货币基金行业系统性风险防范化解的国际经验与我国实践

近年来,全球多国遭遇货币基金挤兑和流动性危机,意味着货币基金行业的系统性风险会威胁金融市场稳定。本文通过深入分析国内外货币基金行业系统性风险事件,总结出两类可能相互强化的脆弱性:一类是货币基金容易受到突发破坏性赎回的影响,另一类是在压力时期,变现资产将面临挑战。防范和化解货币基金行业系统性风险的政策举措包括直接和间接两种手段:直接手段是降低破坏性赎回发生概率的机制和减轻巨额赎回影响的机制;间接手段是加强风险监测、完善短期融资市场运作。本文运用对比研究的方法,分析了中国与其他发达市场的货币基金行业结构特征,并总结出相应系统性风险防范化解方案的共性与差异。针对我国市场,本文的建议包括:进一步区分现金管理职能与投资职能,事前防范负债端风险来源,实施全行业压力测试,改善短期融资市场的结构脆弱性;同时,随着我国基金机构持续“出海”,还应对货币基金行业的宏观审慎监管进行优化和调整,提高开放条件下的风险防控能力,以适应不同发展阶段的需求,提高对实体经济的服务能力。

传统层析γ扫描方法(Tomography Gamma Scanning,TGS)对废物进行放射性核素活度重建过程中,由于划分大量无效体素导致测量时间长,病态方程迭代求解导致重建精度低。提出了一种体素划分优化方法,其中周向划分基于线源效率积分为环源效率,径向划分则基于不规则划分确定最佳指数权重。通过随机点源活度重建实验,对比了体素划分优化方法和传统体素划分方法的误差情况。针对半径为35 cm的400 L水泥废物桶,在距离废物桶中心74 cm处使用探测效率为40%的同轴HPGe探测器(晶体直径6.09 cm,长度5.18 cm)对^(60)Co和^(137)Cs两种核素进行测量,通过计算不同体素划分方法的条件数和计数率偏差,探究了体素划分方法对重建精度的影响规律。结果显示:传统只加密周向体素的划分方法并不能显著提高重建精度。径向加密方法导致计数率偏差曲线中的极小值点的数量增加和极大值点的数值减小,从而提高重建精度。与传统划分方法相比,体素划分优化方法减少了体素数量,从而测量时间缩短约9/10;同时降低了条件数和计数率偏差,从而将最大重建误差减小约2/3。

结合通锡高速公路海门至通州段工程钻孔桩施工实例,针对南通地区粉砂土地质钻孔桩成孔泥浆指标较差的情况,采用泥砂分离器装置进行泥浆循环和清孔。分析结果显示:使用泥砂分离器后,使用泥浆净化装置,不仅可以减小泥浆池设置尺寸,提高泥浆的性能,降低膨润土和黏土消耗量,缩短成孔时间和清孔时间,提升沉渣控制指标、成桩安全度,使工程质量更加可控,还可以减少钻渣弃运,高效回收利用土方,减少能耗,降低人工消耗,显著提升施工效率和经济效益。

为应对大型车辆维修和保养需求,针对大型车辆特点结合模块化设计理念,设计了一款组合式自平衡抱胎举升机。该文介绍了我国汽车维修使用的举升机设备发展情况,并总结了举升机现阶段的技术不足,结合大型车辆维修保养实际情况,设计了组合式自平衡抱胎举升机。经试验证实,该机具有灵活可靠、电气化程度高、升降控制精确、平衡性好等多重技术优势,适宜应用于货车、客车等大型车辆维修保养。

Enhancement of potassium resistance of Ce-Ti oxide catalyst for NH_(3)-SCR reaction by modification with holmium

Alkali metal K in exhaust gas has a deactivation effect on NH_(3)-SCR catalysts.In this work,it is discovered that the addition of Ho on CeTi catalyst can remarkably strengthen its K tolerance.The conclusions of Brunauer-Emmett-Teller(BET),X-ray diffraction(XRD),X-ray photoelectron spectroscopy(XPS),NH_(3) temperature programmed desorption(NH_(3)-TPD)and H_(2)temperature programmed reduction(H_(2)-TPR)analyses demonstrate that the enhancement of K resistance mainly originates from its stronger surface acidity and redox capability,the higher concentration of Ce^(3+)species and surface chemisorbed oxygen.In situ DRIFT analysis reveals that the introduction of Ho on CeTi can remarkably improve the adsorption of NH_(3) and NO_(x) species on catalyst surface,accompanied by the intensified reactivity of ad-NH_(3) species,which should also administer to improve the K resistance.

