The value-added tax(VAT)in China is levied and allocated based on the origin *** the background of the increasing substitution of online retail for traditional offline retail,this mechanism will exacerbate the disparity of regional tax revenue,and intensify tax competition among local ***,reconsidering the allocation mechanism of value-added tax in China can be an important policy decision,and it is influenced by various economic and social ***,we utilize large-scale retail transaction data from an e-commerce platform to measure regional disparities in retail and consumption among different regions and then reveals present tax policy results in revenue imbalance in different ***,we establish a model based on game theory to illustrate how the origin principle leads to fierce tax competition among ***,by establishing and solving tax allocation models between local governments and the central government,this study simulates and calculates the degree of revenue imbalance under different scenarios and attempts to propose policy *** results indicate that implementing the destination principle will reduce regional tax ***,adjusting the allocation ratio between the central government and local governments based on city levels is advantageous for further reducing regional tax revenue disparities.

As an efficient natural selection nutrient transport system,biomimetic leaf hierarchical porous structure has unique advantages in material transportation and energy *** leaf hierarchical porous structure has been widely used in solar thermochemical reactions,photocatalysis,and energy *** improve the thermal efficiency and reduce the power consumption,the authors introduce the idea of bionic leaf hierarchical porous structure packed-bed latent heat thermal energy storage(LHTES)*** the same porosity,the diameter of the PCM capsules is designed to change along the flow direction to optimize the thermal *** effects of velocity on temperature distribution,pressure drop,liquid fraction,and thermal storage capacity of the conventional uniform model and bionic leaf hierarchical porous model are *** results show that the bionic leaf hierarchical porous structure can thin the thickness of the thermocline,reduce the pressure drop,increase the heat transfer area,and improve the thermal response of the packed-bed compared with the conventional uniform *** maximum increases of liquid fraction and completion rate are 36.6%and 20.3%with pressure drop reduction of 25 Pa,*** maximum decrease of the above-melting point(MP)thermocline is 51.7%as *** results provide suggestions to optimize the packed-bed LHTES system and improve its thermal performance under practical conditions.

This study presents the performance of a new single-stage scroll compressor used for the heat pump drying of thermally sensitive materials over a wide temperature *** performance of the new compressor was predicted by an ARI standard 540map-based compressor model and verified by a semi-open drying heat pump system constructed for this purpose.A comparison of the experimental data with the predicted data proved that the new scroll compressor used in the drying heat pump works well,can supply a wide range of condensing temperatures(30–80°C)(without auxiliary heating),and has a minimum coefficient of performance(COP)above 2.0,even in the worst condition.

Bragg filters are of essential importance for chip-scale photonic ***,the implementation of filters with sub-nanometer bandwidth and rejection beyond 70 dB is hindered by the high index contrast of the siliconon-insulator platform,which makes filters prone to fabrication *** this paper,we propose to combine coherency-broken cascading architecture and cladding modulation to circumvent the intrinsic *** cascading architecture effectively prevents the accumulation of phase errors,while the cladding modulation offers additional design freedom to reduce the coupling coefficient.A bimodal Bragg filter with a testingequipment-limited rejection level of 74 dB and a 40 dB bandwidth of 0.44 nm is experimentally *** minimum feature size is 90 nm,which significantly relieves the fabrication constraints.

Mine refuge chambers are used to shield miners who fail to escape from the mine when incidents occur. Environment maintaining system plays a key role in stabilizing thermal environment of a mine refuge chamber against heat emitted from metabolism and transferred from outside. The safety and comfort of refugees are closely related to the environment maintaining system design. In order to improve the comfort of refugees, optimization on the environment maintaining system has been done based on the previous work. To evaluate the environment of the chamber, eight volunteers were involved into the experiment. Under close observation and safety protection, they lived in a heat-isolated test chamber for 106 hours. The volunteers were asked to maintain low level of activities to simulate refugees’ situation. It shows that the environment maintaining system worked well and the temperature, relative humidity and emitted harmful air content such as CO2 and CO were all kept in the safety level, and no discomfort was felt by volunteers at all.

大瑞铁路高黎贡山隧道、引汉济渭秦岭隧洞、滇中引水香炉山隧洞等工程的相继开工建设,使富水破碎极软地层带来的TBM卡机、高地应力极硬岩地层带来的岩爆等TBM施工问题日益凸显。文章首先对比阐述了国内TBM隧道工程建设过程中常遇到的软弱破碎、极硬花岗岩等典型不良地质及其对TBM掘进所带来的影响,在总结分析辽西北供水、引松供水、引洮供水等工程建设过程中出现的隧道局部塌方、TBM卡机等案例及其影响因素的基础上,以极端复杂地质条件TBM掘进关键技术为对象进行了系统研究论述,结果表明:(1)超前地质预报技术是TBM施工应对极端复杂地质的重要手段,但目前尚无法对前方中远距离地质状况进行准确量化预测;基于微震监测分析结果,根据可能发生的轻微、中等、强烈等不同等级的岩爆,制定对应处置措施;节理发育、炭质板岩、断层破碎带等不同软弱破碎地层,应采取针对性的防卡机措施,同时可根据不良地质段的长度来选择合适的脱困方案;(2)TBM推力、推进速度、刀盘转速及扭矩等掘进参数的异常波动,是表征掌子面前方地质条件状态的重要指标,TBM掘进前,根据前期预判的全断面硬岩、软弱破碎等围岩条件,分别选择合适的掘进参数;TBM掘进过程中,应基于掘进参数异常变化,纠正地质条件预判并采取对应的调控措施,进而确保TBM处于最佳掘进状态;(3)针对既有TBM难以适应现有地质条件的情况,以引洮供水隧洞、引红济石隧洞、引汉济渭隧洞等工程为例,对TBM改造技术进行了分析论述。最后,针对极端复杂地质条件下的TBM隧道工程建设新问题及其应对措施进行了展望与探讨。
