The“Cultural exception”policy formulated by a country is to protect its culture not to be invaded by others.GCC is one of the most important economies in the Middle East,and the“Islamic cultural exception”is the principled position which the GCC countries adhere to in the WTO or FTA negotiations.In 20 years,the FTA negotiations between the EU and the GCC countries have been unsuccessful,and in 10 years the ones between the US and the GCC have experienced the same result.In the WTO negotiations,the GCC countries can make some concessions and cooperate actively.The FTA negotiations between China and GCC have also been carried out for 10 years.At the beginning of this year,the departments of Chinese Ministry of Foreign Affairs and senior officials have made unrelenting diplomatic efforts to promote the resumption of the FTA negotiations with the GCC.Combined with China’s“One Belt and One Road”strategy,China had better launch a more flexible policy of economic and trade cooperation to cope with the GCC countries’“Islamic cultural exception”.The“One Belt and One Road”strategy has special significance to China’s economic development in the future.

High-quality 3D reconstruction is an important topic in computer graphics and computer vision with many applications,such as robotics and augmented reality.The advent of consumer RGB-D cameras has made a profound advance in indoor scene reconstruction.For the past few years,researchers have spent significant effort to develop algorithms to capture 3D models with RGB-D cameras.As depth images produced by consumer RGB-D cameras are noisy and incomplete when surfaces are shiny,bright,transparent,or far from the camera,obtaining highquality 3D scene models is still a challenge for existing systems.We here review high-quality 3D indoor scene reconstruction methods using consumer RGB-D cameras.In this paper,we make comparisons and analyses from the following aspects:(i)depth processing methods in 3D reconstruction are reviewed in terms of enhancement and completion,(ii)ICP-based,feature-based,and hybrid methods of camera pose estimation methods are reviewed,and(iii)surface reconstruction methods are reviewed in terms of surface fusion,optimization,and completion.The performance of state-of-the-art methods is also compared and analyzed.This survey will be useful for researchers who want to follow best practices in designing new high-quality 3D reconstruction methods.

Virtual reality,augmented reality,robotics,and autonomous driving,have recently attracted much attention from both academic and industrial communities,in which image-based camera localization is a key task.However,there has not been a complete review on image-based camera localization.It is urgent to map this topic to enable individuals enter the field quickly.In this paper,an overview of image-based camera localization is presented.A new and complete classification of image-based camera localization approaches is provided and the related techniques are introduced.Trends for future development are also discussed.This will be useful not only to researchers,but also to engineers and other individuals interested in this field.

In recent years,simultaneous localization and mapping in dynamic environments(dynamic SLAM)has attracted significant attention from both academia and industry.Some pioneering work on this technique has expanded the potential of robotic applications.Compared to standard SLAM under the static world assumption,dynamic SLAM divides features into static and dynamic categories and leverages each type of feature properly.Therefore,dynamic SLAM can provide more robust localization for intelligent robots that operate in complex dynamic environments.Additionally,to meet the demands of some high-level tasks,dynamic SLAM can be integrated with multiple object tracking.This article presents a survey on dynamic SLAM from the perspective of feature choices.A discussion of the advantages and disadvantages of different visual features is provided in this article.

Background Generally, it is difficult to obtain accurate pose and depth for a non-rigid moving object from a single RGB camera to create augmented reality (AR). In this study, we build an augmented reality system from a single RGB camera for a non-rigid moving human by accurately computing pose and depth, for which two key tasks are segmentation and monocular Simultaneous Localization and Mapping (SLAM). Most existing monocular SLAM systems are designed for static scenes, while in this AR system, the human body is always moving and non-rigid. Methods In order to make the SLAM system suitable for a moving human, we first segment the rigid part of the human in each frame. A segmented moving body part can be regarded as a static object, and the relative motions between each moving body part and the camera can be considered the motion of the camera. Typical SLAM systems designed for static scenes can then be applied. In the segmentation step of this AR system, we first employ the proposed BowtieNet, which adds the atrous spatial pyramid pooling (ASPP) of DeepLab between the encoder and decoder of SegNet to segment the human in the original frame, and then we use color information to extract the face from the segmented human area. Results Based on the human segmentation results and a monocular SLAM, this system can change the video background and add a virtual object to humans. Conclusions The experiments on the human image segmentation datasets show that BowtieNet obtains state-of-the-art human image segmentation performance and enough speed for real-time segmentation. The experiments on videos show that the proposed AR system can robustly add a virtual object to humans and can accurately change the video background.