We discuss the inexact two-grid methods for solving eigenvalue problems, including both partial differential and integral equations. Instead of solving the linear system exactly in both traditional two-grid and accelerated two-grid method, we point out that it is enough to apply an inexact solver to the fine grid problems, which will cut down the computational cost. Different stopping criteria for both methods are developed for keeping the optimality of the resulting solution. Numerical examples are provided to verify our theoretical analyses.

Interleukin 21 （IL-21） is a novel type I cytokine that is significantly homologous to IL-2, IL-4 and IL-15. Its receptor complex contains γc chain which is also a component of receptors for IL-2, IL-4, IL-7, IL-9 and IL-15, so there may be overlapping or relevancies in their biological functions. IL-21 is capable of co-stimulating mature T cells, B cells, NK cells, and of stimulating CD16 expression on the surface of NK cells to induce ADCC in innate immune response. It can also strengthen the anti-tumor effect of the cellular immunity, especially v/a enhancing the activities of NK and antigen specific CTL cells. Thus, IL-21 is a potential useful therapeutic molecule for immunotherapy of malignancies, by eliciting innate and adaptive anti-tumor immune responses in tumor-bearing hosts. In order to study the biological functions of IL-21, we constructed a mIL-21 prokaryotic expression plasmid and expressed the recombinant mIL-21 protein in E. coli in present study. The recombinant plasmid pET28a/mIL-21 with a carboxyl terminal His-tag was subcloned from the pcDNA3.1/mIL-21 and expressed in E. coli. The induced protein was detected by SDS-PAGE, and identified by Western-blot assay with anti-mIL-21 antibody. The recombinant protein was purified v/a Ni^＋ affinity chromatography, and renatured with GSH/GSSG system. Our mouse T cell proliferation experiment showed that the recombinant mIL-21 protein could enhance the mouse T cell proliferation either by itself alone or in the presence of Con A.

In this paper, a new image reconstruction algorithm employing dynamic grids technique is proposed for tomographic gamma scanning. The key feature of the algorithm is the use of adaptive grid refinement in areas that indicate large values. Simulation results show that the application of dynamic grids has a good performance in emission reconstruction with a distinct advantage in the accurate positioning of the 'hot spots' and reducing the number of grids, but doesn't achieve a tangible improvement in transmission reconstruction.

Retrieval and Analysis of Coal Fire Temperature in Wuda Coalfield, Inner Mongolia, China

Coal fire burning around the world is an environmental catastrophe characterized by the emission of noxious gases, particulate matter, and condensation by-products. In this study, coal fire temperature is retrieved based on Landsat 5 TM images and Generalized Single-Channel Algorithm (GSCA), in Wuda coalfield, Inner Mongolia, China. Then coal fire zones are extracted by Jenks′ natural breaks and threshold methods based on temperature images. Changes of coal fire zones are analyzed from 1989 to 2008. The results are summarized as follows: 1) The coal fire temperature retrieval method based on Landsat 5 TM and the GSCA model is effective and feasible, because the temperature error is relatively small (from –2.9℃ to +2.6℃) between the measured temperature and the retrieved temperature. 2) The accuracy is relatively high to extract coal fire zones through the Jenks′ natural breaks and threshold methods, because 83.56% of surveyed area is located in the coal fire zones extracted in 2005. 3) The coal fire area increased 9.81 × 10 5 m 2 from 1989 to 2005, and the annual growth is about 6.1 × 10 4 m 2 , with an annual increasing rate of 2.48%. The area of coal fire decreased by 8.1 × 10 5 m 2 from 2005 to 2008.
