In this p.p.r, the drawbacks o. co.ventio.al target fluctuatio. mo.els used in radar target mo.eling are set o.t. It is usually difficult to.statistically mo.el a real target because there are very few p.rameters which can be used to.ap.ro.imate the p.o.ability density functio. (p.F) o. a real target's radar cro.s sectio. (RCS) in co.ventio.al target mo.els. A new metho. o. statistical mo.eling is suggested, acco.ding to.which the first nth central mo.ent o. real target's RCS, co.bined with the Legendre o.tho.o.al p.lyno.ials, is used to.reco.struct the p.F o. the target's RCS. The relatio.ship.between the co.fficients o. the Legendre p.lyno.ials and the central mo.ents o. RCS are deduced mathematically. Thro.gh a p.actical co.p.ting examp.e, the erro.-o.-fit is sho.n as a functio. o. the o.ders o. Legendre co.fficients. By co.p.ring the erro.s-o.-fit caused by bo.h the new mo.el and the co.ventio.al mo.els, it is co.cluded that the new no.p.rametric metho. fo. statistical mo.eling o. radar targets is sup.rio..
