(2)) -coated quartz sand(MnQS) and biogenic manganese oxide (BioMnOx) composite system was proposed to simultaneously remove typical pharmaceutical contaminants and Mn_(2)+.We demonstrated a manganese-oxidizing bacterium,Pseudomonas ***-1,could oxidize Mn_(2)+to generate BioMnOxusing humic acids (HA) as sole carbon *** coaction of MnQS,QJX-1,and the generated BioMnOxin simultaneously removing caffeine and Mn_(2)+in the presence of HA was *** found a synergistic effect between *** and BioMnOxtogether significantly increased the caffeine removal efficiency from 32.8%(MnQS alone) and 21.5%(BioMnOxalone) to 61.2%.Meanwhile,Mn_(2)+leaked from MnQS was rapidly oxidized by QJX-1 to regenerate reactive BioMnOx,which was beneficial for continuous contaminant removal and system *** degradation intermediates of caffeine oxidized by MnQS and BioMnOxwere detected by LC-QTOF-MS analysis,which implied that caffeine was oxidized by a different ***,this work promotes the potential application of bioaugmented sand filtration in pharmaceutical removal in the presence of natural organic matter in drinking water.

PV Array Reconfiguration Based on the Shaded Cells'Number for PV Modules

Reconfiguration can increase the output power for a PV array under partial ***,traditional reconfiguration methods consider the PV module as either totally shaded or totally unshaded,and module-based simulation is employed to evaluate the reconfiguration ***,there is an unneglectable error when treating a partially shaded PV module as totally shaded,through using a more accurate cellbased *** on the analysis of the determinant factors on MPPs’power of a PV array,a new reconfiguration method is proposed based on the exact partial shadow shape projected on the PV *** method restructures the electrical connection among PV modules of a PV array according to the shaded cells’number(SCN)of every PV *** cell-based simulations are carried out on a PV array to verify the effectiveness of the proposed SCN-based reconfiguration *** comparisons among various reconfiguration methods and shadow distributions clearly show its suitability to different irregular shadows and its superiority in PV output power enhancement.

Interleukin-4 affects microglial autophagic flux

Robust adaptive repetitive learning control for a class of time-varying nonlinear systems with unknown control direction

A robust adaptive repetitive learning control method is proposed for a class of time-varying nonlinear systems. Nussbaum-gain method is incorporated into the control design to counteract the lack of a priori knowledge of the control direction which determines the motion direction of the system under any input. It is shown that the system state could converge to the desired trajectory asymptotically along the iteration axis through repetitive learning. Simulation is carried out to show the validity of the proposed control method.

Effects of Spatial Information of Soil Physical Properties on Hydrological Modeling Based on a Distributed Hydrological Model

The spatial distribution of soil physical properties is essential for modeling and understanding hydrological processes. In this study, the different spatial information (the conventional soil types map-based spatial information (STMB) versus refined spatial information map (RSIM)) of soil physical properties, including field capacity, soil porosity and saturated hydraulic conductivity are used respectively as input data for Water Flow Model for Lake Catchment (WATLAC) to determine their effectiveness in simulating hydrological processes and to expound the effects on model performance in terms of estimating groundwater recharge, soil evaporation, runoff generation as well as partitioning of surface and subsurface water flow. The results show that: 1) the simulated stream flow hydrographs based on the STMB and RSIM soil data reproduce the observed hydrographs well. There is no significant increase in model accuracy as more precise soil physical properties information being used, but WATLAC model using the RSIM soil data could predict more runoff volume and reduce the relative runoff depth errors; 2) the groundwater recharges have a consistent trend for both cases, while the STMB soil data tend to produce higher groundwater recharges than the RSIM soil data. In addition, the spatial distribution of annual groundwater recharge is significantly affected by the spatial distribution of soil physical properties; 3) the soil evaporation simulated using the STMB and RSIM soil data are similar to each other, and the spatial distribution patterns are also insensitive to the spatial information of soil physical properties; and 4) although the different spatial information of soil physical properties does not cause apparent difference in overall stream flow, the partitioning of surface and subsurface water flow is distinct. Splitting Method for Support Vector Machine in Reproducing Kernel Banach Space with a Lower Semi-continuous Loss Function

In this paper, the authors employ the splitting method to address support vector machine within a reproducing kernel Banach space framework, where a lower semicontinuous loss function is utilized. They translate support vector machine in reproducing kernel Banach space with such a loss function to a finite-dimensional tensor optimization problem and propose a splitting method based on the alternating direction method of multipliers. Leveraging Kurdyka-Lojasiewicz property of the augmented Lagrangian function,the authors demonstrate that the sequence derived from this splitting method is globally convergent to a stationary point if the loss function is lower semi-continuous and subanalytic. Through several numerical examples, they illustrate the effectiveness of the proposed splitting algorithm.

An integrated approach to evaluating the coupling coordination degree between low-carbon development and air quality in Chinese cities

Collaborative governance between ecological environment and climate change is a novel signature in China's policy agenda. However, such coordination remains understudied, especially at the local level. Using the principal component analysis, entropy evaluation methods, and the Coupling Coordination Degree Model (CCDM), we evaluated the level of coordination between carbon and air quality mitigation from 34 low-carbon pilot cities in China. We also illustrated the mechanism and policy formation that leads to different coupling patterns at the local level using three case studies. We found that most pilot cities perform a medium level of coupling coordination between low carbon development and air quality. The result reveals that most low-carbon pilot cities score relatively well in low-carbon development. Further, there is a significant cleavage in air quality between cities in the North and those in the South, indicating pilot cities in the South coordinate better than those in the North. In particular, pilot programs in the Southwest and Southeast coastal region perform well in collaborative governance, while the Beijing−Tianjin−Hebei region is rated poorly because of the gap between air quality and low carbon development. Also, we found that the same low-carbon policy might have heterogeneous effects on different air pollutants and across different regions. The local government should adopt low-carbon development policies that address local level specific environmental and economic conditions to maximize their air pollution mitigation benefits.
