This paper develops a novel approach to track power system state evolution based on the maximum correntropy criterion,due to its robustness against non-Gaussian *** includes the temporal aspects on the estimation process within a maximum-correntropy-based extended Kalman filter(MCEKF),which is able to deal with both nonlinear supervisory control and data acquisition(SCADA)and phasor measurement unit(PMU)measurement *** representing the behavior of the state variables with a nonparametric model within the kernel density estimation,it is possible to include abrupt state transitions as part of the process noise with non-Gaussian ***,a novel strategy to update the size of Parzen windows in the kernel estimation is proposed to suppress the effects of suspect *** properly adjusting the kernel bandwidth,the proposed MCEKF keeps its accuracy during sudden load changes and contingencies,or in the presence of bad *** with IEEE test systems and the Brazilian interconnected system are carried *** results show that the method deals with non-Gaussian noises in both the process and measurement,and provides accurate estimates of the system state under normal and abnormal conditions.

Acoustic emission monitoring is often used in the diagnosis of electrical and mechanical incipient faults in the high voltage apparatus. Partial discharges are a major source of insulation failure in electric power transformers, and the differentiation from other sources of acoustic emission is of the utmost importance. This paper reports the development of a new sensor concept - a fiber laser sensor based on a phase-shifted chirped fiber grating - for the acoustic emission detection of incipient faults in oil-filled power transformers. These sensors can be placed in the inner surface of the transformer tank wall, not affecting the insulation integrity of the structure and improving fault detection and location. The performance of the sensing head is characterized and compared for different surrounding media： air, water, and oil. The results obtained indicate the feasibility of this sensing approach for the industrial development of practical solutions.

We report the case of three female patients who were scheduled for surgical correction of residual left-to-right shunt after initial repair of sinus venosus atrial septal defect(SV-ASD)during *** excluding the possibility of an hemodynamic intervention,all three patients underwent a successful surgical closure through a right mini sub-axillary approach by using total peripheral cannulation for cardiopulmonary bypass and leaving the inferior vena cava completely un-snared allowing for an optimal visualization of the residual atrial septal communication and avoiding extensive dissection of mediastinal structures.

Subsidence in a deformation area can be measured in various ways, examples being conventional high-precision leveling, differential InSAR and multi-temporal GPS surveys. Integration of methods can improve results, and is crucial to extract high-precision data. In particular, orthometric and ellipsoid elevations, surveyed at different moments in time, can be compared to yield information on vertical movements when geoid anomalies are known. However, a data checking procedure must be applied if archival orthometric elevations are used, because long-term measurements for many historical benchmarks may have been lost and/or replaced with other points, but at different elevations. This type of checking can be carried out over an area without gravimetric anomalies by modeling geoid undulations and vertical displacements in the time-span used for analysis, excluding points with anomalous values. This procedure was tested and applied in the Po Delta area (northern Italy), historically subject to high subsidence rates: the leveling benchmarks of 1983 were measured with the GPS technique in 2008. After checking of archival data and transformation from ellipsoid to orthometric elevations, comparisons of the same points and interpolations on the study area provided a subsidence map for the 1983-2008 period.

The safeguarding of Venice and the Venetian lagoon （Italy） from rising water is of great national interest. Besides the normal tidal regime, the effects of an increase in the frequency and intensity of floods in the lagoon have been accentuated by a reduction in the elevation of the land in respect to the actual average sea level. With the aim of reducing the vulnerability of the lagoon, the Italian Ministry of University and Scientific and Technological Research financed the research project ＂The geotechnical model of the subsurface for the safeguarding of Venice and its lagoon＂, to study the compressibility of the lagoon deposits, both by natural causes and as a consequence of overloading with heavy structures. The project involved the construction of a large experimental embankment in the Treporti area of the lagoon, in order to perform a full-scale long-term compression test on the lagoon soils. By using various geomatic and geotechnical monitoring techniques, it was possible to appraise very small vertical movements of the ground induced by the compressibility of the highly heterogeneous silty formations. High-precision data was acquired by means of classical topographic methodologies integrated with continuous GPS （Global Positioning System） measurements. In addition, vertical displacements of the ground were obtained using geotechnical instrumentation. This cross-monitoring approach provided a valuable tool for analyzing both the natural and anthropic causes of settlement.

Idiopathic hypogonadotropic hypogonadism is a rare disease that is characterized by delayed/absent puberty and/or infertility due to an insufficient stimulation of an otherwise normal pituitary-gonadal axis by gonadotrophin-releasing hormone （GnRH） action. Because reduced or normal luteinizing hormone （LH）/follicle-stimulating hormone （FSH） levels may be observed in the affected patients, the term idiopathic central hypogonadism （ICH） appears to be more appropriate. This disease should be distinguished from central hypogonadism that is combined with other pituitary deficiencies. Isolated ICH has a complex pathogenesis and ~s fivefold more prevalent in males. ICH frequently appears in a sporadic form, but several familial cases have also been reported. This finding, in conjunction with the description of numerous pathogenetic gene variants and the generation of several knockout models, supports the existence of a strong genetic component. ICH may be associated with several morphogenetic abnormalities, which include osmic defects that, with ICH, constitute the cardinal manifestations of Kallmann syndrome （KS）. KS accounts for approximately 40% of the total ICH cases and has been generally considered to be a distinct subgroup. However, the description of several pedigrees, which include relatives who are affected either with isolated osmic defects, KS, or normo-osmic ICH （nlCH）, justifies the emerging idea that ICH is a complex genetic disease that is characterized by variable expressivity and penetrance. In this context, either multiple gene variants or environmental factors and epigenetic modifications may contribute to the variable disease manifestations. We review the genetic mechanisms that are presently known to be involved in ICH pathogenesis and provide a clinical overview of the 227 cases that have been collected by the collaborating centres of the Italian ICH Network.