After operation of the Three Gorges Project(TGP), there is a new evolution tendency for rivers and lakes in the middle reaches of the Yangtze River(i.e. the Ching River reaches). In recent years, the weakening connection relationship between the Yangtze River and Dongting Lake has resulted in a series of problems for flood regulation, water resources utilization, and aquatic ecosystem protection in the river-lake joint area. In this paper, the hydrological characteristics and fluvial processes within the river-lake joint area are studied, and possible management strategies to maintain the connected river-lake relationship are proposed. To achieve this objective, the evolution tendency, such as the zero-flow problem and river regime for three major outlets(i.e. the Songzi Outlet, Taiping Outlet, and Ouchi Outlet) to Dongting Lake from the Yangtze River, is analyzed. It is believed that the Songzi Outlet has a comparative advantage in flow diversion over the other two outlets. The Range of Variability Approach is introduced to identify hydrological characteristics at the Songzi Outlet. Several characteristic values of flow diversion from this outlet during drought periods are determined. Then, the fluvial processes in the river-lake joint area are studied by comparing topographic maps and using control gauge station data of various years. The water and sediment flux are analyzed before and after operation of the TGP. Finally, based on the results obtained, two possible management strategies are recommended and corresponding parameters are estimated to strengthen and maintain the connected river-lake relationship. This analysis takes into account operation of the TGP, mainstream shift and increasing riverbed scour in the Ching River channel.To restore the flow diversion condition to that in the 1950 s or 1960 s(i.e. 140 m~3/s of flow diversion corresponding to 5500 m~3/s of flow at the Zhicheng station), it is estimated that the river channel around the Songzi Outlet should be dredged 1.4 m under the current riverbe

Under the vision of development for the new era,China has entered a stage of high-quality economic development and an important window period in which we have the conditions and ability to address the prominent issue of economic development and ecological protection in a coordinated way.However,all kinds of environmental benchmark values in China are lacking and need to be constantly supplemented and improved.Therefore,exploring and putting forward a simple and efficient method for the transformation of environmental criteria into environmental standards is an important basis for the rapid establishment of relevant environmental criteria system and the effective promotion of the development of environmental standards system towards a scientific and reasonable direction.In this paper,the water environment is taken as the research object.By analyzing the research progress of environmental criteria and standards at home and abroad,and the foreign method of transforming environmental criteria into environmental standards,combined with the problems faced in the process of transforming environmental criteria into environmental standards in China,an effective method to transform China's environmental criteria into environmental standards is analyzed.After analysis and comparison,it is found that the pollution reduction accounting method could achieve their simple and efficient conversion.Under the premise of obtaining environmental criteria for certain pollutants,environmental criteria for certain pollutants could be obtained by distributing pollutants reduction costs,and accounting economic benefits after reaching standard,thus obtaining the environmental standard of this type of pollutant,which provides reference to determine the environmental standard limits of such pollutants.

浮游生物对环境变化敏感,可作为环境监测的指示生物。2021年9月,采用冗余分析法、相关性分析法对白洋淀浮游生物及关键环境因子进行研究。共鉴定出浮游动物47种,优势种为无节幼体、近邻剑水蚤、萼花臂尾轮虫、螺形龟甲轮虫、针簇多肢轮虫、曲腿龟甲轮虫、长额象鼻溞、卜氏晶囊轮虫;共鉴定出浮游植物143种,优势种为小球藻、梅尼小环藻、席藻和尘埃微囊藻。分析结果表明:浮游动物多样性指数与环境因子之间的相关性不显著;浮游植物多样性指数与总氮含量、pH、化学需氧量、亚硝态氮含量显著相关;pH、化学需氧量是影响浮游动物群落分布的主要环境因子,亚硝态氮含量、pH、总氮含量是影响浮游植物群落分布的主要环境因子。pH、化学需氧量、亚硝态氮含量、总氮含量及浮游生物多样性指数可作为白洋淀水质状况的重要评价指标。
